    During the discussion of the Public and Private Sector Cartel Bill, an intense dispute arose between Minister of Economy Giorgos Alogoskoufis and President of PASOK Giorgos Papandreou. The leader of the Opposition harshly criticised the state of the economy and the content of the Bill under discussion. "Whatever the Prime Minister might say during these days, it will be extremely hard to beautify the citizens everyday life," stated Mr Papandreou. He also presented the findings of the Eurobarometer, based on which eight out of ten Greeks disagree with the governments financial policy, and are pessimistic over the future of the country and the economy. "Mr Papandreou has not escaped the pasts syndromes, as he is actually condemning the Simitis government, as the corresponding Bill of the previous government was not a suit of corruption, as Mr Papandreou calls ours, but a whole wardrobe," noted Mr Alogoskoufis. He added that the peoples discontent over the economy derives from the unfortunate management of the previous government. "You dont dare, nor have the power to fight corruption," the PASOK President said. "With this Bill," said Mr Papandreou, "the government is using private funds, and with 200 million euros in work contracts it is avoiding every inspection, as the Ministerial Committee is responsible for their allocation," claiming that the aim of the government is to restrict the Public Sectors developmental role which is investments. Furthermore, Mr Papandreou described Mr Polyzos as "unfortunate" since he paid the panic crisis of the government, which instead of fighting corruption just enforces the rule of not being talked about. In closing, he predicted that PASOK would soon be in government. In replying, and while PASOK President was not in the room, the Minister of Economy accused him of not understanding the Bill, adding that it is positive that he decided to come into Parliament interrupting his extended vacation.

    "Suit of Corruption"

    As per Mr Papandreou the Public and Private Sector Cartel Bill "creates a context of absolute power to the Ministers, without the balancing mechanisms of inspection and answering to the Inspective Committee, the Parliament and political parties committees." Instead of the mandatory omission of a candidate contractor, that has gone bankrupt or committed a violation, the Bill states "it could be disqualified," noted Mr Papandreou, and speaking to the Minister of Economy said "If the Prime Minister calls you and says that he wants you to help a businessman, regardless of the code of conduct, you will have two possibilities based on the selection of the PM. Either the acceptance of the proposal or being ousted."

    On Polyzos Issue

    The leader of the Opposition also estimated that ND does not have the will to face non-transparency and corruption: "The primary shareholder issue was nothing else than using such legislatures as pressure and extortion tools to the Mass Media and businesses. The above weakness and lack of will was paid for by an unfortunate Parliamentarian, Mr Polyzos. It seems that instead of transparency you have chosen non-transparency. This is a panic move which doesnt fight corruption but ignores the issue," said Mr Papandreou.

    The President of PASOK criticised ND as it had condemned the cartels created by PASOK governments in Olympic Works, in the connection of Rio-Antirrio etc. "Today you adopt cartels. You did not have a problem with the Public and Private Sector cartels, as you werent in government to handle the works. It is now revealed that you were interested in power," he said.

    Referring to the Public and Private Sector Cartels advanced by PASOK, Mr Papandreou said that the private funds attracted were supplementary of the Public Sector, while with NDs Bill the replacement of public investments with private is attempted. This means that the cost of the public works will be transferred to the users, and works in the regions will be decreased. In particular, over the consequences of the Bill to the Environment and Culture, Mr Papandreou said that the environmental terms of the works should be investigated after their appointment, while the suffocating yearly procedures are a danger for the archaeological heritage of the country. "Your party has destroyed the environment in Athens with cement works," he said.

    In closing, Mr Papandreou stated that PASOK would give an organised battle against the governments politicians and the Bills that become a source of corruption. "We will fight against them today and in the years to come, as we will be in government soon enough."

