Un nouveau site internet publie les données relatives aux bénéficiairesLe site internet «système de transparence financière» (STF) et son moteur de recherche, qui sont lancés aujourd’hui, permettront pour la toute première fois d’accéder librement aux données relatives aux bénéficiaires des fonds de l’UE directement gérés par la Commission et ses agences exécutives. Basé sur des données comptables, ce système fournit une synthèse de l’exercice financier écoulé et contient environ 28 000 entrées sur des programmes gérés par la Commission dans des domaines comme la recherche, l'éducation et la culture, l'énergie et les transports, ainsi que certains aspects de l’aide aux pays tiers. The figures show that even though e-commerce is taking off at national level, cross-border e-commerce is failing to keep pace. The share of EU consumers that have shopped across border has remained stable since 2006 (at around a quarter of the population). Even though consumers are increasingly confident about shopping cross-border, fewer retailers seem to be offering them this opportunity. Currently, 75% of retailers sell only to consumers domestically, but the reports show that if rules were harmonised almost half of these (34% more) would be interested in selling cross-border.[05] Industrial producer prices down by 0.5% in euro areaIn August 2008 compared with July 2008, the industrial producer price index fell by 0.5% in the euro area (EA15) and by 0.7% in the EU27. In July, prices rose by 1.3% and 1.2% respectively.In August 2008 compared with August 2007, industrial producer prices increased by 8.5% in the euro area and by 10.4% in the EU27. These figures come from Eurostat.[06] Environment: 35 cities across Europe apply to become the first European Green Capital for 2010 and 2011This annual award is a new initiative to be presented to a city in the vanguard of environmentally friendly urban living. Some 35 cities from 17 European countries have applied for the 2010 and 2011 awards. Applications for the European Commission's new European Green Capital award are now closed. The applicants are: Amsterdam, Bordeaux, Bremen, Bristol Cluj- Napoca, Copenhagen, Dublin, Espoo, Freiburg, Hamburg, Hannover, Helsinki, Kaunas, Lisbon, Łdź, Magdeburg, Malmø, Montpellier, Mûnchen, Münster, Murcia, Oslo, Pamplona, Prague, Riga, Rotterdam, Sabadell, Stockholm, Tampere, Toruń, Valencia, Vienna, Vilnius, Vitoria-Gazteiz and Zaragoza. The applications will now be considered by an evaluation panel. Six cities (three for 2010 and three for 2011) will then be shortlisted and asked to submit a more detailed presentation. Towards the end of the year the evaluation panel will present their recommendations to a Jury which will then make a final decision. The announcement of the first two European Green Capitals, for 2010 and 2011, will take place at a ceremony planned for early 2009. For more information about the evaluation phase, see <a href="http://www.europeangreencapital.eu">www.europeangreencapital.eu[07] Environment: Commission launches call for evidence on economic consequences of biodiversity lossThe European Commission is launching a new call for evidence on the economic consequences of the loss of biodiversity and ecosystem services. The contributions will feed into Phase II of a global study on the Economics of Ecosystems and Biodiversity (TEEB), launched as part of the Potsdam initiative. Evidence in the form of scientific papers, reports and studies, valuations and policy implementation is needed in all areas of the project, but is particularly welcome in areas where substantial gaps have been identified. Submissions are welcome from all sectors including scientific and research institutions, governments, local authorities and managers of natural resources, the private sector, NGOs and other experts in Europe and around the world. Biodiversity loss has serious consequences for "ecosystem services" like water and air purification which nature provides for free, many of which are threatened or in decline. Phase I of TEEB explored a framework for measuring the economic consequences of biodiversity loss: Phase II will further develop and apply this framework, producing evaluation tools that can be used by policy makers. The final TEEB report will be presented at the Tenth Conference of the Parties to the Convention on Biological Diversity in Nagoya, Japan in October 2010. Today, during the EU/ AU College-to-College meeting, EU Commissioner for Science and Research, Janez Potočnik, for Information Society and Media, Viviane Reding, for Enterprise and Industry, Günter Verheugen, and for Development, Louis Michel, agreed with African Union Commissioner for Human resources, Science and Technology, Professor Ezin, that a book of 19 "lighthouse projects" should serve as the framework for implementing the EU/AU Partnership on Science, ICT and Space and its Action plan (called the 8th Partnership).
