  • [01] A boost for mediation in civil and commercial matters: European Parliament endorses new rules

    A Directive on certain aspects of mediation in civil and commercial matters was adopted today 23 April 2008. The purpose of the Directive is to facilitate access to cross-border dispute resolution and to promote the amicable settlement of disputes by encouraging the use of mediation and by ensuring a sound relationship between mediation and judicial proceedings. The Directive is one of the follow-up actions to the Green Paper on alternative dispute resolution presented by the Commission in 2002, the other being the European Code of Conduct for Mediators established by a group of stakeholders with the assistance of the Commission and launched in July 2004.

    [02] La Commission facilite l’interopérabilité des trains européens

    La Commission européenne a adopté aujourd’hui une modification de la norme européenne de signalisation et de contrôle de la vitesse des trains – European Train Control System (ETCS). Cette norme commune permet aux trains de franchir les frontières nationales et renforce la sécurité. Le déploiement de l’ETCS le long des principaux couloirs de transport de fret et de transport à grande vitesse contribuera à renforcer considérablement la compétitivité du rail européen.

    [03] Nouvel ensemble de programmes de développement rural accepté pour la période 2007 2013

    Le comité pour le développement rural (composé de représentants des 27 États membres) a rendu aujourd'hui un avis positif sur les programmes de développement rural présentés pour la période de financement 2007 2013 par les quatre régions espagnoles suivantes: région autonome de Cantabrie, Castilla La Mancha, Estrémadure et Murcie. Ces programmes visent à maintenir les infrastructures, à créer de nouvelles sources de revenu pour les zones rurales, à promouvoir la croissance et à lutter contre le chômage. La Commission doit encore adopter officiellement les programmes concernés au cours des prochaines semaines. L’approbation des derniers programmes des autres pays et régions est prévue dans les mois à venir.

    [04] Eurobarometer survey on civil justice in the European Union confirms the importance of access to justice for EU citizens

    A recent Eurobarometer survey shows that close to three-quarters of Europeans believe that measures should be taken to help citizens gain access to civil justice in other Member States. Citizens would prefer these measures be taken at EU level through common rules. More than 8 out of 10 believe that the EU should assist in the enforcement of civil court rulings in one Member State involving payment to be made in another Member State.

    [05] M. Walter Radermacher nommé statisticien en chef de l’Union européenne

    Aujourd'hui, la Commission européenne a décidé de nommer M. Walter Radermacher statisticien en chef de l’Union européenne et directeur général d’Eurostat, l’Office statistique des Communautés européennes. Sous l’autorité du commissaire responsable, il sera chargé des orientations stratégiques et de la gestion d’ensemble d'Eurostat.

    [06] Industrial new orders up by 0.6% in euro area

    In February 2008 compared with January 2008, the euro area (EA15) industrial new orders index grew by 0.6%. In January the index grew by 2.2%. In the EU27 new orders remained stable in February 2008 and fell by 1.0% in January. Excluding ships, railway & aerospace equipment industrial new orders decreased by 0.3% in the euro area and by 0.5% in the EU27.In February 2008 compared with February 2007, industrial new orders increased by 9.9% in the euro area and by 9.2% in the EU27. Total industry excluding ships, railway & aerospace equipment grew by 7.2% in the euro area and by 6.3% in the EU27. These estimates are released by Eurostat.

    [07] Public hearing on 'Insurance Guarantee Schemes'

    The European Commission will host a public hearing on 2 June 2008 on insurance guarantee schemes. The conference will provide stakeholders with an opportunity to discuss the need for and the functioning of insurance guarantee schemes within the EU, as well as the pros and cons of an EU-wide approach to this issue and possible design options for guarantee schemes. Speakers and panellists will participate from the European Parliament, the Committee of European Insurance and Occupational Pensions Supervisors (CEIOPS), supervisory authorities, guarantee scheme operators, OXERA, the insurance and banking industry, FIN-USE, Finance Ministries and the Commission. The public hearing is part a public consultation on insurance guarantee schemes which the Commission will launch soon.     [08] Jeux vidéo: la Commission se félicite des progrès accomplis en matière de protection des mineurs dans 23 pays membres de l'UE, mais souhaite une amélioration des codes de conduite de l'industrie du jeu vidéo

    Le secteur européen des jeux vidéo, en pleine expansion, devrait générer 7,3 milliards d'euros de recettes d'ici la fin 2008. Cependant, l'inquiétude de l'opinion publique concernant des comportements agressifs induits par les jeux vidéo, amplifiée par la fusillade qui a eu lieu dans une école d'Helsinki (Finlande) en novembre 2007, a conduit les autorités nationales de plusieurs pays à interdire ou à empêcher la diffusion de jeux vidéo comme «Manhunt 2». En réaction, la Commission européenne a enquêté sur les mesures en vigueur dans les 27 États membres de l'UE pour protéger les mineurs face à la dangerosité de certains jeux vidéo.

    [09] Parliament approves Commission's management of the 2006 budget

    Voting in plenary today, the European Parliament granted the European Commission discharge (with 582 votes in favour) for the way it kept the accounts and implemented the EU budget in 2006.

    [10] Le commissaire Louis Michel annonce un crédit supplémentaire de 117, 25 millions d'euros en faveur de l'aide alimentaire

    La Commission européenne prévoit d'octroyer 117,25 millions d'euros supplémentaires d'aide alimentaire pour faire face à la hausse des prix alimentaires mondiaux qui frappe les populations les plus vulnérables.
