    Although the Bush administration had stated through its White House representative that its Congress members would pass the $700 billion financial bailout plan its expectations were belied. The final vote for Bushs plan at the House of Representatives was 228 to 205 against. Despite the fact that the typical procedure was not observed, the vote was extended in an attempt to invert the climate through feverish deliberations. The news was followed by a sharp drop in the Wall Street and a 4.7% drop in Dow Jones, while Nasdaq dropped by 7%. In an announcement the White House expressed the government's disappointment, stressing that the difficult crisis should be dealt with at all costs. President Bush promised a head-on attack to the problem, adding that he would have a meeting with top officials to decide on their further moves.

    George Papandreou met with the UN Secretary General Ban Ki-moon in New York Monday within the Socialist International meeting and stated that PASOKs position on the name-issue for Skopje is to use one name for all. He also discussed with the Secretary the Cyprus issue and the monetary crisis. Mr Papandreou thanked Mr Ki-moon on his initiatives for the Cyprus issue.

    He also said that he supports the UN initiatives for the resolution of the Cyprus issue, adding that with Dimetres Christofias as President new prospects for the Cyprus Republic will open. Cyprus should take advantage of its EU membership and the Community patrimony, within the context of which a just and European solution should be found. Regarding the FYROM (Former Yugoslav Republic of Macedonia) name-issue he reiterated that one composite name with a geographic qualifier should be used and not double names.
