Fair weather in the rest of the country but it will start gradually deteriorating from the west in the early afternoon with rain and storms spreading to the central and southern parts of the country in the evening . Winds , southerly strong to gale force .Temperatures in Athens will range between 15 to 19C and in Thessaloniki from 7 to 13 C. (8/11/2002 12:05:00 μμ) [02] Problems due to bad weatherHeavy storms yesterday created serious traffic problems in Attica while the Kifissos river- where construction projects are in progress- overflooded again. Environment Minister , Vaso Papandreou who visited the area along with Interior Minister , Kostas Skandalidis and Environment undersecretary , Giannis Tsaklidis blamed the construction company and the head engineer for not taking the necessary measures to prevent overflooding of the river.In the meantime, due to the improvement of weather conditions, the ban on flights from the Eleftherios Venizelos airport and ferry routes has been lifted. (8/11/2002 12:06:00 μμ) [03] Prime-minister Simitis meets German ChancellorPrime-minister Simitis will today meet with German Chancellor, Gerhard Shreder within the context of his tour to E.U capitals with the aim to reconfirm Greece s positions on E.U enlargement, including Cyprus in view of the E.U summit in Copenhagen in December.German diplomats maintain that there will not be any problems related to Cyprus admission to the E.U , stressing that Germany fully backs the decision on E.U enlargement to be taken in Copenhagen. In the meantime, there is high diplomatic mobility regarding the Cyprus problem while awaiting the U.N Secretary General solution plan.Athens and Nicosia have stated that the plan should be based on the U.N Security Council resolutions. For the first time, Cyprus President, Glafkos Kleridis expressed the wish that the U.N secretary General , Kofi Annan solution plan be submitted after the elections in Cyprus in February. The General Secretary of the Greek Communist party, Aleca Papariga called on for a debate in parliament at political party leaders level. (8/11/2002 12:07:00 μμ) [04] Dispute between government and opposition N.D partyStatements by N.D party honorary President , Konstantinos Mitsotakis that the President of the Republic should refuse to sign decisions of legislative content unless all political parties agree gave rise to a dispute between the government and the opposition N.D party .Mr. Mitsotakis described as outmoded, President Stefanopoulos view that according to the constitution the President is given the priviledge to sign decisions of legislative content without the agreement of the opposition. Commenting ,government spokesman , Hristos Protopappas spoke of an unprecendent attack beyond any political moral and called on the N.D party President to take a stand on the issue. Replying the N.D party spokesman Thodoros Roussopoulos blamed the government for systematic ignorance of institutions. In the meantime, the N.D party parliamentary team headed by its President , Kostas Karamanlis submitted a question in the parliament on the government s fiscal policy accusing it of fabricating state budgets since 1996 till present and inability to control public expenditures.