    "The Wardrobe"

    In replying to Mr Papandreou, the Minister of Economy, Giorgos Alogoskoufis said that the Bill "does not substitute the programme of public investments but supplements it." Mr Alogoskoufis underlined that the PASOK Presidents accusations are a condemnation of the draft Bill submitted by the previous government in January 2004, as on the issue of ensuring the Publics interests "was much worse than what he describes a suit of corruption. If this Bill is a suit of corruption then yours is ten times a corruption suit, it is a whole wardrobe. What is being decided on today with the attendance of all parties, in the wardrobe you submitted, was made with a joint decision of the Economy Minister and the relevant Minister," said Mr Alogoskoufis.

    The Minister repeated that the materialisation of the Bill does not mean a restriction of the Public Works programme. "Public works will continue to be announced in the context of the public investments programme. On the other hand, the Public and Private Sector Cartels is a new financing tool for the construction of infrastructures that supplements and does not substitute public programme, " he said.

    Mr Alogoskoufis explained that the above cartels do not only concern Public Works. He stated, "The legislature of public works will be enforced. Did you expect that the Public Works Minister will agree to a cartel without enforcing the public works legislature?" Mr Alogoskoufis asked the PASOK MPs.

    In replying to Mr Papandreous comment on the Eurobarometer findings, Mr Alogoskoufis said that the PASOK President "ignores that the discontent of the people is based on the bad situation inherited from the previous government. We cannot repair what you have been destroying for 18 years in a few months. It will take some time but we will do our job," said Mr Alogoskoufis, underlining that the first signs have already been exhibited with the decrease of unemployment, by one point, and the reconfirmation of growth rate predictions.

    On "Vacations"

    In the meantime, the Opposition MPs reacted strongly when the Minister of Economy criticised Mr Papandreou upon his exit from the room straight after his speech. "It is a pleasant fact that Mr Papandreou appeared in Parliament after his extended summer vacation. The unpleasant fact is that once again, not being able to partake in the dialogue, he decided to leave," said Mr Alogoskoufis and added, "it is quite likely that his programme is burdened due to his extended summer vacation." On his part, Parliamentarian PASOK spokesperson Mr Kastanidis said that everybody talks about Mr Papandreous extended vacation, but nobody talks about Mr Karamanlis extended vacation in Rafina.

    Sgouridis Gives Explanations

    Earlier, Xanthi PASOK MP Panagiotis Sgouridis explained his positive vote to the Bills 1, 7-16 Articles. "They think they have discovered disputes in PASOK," stated the MP, noting that he is a Parliamentarian for 16 years and is well aware of the rules of his position. As Mr Sgouridis said, PASOK made great works with the Public and Private Sector Cartel, before the EUs Green Bible made an appearance. "You have dressed the European institution with the suit of corruption as the President of PASOK correctly stated," said Mr Sgouridis.

    Commenting on Mr Sgouridis statement, the Minister of Economy said that he understands the difficult position of the PASOK MP. However, he noted that the voting of specific articles of the Bill by Mr Sgouridis "was a brave action."

    [02] Prosecutor Intervenes For Retirement Homes

    The Director of Athens First Instance Prosecutions Dimitris Papagelopoulos ordered an emergency preliminary examination to determine whether a felony of exposing human lives to danger with intent was committed in all the retirement homes with unacceptable living conditions. The preliminary examination was assigned to First Instance Prosecutor Athina Theodoropoulou, who has to determine whether the retirement homes observed the recommended hygiene rules and to investigate whether there are cases involving exposure to danger. A few days ago, Athens Prefect Giannis Sgouros delivered to Mr Papagelopoulos the findings of the inspections the Athens Prefecture had conducted in private retirement homes. At the same time, Mr Sgouros filed a lawsuit against the councils of four retirement homes that failed to observe the hygiene rules and were not registered to operate.

    [03] Nano iPod and Wireless Music

    Apple Computer Inc. released its new products, iPod nano and Rokr cell phone, which are the latest versions of the classic iPod. They are the newest, state-of-the art gadgets the American company has developed in the digital music field aiming at making into the world market as well as into the hearts of the hi-tech addicts. Chief Executive of Apple Computer Inc. Steve Jobs presented the aforementioned products on Wednesday in San Francisco and attracted the interested of all the hi-tech lovers. The gadget in question is a nano one that measures about a quarter of an inch (0.6 cm) thick and 3-1/2 inches (9 cm) long. Its release won the admiration of those who attended the event. The tiny iPod is capable of storing up to 1,000 songs, while the data are stored in flash memory chips, rather that the hard-disk drives older iPod use.

