Cette fois-ci à l'occasion de la remise de doctorat honoris causa de l'Ecole Supérieure de Commerce de Varsovie. Le programme de la visite contient aussi une rencontre avec le Président de Pologne Mr Lech Kaczynski. Le président Barroso aura également un entretien avec Mr Donald Tusk, leader du parti qui a gagné les élections législatives du 21 octobre.[02] La Commission européenne lance les deuxièmes Journées européennes du développement axées sur le changement climatiqueLa deuxième édition des "Journées européennes du développement" a commencé aujourd’hui à Lisbonne avec au premier rang de ses priorités l’impact du changement climatique sur les pays en développement. Environ un millier de décideurs et de parties prenantes en matière de développement prendront part à ce forum de trois jours dans la capitale portugaise. Le forum de cette année veut se concentrer sur les questions du changement climatique et sur la manière de répondre aux besoins des pays déjà vulnérables les plus durement touchés par les effets du changement climatique. Jeudi, les orateurs et les participants étudieront le lien entre le changement climatique, la pauvreté et la migration et examineront comment les pays en développement peuvent s’adapter au mieux.[03] Mergers: Commission approves proposed acquisition of English Welsh & Scottish Railway Holdings by Deutsche Bahn, subject to conditionsThe European Commission has cleared under the EU Merger Regulation the proposed acquisition of English Welsh & Scottish Railway Holdings (EWS) by Deutsche Bahn (DB). The Commission's decision is conditional upon the commitment of DB to fulfil EWS's expansion plans and to provide non- discriminatory access to certain EWS training activities and maintenance facilities in France. In light of this commitment, the Commission has concluded that the proposed transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.[04] Rédiffusion[05] Implementing the renewed consensus on enlargementToday the Commission adopted its annual strategy paper for the EU’s enlargement policy. It shows how the renewed consensus, agreed by EU leaders at their December 2006 Summit, is implemented. A carefully managed enlargement process continued in 2007. The Commission also reviewed the progress achieved in each candidate and potential candidate country. It concludes that there has been steady though uneven progress in the Western Balkans and the region continues to face major challenges. Turkey's accession process is on track, while there is a need to revitalise the reforms.[06] Foot-and-Mouth Disease: Control measures agreed for Cyprus; UK measures amendedMember States today backed a Commission Decision on protection measures due to foot-and-mouth disease in Cyprus. The decision follows the confirmation of the outbreak by the Cypriot authorities yesterday based on the results of tests carried out by the Community Reference Laboratory in Pirbright (UK) which were positive for the O type of the virus, and the detection of clinical signs in some sheep. The Cypriot authorities had reported suspicions of FMD in sheep in the Larnaca District some days ago, and had on that basis already implemented the measures which the Decision confirms. The Commission has also sent 2 experts from the EU emergency veterinary team to Cyprus to provide technical on-the-spot support. The Standing Committee also endorsed a Commission proposal to amend further the foot-and- mouth disease restrictions in Great Britain, due to the favourable disease situation there.[07] Better communicating policies in the area of Justice, Freedom and Security: Vice-president Frattini presents his new websiteAlongside the adoption by the Commission of a new package of measures against terrorism, Vice-president Franco Frattini, Commissioner responsible for Justice, Freedom and Security, has also presented today a new website dedicated to his activities: "It is paramount, for effective policy-making, to be in close contact with citizens and stakeholders. I hope that the improved website, online today, will be a valuable tool, by allowing for clearer and quicker presentation of my initiatives and increased possibilities to interact with the public." The website of the Vice- President Frattini has been popular with the public, with an average number of visits of around 25,000 a month during 2007 (with a peak of 58,000 visits in May). The website has been recently revamped. In addition to an overall update of the graphic appearance of the site, several features have been introduced to increase usability and ease of navigation, including an alert system for new web content, a new agenda navigable by date and type of event and a new feature on News, Media and Policy articles which can be sorted by theme. Weekly personal reflections by the Vice-President on diverse issues are presented in the section The Thought of the Week. Readers can send their reactions to the Thought back to the Vice-President through the website. A robust back-ground system enabling content creation and publishing has been developed to ensure that the page is always up-to- date in real-time with fresh content and timely information.
