The objective of the MoU is to strengthen the consistency of EIB lending with the external policy objectives of the EU by reinforcing dialogue and planning between the two institutions, so as to optimise the use of grant and loan resources.[02] Commission launches dialogue with Bosnia and Herzegovina on visa free travelEuropean Commission Vice President Jacques Barrot, in charge of Justice, Freedom and Security, launched a dialogue on visa free travel with Bosnia and Herzegovina in Brussels today. The main purpose of this day is to encourage European citizens and the whole world not to forget all the children that are missing. Vice-President Barrot took part today in the presentation of the first Annual Report of Missing Children Europe, a European federation bringing together 21 NGOs active in 15 Member States in the fight against the disappearance and sexual abuse of children.[05] La Commission propose d'alléger davantage les formalités administratives pour les produits de constructionAfin d'améliorer le fonctionnement du marché intérieur pour les produits de construction, la Commission européenne a proposé ce jour de remplacer la directive sur les produits de construction (89/106/CEE) par un nouveau règlement visant éliminer les derniers obstacles réglementaires et techniques la libre circulation des produits de construction dans l'Espace économique européen. Avec 15 % de la valeur ajoutée manufacturière de l’UE, mais seulement 5 % des échanges intracommunautaires, le secteur de la construction est moins ouvert que d'autres secteurs manufacturiers. Les «produits de construction» englobent plus de 40 gammes de produits, telles que les portes, les produits d’isolation thermique, le ciment, les produits de toiture ou les briques. Cette proposition vise établir un «langage technique commun» pour exprimer la performance de tous ces produits, conduisant ainsi une simplification et une clarification de la situation actuelle. Des précisions concernant les procédures suivre en vue du marquage «CE» sont également introduites afin de réduire les coûts pour les fabricants, tout en garantissant l'exactitude et la fiabilité de la déclaration de performance qui accompagne le produit. This document takes EU-Turkmenistan relations to a higher level by officialising bilateral energy cooperation in such areas as investment, production, energy technology, energy efficiency, renewables, and the transport and trade of energy products.[08] European Commissioner J. Potočnik participates in the first EU-Russia Permanent Partnership Council (PPC) on ResearchToday, European Commissioner Janez Potočnik, responsible for Science and Research will attend the EU-Russia Permanent Partnership Council (PPC) on Research in Slovenia. The meeting will review the implementation of the 4th EU-Russia Common Space of Research and Education, including Cultural aspects, which was agreed at the EU-Russia Summit in May 2005, and discuss the further enhancement of the joint cooperation between the EU and Russia. The PPC will consider the very successful state of the EU-Russia scientific and technological cooperation based on their current Science and Technological cooperation agreement. The meeting will also discuss the Russian Federation's interest to enhance scientific cooperation with EU in becoming associated to the 7th Framework Programme for Research & Technological Development. Commissioner Potočnik, together with the Slovenian Minister of Science, Mrs Mojca Kucler Dolinar and the Russian Minister for Education and Science, Mr. Andrey Fursenko will hold a joint oral press briefing on Monday 26 May, after the meeting at 16.45 in the Splendens Hall of the Brdo Congress Centre.[09] Round Table on environmental protection and climate changeCompetition Commissioner Neelie Kroes will be hosting a Round Table on environmental protection and climate change at the Commission's Brussels HQ on May 27th. The Commissioner will chair a panel with the CEOs of Vattenfall, BT and Schneider-Electric about renewable energy and energy efficiency. The Directors-General of DG Competition and DG Environment will chair panels dealing with the role of public support in the area of environment and about the reform of the ETS, respectively. The Commissioner as well as Caio Koch-Weser, Vice-Chairman of Deutsche Bank Group, Minister Ziga Turk from Slovenia and Jeremy Rifkin, President, of the Foundation on Economic Trends, will give keynote speeches.