    On the other hand, Rokr cell phone, which was developed in collaboration with Motorola and has the capacity to store more than 100 songs and has a colour screen stereo headphones and a camera, was not met with the same enthusiasm.

    Those who attended the event said that its design fell short of their style expectations, for it was not striking enough, and that its limited capacity will not be of service since iPod users are accustomed to carrying thousands of songs.

    Although Rokr cell phone does not allow the user to download wireless songs, it eliminates the need for carrying two different gadgets.

    The mobile phone will be first released in the USA and in Britain and it will gradually enter the market of Germany, Canada, Italy and France.

    As for its design, Motorola said that new, more stylish designs will be forwarded soon, while Rokr will be given more capacity in the future.

    [04] In Athens, Piraeus and Thessaloniki Confidence Vote to their Mayors

    As per a survey conducted by Kappa Research and published in the newspaper To Pontiki, The citizens of Greeces three major municipalities seem to prefer the currently elected mayors in Athens, Piraeus and Thessaloniki to serve for yet another term. For the City of Athens, Dora Bakoyannis leads the pact, while Christos Agrapidis topped the list in Piraeus and Vassilis Papageorgopoulos in Thessaloniki. The survey focused on the degree of acceptance and the suitability of the politicians who will run for mayors in Athens, Piraeus and Thessaloniki. It was conducted between 30 August and 5 September 2005 on a sample of 2,146 households in Greeces three major municipalities. The names that appeared on the survey were chosen by a team of the newspapers journalists and the survey results do not constitute voter intention, which can only be measures once the official candidates are announced.

    Bakoyannis Swept the Polls

    The main question related to the suitability of the politicians who appeared on the questionnaire. As per the results, the people considered more suitable (yes and probably yes) for the Municipality of Athens are the following: Dora Bakoyannis with 70.5%, Nikitas Kaklamanis with 59.6%, Giannis Dimaras with 46.7%, Gianna Angelopoulos with 46.6%, Giorgos Voulgarakis with 45.3%, Kostas Skanadalidis with 45.3% and Christos Papoutsis with 41.2%.

    Those were followed by: Liana Kanelli (39.3%), Dimitris Tsovolas (35.4%), Milena Apostolaki (28.3%), Panos Papangiotopoulos (28.2%), Michalis Papagiannakis (18.6%) and Giorgos Karatzaferis (13%).

    The table of results for the question "Irrespective of the party you usually vote for, who would you vote for and who would you never vote for?" is also very interesting. Dora Bakoyannis once again appeared first on the list with 62.5% (positive votes) and 34.1% (negative votes). She was followed by: Nikitas Kaklamanis (55.6% positive, 37.1% negative), Giannis Dimaras (50.1% positive, 45.3% negative), Gianna Angelopoulos (43.6% positive, 47.7% negative), Giorgos Voulgarakis (40.0% positive, 52.1% negative), Kostas Skandalidis (39.5% positive, 52.8% negative) and Christos Papoutsis (38.3% positive, 57.9% negative).

    Agrapidis-Papageorgopoulos Lead the Pact

    With regard to the Municipality of Piraeus, the people considered more suitable (yes and probably yes) are the following: Christos Agrapidis with 52.4%, Panagiotis Fasoulas with 50.6%, Petros Mantouvalos with 47.3%, Manolis Bedeniotis with 45.8% and Theodoros Dritsas with 21.4%.

    In Thessaloniki, the people considered more suitable (yes and probably yes) for the position of mayor are the following: Vassilis Papageorgopoulos with 56.4%, Evangelos Venizelos with 47.0%, Charis Kastanidis with 43.7%, Giannis Ioannidis with 42.3%, Stelios Papathemelis with 39.0%, Chrysa Arapoglou with 38.2%, Elena Rapti with 34.6%, Giannis Magriotis with 33.7%, Panagiotis Spyrou with 30.7%, Eva Kaili with 27.2% and Giannis Boutaris with 25.5%.

