    Education Minister Aris Spiliotopoulos will soon table to the Parliament a new draft-bill providing for merging and closure of TEI departments (Technical Institutes) which do not attract students. Mr. Spiliotopoulos has briefed the Parliament's Educational Affairs Committee.

    Twenty-six TEI departments had one digit number students last year, in other words of the 5.796 places offered only 93 students registered.

    There is need to determine a common framework for tertiary education to express the social parameter of its mission said Education Minister underlining that the issue was not theoretical but regarded viability and the future of many institutions, particularly in regional Greece.

    The new measures for the modernization of TEI will center on 5 axes: introduction of research labs, extension of academic studies to correspond with the equivalent in universities, strengthening of TEI administration allowing presidents of institutions to inspect legality of appointments and development of teaching personnel as it applies for universities, cooperation at undergraduate level of TEI departments with universities in the same region and common positions for TEI teaching personnel.

    [02] Dispute over Gallops, DNA Bank, Cameras

    Debate on amendment re-introducing ban of gallops 15 days prior to elections fuelled strong dispute in the parliament. Draft-bill providing for identification of mobile card phone users, operation of cameras and creation of DNA bank also gave rise to strong reactions by opposition political parties. The Parliament passed two amendments regarding identification of mobile card phone users.

    âAny regulation can only be evaluated by its results and the specific regulation allowing release of surveys till two days prior to elections date did not bear the expected resultsâ, stressed Interior Minister Prokopis Pavlopoulos.

    PASOK parliamentary spokesman Hristos Papoutsis launched a verbal attack, underlining that the government legislates without principles with adventurer's selections. He maintained that the ND party has always used gallops as an intervention means to create a favourable for the party climate.

    The Interior Minister announced that he would propose reopening of the institutional gallop issue through the Institutions and Transparency Parliament Committee.

    LAOS president G. Karatzaferis said that he had objected to the amendment introduced by then state Minister Thodoris Roussopoulos underlining that the ND had lost two percentage points from the survey on last Friday before elections.

    LAOS and SYRIZA partIES would vote in favour of amendment while the GCP voted against describing gallops as âmanipulation toolsâ . All opposition parties objected to the use of cameras. LAOS is in favour of creation of DNA bank explaining that it is extension of fingerprint use due to development of technology.

    Justice Minister Nikos Dendias underlined that the government had notified on its intention for the operation of cameras at the beginning of winter and had informed the Personal Data Protection Authority which had said that it would meet in September. Mr. Dendias said that issues concerning public security did not require same opinion by the Personal Data Protection Authority but only an opinion.

    [03] Increased Alert for Fires

    The Civil Protection General Secretariat has issued a fire alert for Thursday, July, 16 for the following islands: Crete ( Lasithi, Heraklio, Rethymno), Dodecanese islands, Samos, Lesbos and Hios. All state, local and prefecture administrations have been ordered to be on high alert to deal with possibility of fires breaking out.

    People are advised to avoid outdoor activities and use of gadgets which may spark fire. The Civil Protection General Secretariat also advises people to take into consideration high temperatures and take self-protection measures following state and local authorities instructions in the webpage (www.civilprotection.gr). The Health and Social Solidarity Minister has detailed instructions for health protection.

    Holiday makers are advised to avoid lighting fires for any reason and respect banning on access to high risk regions, inform the Fire Department dialing 199 in case of fire, leave the area immediately in case of fire for their own protection if one can not help in fire extinguishing efforts. We also refer that the common EU emergency number is 112 for Greece and all EU member states.
