  • [01] Jumelages virtuels eTwinning pour 35 000 écoles

    Initiative de l’Union européenne (UE), eTwinning veut inciter les écoles à créer des partenariats en réseau par Internet. Lancée voici trois ans, elle a déjà conquis plus de 35 000 écoles. Lors de la conférence eTwinning qui se tiendra à Bucarest du 14 au 16 mars, la Commission européenne remettra des prix pour huit projets, fleurons du jumelage scolaire en ligne.

    [02] EU deploys Election Observation Mission to Nepal

    The European Commission will deploy a 110-member EU Election Observation Mission (EOM) for the elections for a Constituent Assembly in Nepal scheduled to take place on 10 April 2008. The mission will be led by Jan Mulder, Member of the European Parliament, who will officially launch the EU EOM in Kathmandu on 18th March 2008. The mission will consist of forty long-term and over sixty short-term observers in addition to a core team of ten experts. The mission will stay in Nepal for an over-all period of ten weeks. Once elected, the Constituent Assembly will draft a new constitution and so determine Nepal’s future form of Government.

    [03] State aid: Commission endorses aid to Rolls-Royce Germany

    The European Commission has authorised, under EC Treaty State aid rules, financial support Germany intends to grant to Rolls-Royce Deutschland Ltd. & Co KG. The aid will be given for the experimental development of a new jet engine. The Commission found the aid to be in line with the criteria laid down in its Framework for Research and Development and Innovation (R&D&I Framework, see <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/06/1600&format=HTML&aged=1&language=EN&guiLanguage=enn">IP/06/1600 and <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=MEMO/06/441&format=HTML&aged=1&language=EN&guiLanguage=en">MEMO/06/441). The Commission's assessment showed that the aid would address a genuine market failure, namely the private sector's reluctance to provide sufficient risk-sharing capital for such projects, due to imperfect and asymmetric information. The Commission also found that the aid amount, as well as its repayment depending on the success of the project, would ensure that it is appropriate and limited to the minimum necessary. The amount of aid involved is a business secret.

    [04] Commission launches major control campaign to clamp down on overfishing of bluefin tuna

    The European Commission announced today the launch of a major EU control campaign aimed at preventing a repeat of last year's overfishing of Mediterranean bluefin tuna by a number of EU Member States. The launch of the Joint Deployment Plan (JDP), which will be coordinated by the Community Fisheries Control Agency (CFCA), marks the EU's determination to ensure that the fifteen-year recovery plan for the fishery, agreed within the International Commission for the Conservation of Atlantic Tuna (ICCAT) in November 2006, is fully respected (<a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/06/1632&format=HTML&aged=1&language=EN&guiLanguage=en">IP/06/1632). However, effective control measures will not suffice to ensure the sustainability of the fishery until the Member States concerned grasp the nettle and tackle the gross overcapacity of the fleet that targets bluefin tuna. As illustrated by a report published this week by the World Wildlife Fund (WWF), the whole fishery is plagued by overfishing by a fleet that keeps growing in size and efficiency both in the EU and in the other coastal states that target bluefin tuna.

    [05] Euro area labour costs rose by 2.7%

    Total hourly labour costs in the euro area (EA13) rose by 2.7% in nominal terms in the year up to the fourth quarter of 2007, compared with 2.5% for the previous quarter. In the EU27, the annual rise was 3.5% up to the fourth quarter of 2007, compared with 3.7% for the previous quarter. The two main components of labour costs are wages & salaries and non-wage costs. In the euro area, wages & salaries grew by 2.9% in the year up to the fourth quarter of 2007, and non-wage costs by 2.2%, compared with 2.6% and 2.3% respectively for the third quarter of 2007. In the EU27, wages & salaries rose by 3.7% and the non-wage component by 2.9%. For the previous quarter the corresponding rates were 3.9% and 3.2%. A breakdown by economic activity shows that in the euro area hourly labour costs rose at an annual rate of 2.8% in industry, 3.7% in construction and 2.5% in services up to the fourth quarter of 2007. In the EU27, labour costs grew by 3.7% in industry, 5.3% in construction and 3.2% in services. These figures come from Eurostat.

