    Supreme Court Prosecutor has asked for inspections to be carried out in state hospitals nationwide following revelations about economic scandals depriving the state of huge sums. Health inspectors' report on state hospital contracts almost exclusively with Siemens is in the hands of the members of the Parliament Inquiry Committee.

    Direct Assignment

    The Body of Health Inspectors after inspections in 164 contracts between state hospitals and Siemens in the last 15 years came to the conclusion direct assignment almost exclusively with Siemens for the maintenance and supply of spare parts for medical instruments led to overcharges and came contrary to competition through open bids that would bring better offers and prices.

    The inspectors said selection of direct assignment means lack of competition, unilateral determination of price, lack of negotiation by hospitals' administration boards and unclear picture regarding achievement or not of best economic result. Inspectors blame the administration boards of hospitals who took advantage of regulations and exemptions of article 2286/95 on state supplies and made direct assignments maybe without implementing the term about negotiations as provided by the law.
