    Greece's ministries of Foreign Affairs and National Defense have prepared a file that contains documentation of last week's harassment of Greece's C- 130 , carrying the Defense Minster, by Turkish fighter jets.

    The file has already been forwarded to the United States and the European Union, in an effort to brief the respective officials on the conditions of October 16's episode which displayed the magnitude of Turkey's provocation.

    The city of Thessaloniki commemorates today her liberation from the Turkish yoke as well as her patron saint Dimitris. The President of the Hellenic Republic Kostis Stephanopoulos arrived in town yesterday where he inaugurated the Byzantine Museum's "Byzantine and Medieval Cyprus" exhibition as well as the "Flags of Liberty" at the gallery of the Association of Macedonian Studies.

    In statements he made, the President called on international organizations to urge Turkey to play by the rules , instead of using bravado and threats.

    "International differences cannot be resolved by boasting or provoking incidents, but only through an adherence to international rules, "Mr. Stephanopoulos said.

    Greece should reprimand its allies for applying double standards in the country's long-standing dispute with Turkey and should employ powerful armed forces, coupled with a strong economy, according to Defense Minister Akis Tsochatzopoulos.

    "For 22 years our major allies, unable to contribute to respect for international law, have limited themselves to seeking from us a solution (in regards to Turkey) even when our sovereign rights are in jeopardy," Mr. Tsochatzopoulos stated today. After a church service in Thessaloniki marking a religious holiday for the city's patron saint Dimitris.

    "We need to provide a reply ourselves, using a deterrent strategy which will lead to an economically strong and sound Greece, with powerful armed forces so that we may respond effectively and victoriously to any whatsoever threat," the Defense Minister added.

    [04] TURKISH FOREIGN MINISTER TO BE IN FYROM ON MONDAY

    Turkey's Foreign Minister Ismael Cem is to arrive at Skopje on Monday for a two-day official visit. During his stay in FYROM, Mr. Cem will be received by the country's President Kiro Gligorov and will also meet with the Speaker of the House Tito Petkovski and the Premier Branco Cervenkovski. Mr. Cem is expected to sign a cooperation agreement with his counterpart from FYROM Mr. Handjinski.

    [05] EUROPEAN COURT RULES THAT GREEK TAX ON USED-CAR IMPORTS IS ILLEGAL

    The European Court of Justice has ruled that Greece's special tax on imported used cars is illegal under Community tax rules.

    Greece imposes a special consumer tax rate on imported private cars. The flat-rate tax is payable the first time a car is registered in Greece, regardless of whether it's new or used, and used cars are taxed as though they were new, according to court documents.

    Although Greece lowered taxes on those cars that feature anti-pollution devices, imported used cars were not eligible for those reduced rates.

    The Court agreed with the Commission that Greece's tax system was in violation of single market rules which prohibit taxes on goods imported from other member-states.

    "It is common ground that imported used cars and those bought domestically constitute similar or competing products and Article 95 therefore applies to the special consumer tax charged on the importation of used cars," the Court found.

    Greece's Finance Ministry rebutted with a statement shortly afterwards and stated that a new system under proposal would not lead to any fundamental changes in the domestic car market,.

    The government's intention is to modernize the car fleet through the promotion of advanced, low-pollution technology.
