  • [01] Leaders look forward to a new phase in EU-Ukraine relations

    On 9 September, the President of the European Commission, José Manuel Barroso will travel to Paris for the 12th annual EU-Ukraine Summit. He will be accompanied by the Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner and by the Commissioner for External Trade, Peter Mandelson. Ukraine will be represented by President Viktor Yushchenko accompanied by Foreign Minister Volodymyr Ogryzko. Just a day prior to the summit the EU and Ukraine had reached an important understanding on the title of the new agreement, which will now be called an "Association Agreement". The summit will be an opportunity to mark the considerable progress made in the course of the year in negotiations on this agreement. Furthermore, the summit will see the launching of a visa dialogue with the long term perspective of establishing a mutual visa-free regime between the EU and Ukraine. The leaders look forward to a renewed and strengthened relationship with Ukraine.

    [02] Mergers: Commission opens in-depth investigation into proposed take- over of Martinair by KLM

    The European Commission has opened an in-depth investigation under the EU Merger Regulation into the planned acquisition of Martinair by KLM, both Dutch air transport companies. The Commission’s initial market investigation indicated that the proposed acquisition might substantially reduce competition, and so raise serious doubts as to its compatibility with the Single Market, as regards at least passenger transport between Amsterdam and the Dutch Antilles, more specifically Curaçao and Aruba. The decision to open an in-depth inquiry does not prejudge the final result of the investigation. The Commission now has 90 working days, until 21 January 2009, to take a final decision on whether the concentration would significantly impede effective competition within the European Economic Area (EEA) or a substantial part of it.

    La Commission européenne a autorisé, en application du règlement CE sur les concentrations, le projet d’acquisition du contrôle en commun d'Evonik Industries AG (Allemagne) par CVC Capital Partners Group SARL (Luxembourg) et la RAG-Stiftung (Allemagne). Après examen, la Commission est parvenue à la conclusion que l’opération n'entraverait pas de façon significative le jeu d'une concurrence effective dans l'Espace économique européen (EEE) ou une partie substantielle de celui-ci.

    [04] Statement by Commission President José Manuel Durão Barroso on the elections in Angola

    Angola has just held its first legislative elections since the end of the war in 2002, the second since its independence in 1975. While we await the final report of the EU Election Observation Mission, I would like to congratulate the Angolan people for their participation and for the enthusiasm they showed with democracy, especially since for many Angolans this was the first opportunity to express their will through the ballot box. After such a devastating war as the one Angola suffered, these elections are a step towards the consolidation of a multi-party democracy, a fundamental element for peace, stability, and socio-economic development. The European Commission and the European Union have been partners of Angola throughout its history as an independent State. This solidarity translated, first under the Lomé Conventions and then the Cotonou Partnership Agreement, into substantial humanitarian aid and development assistance during the long and difficult period of war, the peace, reconstruction, and national reconciliation processes. I am certain that a climate of peace and freedom will contribute to strengthening the ties of friendship and cooperation that exist between the European Union and Angola.
