MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb24/11/08[01] International Day for the Elimination of Violence against Women – renewed efforts for full implementation of relevant UN resolutions needed25 November will mark the International Day for the Elimination of Violence against Women. The European Commission underlines its commitment to fight any form and expression of gender-based violence and to protect and reintegrate victims, in close cooperation with Member States and civil society organisations. This also includes protection against harmful traditional practices, such as female genital mutilation, both inside and outside the EU.[02] Bosnia and Herzegovina becomes associated to the Seventh European Framework research programme (FP7) – EMBARGO 16h00 CETToday, Bosnia and Herzegovina will sign a Memorandum of Understanding (MoU) with the European Commission which will allow full access to the EC's 7th Research Framework Programme (FP7) which runs from 2007 to 2013. This "associated status" will allow Bosnia and Herzegovina to participate in all calls for proposals and compete on an equal footing with the EU Member States and the other associated countries for research co-operation and support actions funded under FP7, as of 1 January 2009. This agreement is an important step in Bosnia and Herzegovina's integration into the European Research Area and in the pre-accession process for European Union membership. Bosnia and Herzegovina is the 12th country associated to FP7.[03] European Institute of Innovation and Technology (EIT): Commission welcomes launch of discussions on shape of Knowledge and Innovation Communities (KICs)The first seminar on the format of, and selection criteria for, the Knowledge and Innovation Communities (KICs), is held today in Bratislava, Slovak Republic. The KICs will be the operational parts of the European Institute of Innovation and Technology (EIT). The Commission welcomes this seminar, which the EIT Governing Board is using to start a dialogue with interested parties to establish a common vision for the KICs.[04] Ferrero-Waldner meets Syrian Vice-Prime Minister Al DardariThe European Commissioner for External Relations and Neighbourhood Policy, Benita Ferrero-Waldner, had today a meeting with Dr. Abdullah Al Dardari, Vice-Prime Minister for Economic Affairs of the Arab Republic of Syria. They exchanged views on the situation of the EU-Syria Association Agreement and review the state of play of economic reforms in Syria and of developments in the Middle East region. The meeting takes place in the framework of a one-day technical discussion between a Syrian delegation headed by Dr. Al Dardari and the Commission services to review the work needed to update the Association Agreement, which is put on hold since 2004.[05] Industrial new orders down by 3.9% in euro areaIn September 2008 compared with August 2008, the euro area (EA15) industrial new orders index fell by 3.9%. In August the index decreased by 1.5%. In the EU27 new orders declined by 4.6% in September 2008, after dropping by 1.7% in August. Excluding ships, railway & aerospace equipment, for which changes tend to be more volatile, industrial new orders decreased by 2.2% in the euro area and by 2.7% in the EU27. In September 2008 compared with September 2007, industrial new orders fell by 1.1% in the euro area and by 0.9% in the EU27. Total industry excluding ships, railway & aerospace equipment dropped by 0.7% and 0.2% respectively. These estimates are released by Eurostat.[06] Commission clears acquisition of Constellation by MidAmericanThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Constellation Energy group Inc. (Constellation) of the US by MidAmerican Energy Holdings Company (MidAmerican) also of the US. MidAmerican is active in different energy businesses. Constellation is a power generation and energy supply company. The operation was examined under the simplified merger review procedure.[07] Commission clears joint venture between Omron and FicosaThe European Commission has granted clearance under the EU Merger Regulation to the joint venture between Omron Corporation (Omron) of Japan and Ficosa International SA (Ficosa) of Spain. Omron manufactures control equipment, automation systems, electronic components, ticket vending machines, medical equipment and electronic car components. Ficosa produces and sells systems and vehicle parts. The joint venture will develop, manufacture and sell ADAS (Advanced Driver Assistance Systems) for cars. The operation was examined under the simplified merger review procedure.[08] Commission clears acquisition of by PC-Ware by Raiffeisen InformatikThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of PC-Ware Information Technologies AG (PC-Ware) of Germany by Raiffeisen Informatik GmbH (Raiffeisen Informatik) of Austria. Raiffeisen Informatik provides Information Technology (IT) services, in particular the management of IT systems. PC-Ware sells and licenses software and provides software management. The operation was examined under the simplified merger review procedure.Rediffusion [09] Première réunion ministérielle dans le cadre du dialogue CE-Brésil sur la politique énergétique: le Brésil et l’UE approfondissent leurs relations dans le domaine de l’énergieAndris Piebalgs, membre de la Commission européenne chargé de l’énergie, et Edison Lobão, ministre des mines et de l’énergie du Brésil, se sont réunis aujourd’hui à São Paulo en vue de renforcer la coopération bilatérale en matière d’énergie dans le cadre du dialogue sur la politique énergétique entre la Commission européenne et le Brésil. Il s’agit de la première réunion au niveau ministériel depuis le lancement du dialogue bilatéral sur l’énergie, à Bruxelles en juillet 2007. La rencontre a eu lieu à l’occasion de la première visite de M.
