  • [01] L'Europe sur les ondes: lancement d'EURANET, réseau de radios européennes

    A compter du mois d'avril 2008, 16 radios de 13 pays réunies en consortium et 7 radios associées (nom de travail Euranet) coproduiront et diffuseront simultanément, jour après jour, des programmes consacrés aux actualités et questions de société de l'Europe des 27.

    [02] Les bonnes pratiques européennes, pour aider réduire l'incidence de maladies professionnelles affectant des millions de travailleurs

    Neuf organisations ont été honorées par les prix des bonnes pratiques européennes pour leur contribution la prévention des troubles musculo- squelettiques (TMS) – la forme de maladie professionnelle la plus courante en Europe. En effet, dans l’Union européenne, 25% des travailleurs se plaignent de mal au dos, et 23% de douleurs musculaires. Les lauréats ont été proclamés lors de la cérémonie de clôture de la campagne «Allégez la charge», organisée par l’Agence européenne pour la santé et la sécurité au travail (EU-OSHA). L’Agence a également présenté un nouveau rapport exposant les dernières connaissances scientifiques sur le sujet.

    [03] Un rapport de la Commission prône l’extension des règles communautaires relatives aux paiements transfrontaliers en euros

    Les règles communautaires régissant les frais liés aux paiements transfrontaliers en euros doivent être modifiées de manière améliorer la protection des consommateurs et inclure les prélèvements automatiques, selon un nouveau rapport de la Commission européenne. La révision de ces règles doit également permettre d’alléger la charge relative la déclaration de données statistiques imposée aux banques et de réduire les frais de traitement des virements bancaires transfrontaliers.

    [04] Pas de retrait préventif de sucre en 2008/09; possible réduction ultime du quota de 1,16 million de tonnes en 2010

    Il est possible que le secteur communautaire du sucre doive enregistrer une ultime réduction du quota de 1,16 million de tonnes en 2010, compte tenu des quotas déj libérés ce jour au titre du Fonds de restructuration révisé de l'industrie du sucre. Les États membres et les parties intéressées se verront communiquer cette semaine la répartition de cette possible réduction ultime en vue de faciliter la décision des entreprises lors de la deuxième phase de 2008/2009. Le régime de restructuration a été établi pour parvenir moyen terme l'équilibre structurel du marché du sucre sachant que les exportations sont limitées par l'engagement au titre de l'OMC (1,374 million de tonnes) et que les importations en provenance des pays les moins avancés devraient augmenter considérablement. L'objectif de réduction est fixé 6 millions de tonnes.

    [05] Commission welcomes Council adoption of new framework for fisheries data collection

    The European Commission has welcomed the adoption by Council of its proposal for a regulation establishing an EU framework for the collection, management and use of data in the fisheries sector and support for scientific advice regarding the Common Fisheries Policy (CFP). The new framework retains and builds on the proven features of the existing data collection system. It also introduces provisions to meet the new developments following the 2002 Reform of the CFP, in particular the move towards fisheries- or fleet-based management as opposed to managing individual stocks, the integration of environmental data, and the shift towards an ecosystem-based approach. The Commission will shortly introduce a proposal for detailed implementing rules.

    [06] Commission Expert Group to remove barriers to electronic invoicing in Europe

    The Expert Group on Electronic Invoicing held its first meeting today. The Group is composed of stakeholders from the public sector and large and small enterprises as well as financial services providers and standardisation organisations. Its mandate is to design a "European Electronic Invoicing Framework" (EEIF) by 2009. This framework should promote the emergence and the development of open and interoperable e- invoicing services across Europe, bringing huge benefits to citizens and business, including SMEs, throughout the Internal Market. Currently, technical complexity, legal uncertainty, and operational constraints are the main barriers which prevent the uptake of interoperable cross-border e- invoicing solutions. The Expert Group will identify the barriers and formulate recommendations to address them. The Group is expected to provide a mid-term report to the Commission by the end of 2008, and its final report, containing a draft EEIF, should be available by the end of 2009.     [07] Civil protection: Commission launches consultation on prevention of chemical accidents

    The European Commission launched mid-February a consultation to review the Seveso II Directive (96/82/EC) on the prevention and response to major chemical accidents. The basic structure and requirements of this legislation have remained unchanged for over 10 years. The survey is intended to provide the Commission with feedback and lessons learnt about the implementation of the directive, and focuses on major accident prevention policy, safety reports and internal emergency plans. The Commission encourages industry, authorities and stakeholders to complete the questionnaire, which is available in English, French, German and Spanish and will be online until 28 March.     [08] Commission clears acquisition of OFZ by Arcelor

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of the ferroalloy business of OFZ a.s. (OFZ) of Slovakia by Arcelor Netherlands BV (Arcelor) of The Netherlands, a subsidiary of ArcelorMittal of Luxembourg . Arcelor is a global steel company which manufactures and distributes various steel products. OFZ manufactures ferroalloys and by-products. The operation was examined under the simplified merger review procedure.

    [09] Commission clears acquisition of part of BP by INEOS

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of part of BP plc (BP) of the UK active in vinyl acetate monomer (‘VAM’) and ethyl acetate (‘EtAc’) by INEOS Europe Limited belonging to the INEOS group (INEOS) of the UK. The operation was examined under the simplified merger review procedure. INEOS Europe manufactures and sells specialty and intermediate chemicals, mainly in Europe. INEOS does the same at global level. BP is a global energy and petrochemical company.

    [10] Commission clears acquisition of Inalca by JBS and Cremonini

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Inalca SpA of Italy by JBS SA of Brazil and Cremonini SpA of Italy. JBS and Inalca both manufacture and sell fresh and processed meat. Cremonini distributes fresh and processed meat to the catering industry and provides catering services. The operation was examined under the simplified merger review procedure.

    [11] Mergers: Commission approves proposed acquisition of Arysta by Permira

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of the Japanese company Arysta LifeScience Corporation by Permira Holdings Limited of the Channel Islands. After examining the operation, the Commission concluded that the transaction would not significantly impede competition in the European Economic Area (EEA) or any substantial part of it.
