Diplomacy has taken the upper hand in implementing the fragile truce in Caucasus. The Russian commandant has announced that Russian troops have begun withdrawing from Georgia. At Russian President Dmitry Medvedevs orders the Russian troops have begun heading to Russia from South Ossetias capital. However, Russia had earlier set as a pre-condition for the withdrawal of its troops the implementation of all security measures, asking in parallel from the Organisation for Security and Cooperation in Europe (OSCE) to play a leading role in the region. On a relative development, the USA and the EU have asked the immediate withdrawal of all Russian troops from Georgian soil, with Washington insisting that dominion over the disputed regions of Abkhazia and South Ossetia is not the case. Meanwhile, Abkhazian autonomists occupied on Saturday 13 villages and an electric-power plant in Georgia, reported the government. At the same time, thousands of refugees cannot return to their homes. The EU has announced that it will send four specialists to assess the situation in Georgia and South Ossetia. The situation in Caucasus is difficult and very complex. Greece from its side is monitoring developments with concern, stressed Foreign Minister Dora Bakoyannis to NET 105.8, adding that the crisis would not affect Greek-Russian relations. Greece considers Russia an important partner and as it will presiding OSCE in 2009, it will try to find a balanced solution, she added.