    [06] Euro area annual inflation up to 3.3%

    Euro area annual inflation was 3.3% in February 2008, up from 3.2% in January. A year earlier the rate was 1.8%. Monthly inflation was 0.3% in February 2008. EU annual inflation was 3.4% in February 2008, unchanged compared to January. A year earlier the rate was 2.1%. Monthly inflation was 0.4% in February 2008. These figures come from Eurostat.

    [07] La Commission autorise l’acquisition d'APC par CDC et Groupe Moniteur

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition de l’entreprise française AchatPublic.Com (APC) par les entreprises françaises Caisse des Dépôts et Consignations (CDC) et Groupe Moniteur SAS, contrôlée par Bridgepoint Capital Group Limited du Royaume Uni. CDC est une banque active dans les secteurs de la finance, de l'assurance-vie, du soutien au développement local, des fonds d'épargne et du logement social. Groupe Moniteur publie des journaux et autres publications. APC fournit des services informatiques pour les achats publics. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [08] Commission clears acquisition of POvita by Crédit Agricole

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of POvita SpA of Italy, currently under joint control of SAI Holding SpA and Cariparma, by Crédit Agricole SA (CASA) of France, via its affiliates Cassa di Risparmio di Parma e Piacenza SpA (Cariparma) and Crédit Agricole Assurances Italia Holding SpA (CAAIH), both of Italy. CASA is active in life and non-life insurance, banking, private banking and financial services in many countries. Cariparma provides banking and insurance services in Italy. CAAIH is the Italian holding company for CASA's participations in the insurance sector in Italy. POvita provides life insurance in Italy. The operation was examined under the simplified merger review procedure.

    [09] Louis Michel condemns renewed violence in Darfur as number of internally displaced reaches two and a half million

    Louis Michel, the European Commissioner for Development and Humanitarian Aid has strongly condemned the recent violence in the northern corridor of West Darfur that has forced thousands to flee their homes.

    [10] L'UE et la Mauritanie paraphent un nouveau protocole pour l'accord de partenariat de pêche

    La Commission européenne, au nom de l’UE, et la République Islamique de Mauritanie viennent de conclure un nouveau protocole fixant les possibilités de pêche et la contrepartie financière prévues par l'Accord de Partenariat de Pêche, pour la période allant du 1er août 2008 au 31 juillet 2012. Ce protocole répond mieux que l'arrangement qu'il remplace, aux besoins de la Mauritanie en matière de développement durable de son secteur national des pêches, et tient compte de l'évolution du profil de la flotte communautaire pêchant dans les eaux mauritaniennes. Il vise notamment à renforcer les investissements, y compris de la part d'entreprises européennes, dans le secteur des pêches mauritanien. Les deux parties se sont accordées pour réviser à la baisse les possibilités de pêches du protocole en vigueur, reflétant ainsi les besoins réduits de la flotte européenne, et les récents avis scientifiques. Celles-ci ont été réduites de 25 % pour la catégorie céphalopodes (poulpes); de 10% à 50 % pour les catégories démersales, et de 43 % pour la catégorie des petits pélagiques, ramenant ainsi le tonnage global à 250.000 tonnes par an, au lieu de 440.000 tonnes actuellement. L'effort de pêche des bateaux européens sur des espèces sensibles a ainsi été considérablement réduit par rapport au protocole actuel. En effet, les possibilités de pêche pour les céphalopodes ont, au total, été baissées de 55 % en moins de 2 ans. Les deux parties ont également convenus d’étudier les mesures techniques supplémentaires qui pourraient être décidées afin de faire diminuer l'effort de pêche global effectif. La contribution financière de l'UE s'élève désormais à 305 millions d'euros sur la période de 4 ans couvrant le protocole, soit 76,25 million d'euros par an (au lieu de 86 million d'euros par an sous le protocole actuel), auxquels s’ajoutent les redevances pour les licences estimées à environ 15 million d'euros par an. La part consacrée à encourager le développement du secteur national des pêches et à promouvoir une pêche durable dans les eaux mauritaniennes a été considérablement augmentée par rapport aux 10 million d'euros par an prévus par le protocole actuel. Un montant annuel de 16,25 million d'euros est désormais affecté pour soutenir les principaux axes de la nouvelle « stratégie de gestion du secteur des pêches et de l’aquaculture 2008- 2012». Cet appui devrait bénéficier notamment au futur développement du secteur mauritanien et à la flotte nationale, en particulier le secteur artisanal.
