    Countdown for the transfer of some 15.000 employees in local administration to Kallikratis plan municipalities has started. From the stage of application, the transfer procedure will take less than a month and will have concluded till Christmas said Interior Ministry sources.

    No Right of Refusal

    It is said that employees will not have right to refuse appointment to new position while they will be given 15 days for their transfer to the new post.

    However, transfer of employees from public sectors and organizations that have been abolished or merged has not been clarified as there is neither clear picture of number of employees to be transferred nor job posts. What is certain is that whoever denies the ne post will be laid off.

    Employees' Transfer Criteria:

    They will not be transferred outside the borders of prefectures where they work and reside. However, if there are no vacancies they can be transferred outside prefecture borders depending on their family status.

    They will be transferred to posts requiring equal or similar specializations.

    They will receive the same salaries they received in the previous organizations or agencies .

    Some 1350 working in OSE (Hellenic Railways Org) will be transferred till the end of December. Employees will be called to submit applications for the positions of their preference and will be given three options to choose depending of years of work and experience.

    The Interior Ministry will ask all public sector bodies to draw lists with vacancies so employees' transfer cover vacancies.

    [02] Greek Foreign Ministers Warns Turkey

    Greek Foreign Minister Dimitris Droutsas has warned Turkey either to comply with European rules till June or else face substantial repercussions on procedures for its admission to the EU. Referring to the Cyprus issue, Mr. Droutsas underlined the need for withdrawal of Turkish troops from the island of Cyprus. Cyprus President Dimitris Hristofias, who is visiting Athens today, will meet with Greece's state and political leadership. Their talks will center on the next steps for the resolution of the Cyprus issue as they are being formulated after the Cypriot's president meetings with the UN General secretary and the Turkish-Cypriot leader.

    [03] POE-OTA, DOE,OLME & Mobilizations

    Workers in Local Administration organizations are escalating mobilizations as the administration board of POE-OTA (Panhellenic Federation of Workers in Municipalities and Communities) has decided continuation of mobilizations with two fresh 24-hour strikes on Tuesday and Wednesday. Therefore there will not be collection of refuse in the next 48 hours except for hospital and open markets refuse. The Teachers Federation is also staging a 24-hour strike on Monday demanding contracts of some 2.000 substitute teachers hired 2 months ago through ESPA program be turned into regular permanent contracts. Protesters gathered outside the Education Ministry at 12:00 on Monday.

    The National Marine Federation has announced a 24-hour strike from 06:00 on Tuesday, November, 22 to 06:00 Wednesday, November, 23 demanding the signing of collective labour contracts. Participating in the strike are sailors in all kinds of ships except for sailors in Hellas-Italy routes.

    The president of the Union of Shipowners, Apostolos Venturis, in a press interview, blamed unionists for denying to attend a meeting-even without agenda -with the competent minister Yiannis Diamantidis. He called for suspension of mobilizations and opening of a dialogue to reach a commonly acceptable solution by both sides regarding the Collective Labour agreement.

    [04] Irish Rescue Package Approved

    Irish rescue package to prevent collapse of the country's banking system, was approved. EU 27 member states, European Central Bank and the International Monetary Bank have agreed on a 3-year loan program that will address the fiscal challenges of the Irish economy and the potential future capital needs of the banking sector in a decisive manner. It will be based on fiscal adoption and structural reforms while the final amount of funding will be decided at the end of the month said EU Commissioner Olli Rehn. EU sources said the final amount was expected to be ⬠80- â¬90 billion. On Wednesday, Dublin will announce a drastic 15 billion euros 4-year austerity plan said Irish Finance Minister. The euro rose against the dollar immediately after the approval for the country's bail out.

    "Provididng assistance to Ireland warranted to safeguard the financial stability in Europe" said statement issued by EU Finance Ministers after an emergency meeting and while Dublin was signing off the rescue package.

    The European Central Bank (ECB) expressed satisfaction at the response of EU authorities and the International Monetary Fund (IMF) said it was ready to grant a many-years long loan.

    In Toronto, the Finance Ministers of the G7 group-the most powerful world economies (US, Japan, Canada, Britain, France, Germany and Italy) welcomed Ireland's aid request.

    "The coordinated action of European countries and the IMF reflects their shared resolve to act swiftly and decisively to mitigate emerging risks, maintain market stability, and safeguard the global recovery", said G7 officials in a joint statement issued by Canadian Treasury Secretary.

    Protesters gathered outside Government Buildings in Dublin as the Cabinet met to discuss making a formal request for a bailout.

    Irish prime minister Brian Cowen defended his decision and called on the Irish people to have faith that the country will return to prosperity.