    Traffic, Parking and Cleanliness at the Top

    The results concerning the areas that the citizens consider should constitute the main priority in their municipalities were also quite revealing.

    One of the main concerns of the citizens seems to be traffic and parking spots, with 39.2%, followed by cleanliness with 37.5%. The third issue concerning citizens is the development of municipal areas (squares, pavements) and buildings with 32.6%, while creation of more parks comes fourth with 28.1%.

    Other issues included: crime rate (27.5%), citizen services and stamping out bureaucracy (23.8%), social welfare (21.1%), regional development (10.9%) and the road network (10%). In addition, the citizens are less interested in the international promotion of their city, cultural activities, creation and modernisation of playgrounds, improving municipal finances, sports etc.

    With regard to the characteristics of the candidate mayor, in the case of Piraeus, the majority of the citizens (43.7%) believe that it has to be a person that has proven his/her capabilities in the position in question, 33.8% believe that he/she has to have a set programme for Piraeus, 10.2% that he/she has to belong to the party they vote for and 7.1% that it has to be a new person.

    In Thessaloniki, the vast majority (52.5%) demands a programme for the city, while 35.4% believe that it has to be a person that has proven his/her capabilities in the position in question. Only that 6.4% believe that he/she has to belong to the party they vote for and 4.3% that it has to be a new person.

    The preparations by the government and political parties are feverish in view of the Thessaloniki International Fair, which will be inaugurated by the Prime Minister tomorrow. However, at the same time, the workers unions are fighting fit. The Presidencies of the Greek General Confederation of Labour (GSEE) and the Supreme Administration of Greek Civil Servants Trade Unions (ADEDY), after their announcement of rallies and protest marches for next Saturday in Thessaloniki, today presented the report of the Employment Institution (INE) on the economy which imprints the growth of Greek economy, and the simultaneous decrease of employees and pensioners incomes. As per the data made public, the average incomes of the employees in the business department during 2004-2004 remained stagnant and the business benefited the gain from the increase of work productiveness. "The government with tax relief and Bill 3385 subtracted around 1 billion euros from the employees and pensioners and transferred it to the bank accounts of employers," noted GSEE President Christos Polyzogopoulos and added "the policy of moderate adjustment announced by the PM last year from the TIF was the great step that opened the door to an escalating financial strictness which continues."

    Employees' Income In Shreds

    If the wave of price raises is not countered with, expensiveness and inflation developments, the consequences of the decrease of employment and incomes will directly affect workers and the prospect of the convergence of income with the average of European Union will need a bigger effort, since inflation in our country will develop in a double rate than the rest of the EU," stated the President of GSEE. Questioned on his expectations of the speech of the PM in TIF Mr Polyzogopoulos said, "I am not optimistic, but hopefully I will be disproved."

    Mr Polyzogopoulos also presented the demand for a heating benefit and an increase of Pensioners Social Solidarity Supplement (EKAS), and called on Mr Karamanlis to state if he will adopt the demand for the implementation of a minimum pension. The GSEE President accused the industrialists that ask for the allowance of the employment of foreign workers in the borders with 75-euro wages and against delegations of employers organisations that asked for the ban of the collective work contracts, while he asked Deputy Development Minister Mr Salagoudis to publicise the grants received by the Northern Greece industrialists that now are threatening to transfer their businesses to neighbouring countries.

    ADEDY President Spyros Papaspyros spoke of anachronistic syndromes by specific businessmen that are only interested in profit, and want medieval labour conditions. On his part, Mr Salagoudis said that the government is carefully listening to the demands of the workers unions and implementing its programme approved by the Greek people in the elections.

    PASOKs delegate Mr Venizelos accused the government of destroying the nucleus of social dialogue and turning the employees into their own private enemy.

    A woman was killed and 62 passengers were wounded in a stampede on Thursday, following a bomb hoax aboard a Saudi Arabian Airlines Boeing 747-300 in Sri Lankas Colombo airport. Just before takeoff, a call had been placed to the airport switchboard warning of a bomb. As a result, the pilots opened the emergency exits and passengers panicked and jumped off. Later, it was proven that the call was a hoax.

    Just nine months after ascending to power, the President of Ukraine announced today that he sacked the government of PM Yulia Tymoshenko, because it lost its "team spirit", while he added that he would be asking Regional Governor Yuri Yekhanurov to form a new government. "We need to halt the disappointment in society and make sure that ideals (of the Orange Revolution) are not cast into doubt," declared Viktor Yushchenko. The Ukrainian President made these statements during a Press conference he called, amid allegations of high-level corruption that led to the resignation of the Deputy PM and the head of the Security and Defence Council earlier in the day.

    Government Corruption

    As he stressed during the Press conference, Deputy Prime Minister for humanitarian affairs Mykola Tomenko handed in his resignation because of corruption within the government.

    "I have realized that some people steal and others resign. I do not want to share responsibility with those who have created a system of corruption," Tomenko said.

    The head of the powerful National Defence and Security Council and a close aide of Mr Yushchenko, Petro Poroshenko, then also stepped down, following a growing scandal over allegations of corruption.

    The scandal was triggered on Saturday by the resignation of chief of staff Oleksandr Zinchenko, alleging corruption in Yushchenkos circle and specifically naming Poroshenko.

    [09] Sioufas Meets With Production Bodies "Thessaloniki: A Centre of Business"

    Today, Minister of Development Dimitris Sioufas held a series of contacts with production bodies of Northern Greece in view of the 70th Thessaloniki International Fair (TIF) and stated that the aim of the meetings is for the further coordination of efforts being made, as well as the speeding-up of growth rates in Northern Greece. In the evening, he met with the Presidency of the Federation of Industries of Northern Greece (FING) who submitted a package of eight measures for the boost of entrepreneurship. As the Minister stated the government will continue taking bold decisions for reforms in all areas aimed at the renaissance of the region, and underlined that based on the PM Kostas Karamanlis orders Northern Greece will be the business centre for the years to come. During his visit in the Small Industry Chamber of Thessaloniki (VETH) Mr Sioufas stated that businesses created in industrial areas will receive 5% extra funding. Following, Mr Sioufas visited the Thessaloniki Chamber of Professionals (EETH) and the Northern Greece Exports Association (SEVE).

    [10] From July 1, 2006 LAFKA Payments in 10 Months

    July 1, 2006 is the day that the Social Insurance Organisations Solidarity Account (LAFKA) return payments will be given to pensioners, as per the Ministry of Economy Bill concerning raises in Public Sector pensions submitted in Parliament today.

    The relevant reform foresees a lump sum payment in ten months to pensioners receiving up to 200 euros, while in other cases the payments will be paid as follows:

    In two equivalent semester instalments for sums up to 300 euros In three equivalent semester instalments for sums up to 400 euros In four semester instalments for sums up to 500 euros In five equivalent semester instalments for sums over 500 euros

    Furthermore, as of January 1, 2005, the sum of the benefit paid to the Private Sector pensioners will be updated. The raise ranges from 15 to 55 euros.

    [11] Greek Public Sector Incomes At 835 Mn Euros Satisfaction Over OTE

    Today in an impromptu Press conference, Minister of Economy voiced his satisfaction over the successful outcome of the dispensation of 10% OTE shares to investors and top quality institutional portfolios in Greece and global markets. Mr Giorgos Alogoskoufis announced that the incomes from the shares will be 835 million euros, while noting that the Public Sectors incomes from privatisations for 2005 is 2.1 billion euros, overachieving the aim set for 1.6 billion euros. "The above shows the trust of global markets in the financial policy of the government," underlined Mr Alogoskoufis, and added that the successful share floating of OTE will boost structural reforms and will decrease public debt ratio.

    It is worth noting that the dispensation of OTE shares was covered 1.8 times with the final price forming at 17.02 a share, as opposed to the price of 17.18 in the Athens Stock Exchange yesterday. This is a convergence of 0.94%, which the Minister described as "historically low." On the question of if the Greek Public Sector lost from the payments of the bond loans with OTE and yesterdays package price, Mr Alogoskoufis answered "Surely we lost since the bond loans was a bad investment by PASOK, as it was very highly priced and when the Stock Exchange scam was in its peak." Furthermore, after the completion of the dispensation, the percentage of the Greek Public Sector in the Organisation decreases to 38.5%. A 4% will be given to TAP-OTE covering the participation of the Public Sector for voluntary redundancy, which is underway.

    [12] From 8 September 2005 to 5 February 2006 Costakis Collection in Thessaloniki

    One of the most significant exhibitions worldwide will open its gate on Thursday in Thessaloniki. The Costakis Collection, which was successfully presented in Berlin and Vienna, will be hosted in the Greek State Museum of Contemporary Art, in Moni Lazariston. The exhibition includes 330 works of art and archive material from the Greek State Museums collection, while many of the exhibits will be presented to the public for the first time. A number of cultural events will be organised during the exhibition, which will run until 5 February 2006, including speeches and poetry reading, as well as musical and theatrical events. The Greek Deputy Minister of Culture, Petros Tatoulis, will be inaugurating the exhibition entitled "Light and Colour in Russian Avant Garde" at 20:00 tonight. It should be noted that part of the exhibition is hosted permanently in the halls of the Museum, in Moni Lazariston.

    The exhibition includes works by 60 artists, spanning from 1900 to 1943, and is divided into ten sections that represent different methods and movements.

    [13] Cadmium Detected in Shrimp

    More than 17 tonnes of unsuitable frozen shrimp were seized by the Athens Prefecture Veterinarian Directorate as cadmium was detected. In particular, the quantity was imported from Australia from importer I. Karabelas at 266 Pireos Street, Tavros, who following sold it to the Amas Hellas Company, without it being distributed in the market. The importer, after the inspection of the first sample, submitted a plea and on Wednesday the Veterinarian Directorate received the results from the State Chemistry, as the second sample contained cadmium. The seized quantity will remain bound until the importer publicises its intention to re-export or destroy it as per the existing legislature. Moreover, 4,972,000kg Bulgarian soft wheat was refuted during its import in Greece due to the high content of grains infected by fungi fusarium.

    [14] Supporting Documents for Immigrants Legalisation With One Application

    As per Interior Minister Prokopis Pavlopoulos, the legalization of economic immigrants residing in Greece with the distribution of residence permits will be completed until the end of June 2006. Mr Pavlopoulos extensively presented the procedure that will be followed by immigrants, whose residence permit has expired or have never issued a permit and are illegally residing in Greece. As Mr Pavlopoulos stated, with the voting of Bill 3386 "Entrance, residence and social integration of foreign immigrants in Greece" on August 23, for the first time Greece will draft a modern immigration policy strategy aimed at the respectable living of immigrants and has two main points: one in the future concerning the integration of immigrants in employment with respect to their rights, and the other which solves all past problems. In addition he stated "the Bill does not transfer problems in the future."

    Supporting Documents

    Therefore, anyone who falls under the first category have to submit the supporting documents as of October 31 until December 31, 2005, while the second category as of October 1 until the end of the year. Underage children require a separate application.

    In order for the interested parties to receive a residence permit, with the condition that they did not reside in Greece until 31/12/2004, one out of the five supporting documents have to be submitted:

    A photocopy of the passport with an approved visa. A certificate of a request or a confirmation of submitting supporting documents for a residence permit for humanitarian reasons, or a photocopy of a refuting decision on the relative request. A certificate of a social security organisation and work stamps. A refuting decision on the issue of asylum. A certificate of a tax control number (AFM). A deposit of 146 euros.
