  • [01] Céréales : Mariann Fischer Boel propose de fixer zéro le taux de mise en jachère obligatoire pour les semis de l'automne 2007 et du printemps 2008

    Mariann Fischer Boel, membre de la Commission européenne chargé de l'agriculture et du développement rural, a annoncé aujourd'hui son intention de soumettre la Commission une proposition visant fixer 0% le taux de mise en jachère obligatoire pour les semis de l'automne 2007 et du printemps 2008, en réaction la situation de plus en plus tendue sur le marché des céréales. Dans les vingt-sept Etats membres, une récolte 2006 moins importante que prévue (265,5 millions de tonnes) a entraîné des tensions dans l'approvisionnement vers la fin de la campagne de commercialisation 2006/2007 et les prix historiquement élevés que nous connaissons actuellement. Les stocks d'intervention ont fondu, passant de 14 millions de tonnes au début de la campagne 2006/2007 2,5 millions de tonnes aujourd'hui, principalement composées de maïs détenu en Hongrie. Cette année, les premières récoltes d'orge et de blé sont assez moyennes, sauf en Espagne, et le temps humide continue perturber ou retarder les moissons dans l'ouest de l'Union.

    [02] Fifth report on practical preparations for the euro : countdown for Cyprus and Malta

    With only 5½ months to go before the adoption of the euro by Cyprus and Malta, the European Commission has assessed the state of practical preparations for the introduction of the euro in the two islands as well as in the European Union countries which yet have to adopt the euro. It concluded that Cyprus has made good progress but must speed up the preparations now. Malta's practical preparations are well advanced.

    [03] Réduction des émissions des camions et autobus : la Commission consulte

    La réduction des émissions nuisibles des camions et autobus est l'objectif poursuivi par un plan de mesures que la Commission européenne entend présenter avant la fin 2007. Avant de finaliser cette proposition appelée "Euro VI", la Commission invite présent les parties prenantes lui adresser leurs observations sur les futures limites des émissions telles que celles de particules ou d'oxydes d'azote (NOx). La proposition de la Commission contribuera de manière importante une amélioration supplémentaire de la qualité de l'air en Europe. La Commission tiendra compte des réactions reçues lors de la consultation quand elle rédigera la proposition finale.

    [04] Commission clears acquisition of MPS Vita and MPS Danni by AXA and BMPS

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Monte Paschi Vita S.p.A. (MPS Vita) and Monte Paschi Assicurazioni Danni S.p.A. (MPS Danni), both of Italy, by AXA S.A. (AXA) of France and Banca Monte Paschi di Siena S.p.A. (BMPS) of Italy. MPS Vita and MPS Danni are currently solely controlled by BMPS. AXA is active in insurance and related financial services. BMPS is active in banking and related financial services. MPS Vita handles life insurance and related financial services. MPS Danni is a non-life insurance company. The operation was examined under the simplified merger review procedure.

    [05] Call for tender for a technical assistance contract concerning the European Evaluation Network for Rural Development

    The European Commission has launched a call for tender for a technical assistance contract concerning the European Evaluation Network for Rural Development. In line with the provisions of Council Regulation (EC) 1698/2005 on support for Rural Development, an Evaluation Expert Network will be set-up as a part of the European Rural Development Network. The European Evaluation Expert Network shall contribute to establishing good practice and capacity building for the evaluation of rural development programmes with the aim of strengthening the role of evaluation in improving the formulation and implementation of Rural Development Policies. The contractor will assist the Commission in the establishment and the management of the European Evaluation Expert Network. The contractor will also be responsible for a "contact point" that will ensure a good flow of information and expert knowledge concerning the evaluation of rural development programmes. The maximum annual budget attributed to this contract is €1 million. The deadline for submitting offers expires on 15 October 2007. For more details on the call for tender, see:

    [06] EU and Korean negotiators hold second round of FTA negotiations ; EU sets bar high with bold 100% tariff-free market access offer

    EU and Korean negotiators will today begin their second round of FTA negotiations in Brussels, building on initial market access offers exchanged two weeks ago. EU Trade Commissioner Peter Mandelson launched the negotiation with Korean Trade Minister Kim Hyun-chong in May 2007. This round of talks will be led by senior officials from both sides.

    Danuta Hübner, membre de la Commission responsable de la politique régionale est en visite en Basse-Normandie et en Bretagne les 16 et 17 juillet. Elle a rappelé qu'il est important que l'innovation soit la priorité des programmes de développement régionaux pour la période 2007- 2013. Ces deux régions agricoles ont précisément un grand potentiel de développement technologique.

    [08] Cohesion policy 2007-2013 : Commission approves national strategy and priorities for Italy

    Italy has agreed the priorities of its cohesion investment strategy with the European Commission for 2007-2013. In their National Strategic Reference Framework (NSRF), the Italian authorities describe how they plan to invest EU funding of €28.8 billion over seven years in line with the Lisbon Strategy for Growth and Jobs.

    [09] New discovery by EU-funded researchers could lead to improved treatment of allergies and asthma

    Researchers working in two EU-funded research projects have unravelled the structure of a key enzyme that can trigger allergies and asthma. As a result of this breakthrough, the possibility is opened up of the development of new drugs for treating these and other conditions which are tailor-made for patients and so more likely to work. The enzyme, termed LTC4 synthase, is part of the complex process that leads to the production of leukotrienes, which cause allergic symptoms, and motors the inflammatory reaction which causes asthma attacks. Some of the existing medicines block the effect of this enzyme after the process has taken place. Thanks to these latest findings, published today in leading scientific magazine Nature, scientists will now be able to tailor new molecules that block LTC4 before it can act. The two projects, named EICOSANOX and E-MeP are headed by professors from Karolinska Institutet in Stockholm and one, EICOSANOX has one Nobel-Prize winning scientist in its team. Together, the two projects received €20m of funding from the EU's Sixth Research Framework Programme.

    [10] Israel renews association with the European Union's research programme

    The European Union and Israel today renewed their science and technological co-operation, which includes giving Israeli researchers, universities and companies full access to the EU's 7th Research Framework Programme (FP7). It is estimated that Israel will contribute around €440 million to the overall FP7 budget, which is over €50 billion. With this agreement, Israeli researchers can participate in all calls for proposals under FP7 on an equal footing with researchers from the EU's Member States. The EU is now Israel's second biggest source of research funding. For the European Union the agreement was signed by Commissioner Janez Potočnik and Portuguese Minister for Science, Technology and Higher Education, Mr José Mariano Gago; for Israel, by Mr Ghaleb Majadele, Minister for Science, Culture and Sport.

    Les entretiens du Commissaire européen au Développement et l'Aide humanitaire, Louis Michel, et M. Jean-Pierre Bemba ont porté sur l'avenir de la RDC, sur la situation politique, sur les relations entre l'opposition et la majorité et sur la situation personnelle de M. Bemba.     Euro area annual inflation was 1.9% in June 2007, unchanged compared to May. A year earlier the rate was 2.5%. Monthly inflation was 0.1% in June 2007. In June 2007, the lowest annual rates were observed in Malta (-0.6%), Belgium, Denmark, France and Sweden (1.3% each), and the highest rates in Latvia (8.9%), Hungary (8.5%) and Estonia (6.0%). Compared with May 2007, annual inflation rose in thirteen Member States, remained stable in ten and fell in three. The lowest 12-month averages up to June 2007 were in Malta (1.1%), Finland (1.3%), France and Sweden (1.5% each) ; the highest were in Latvia (7.2%), Hungary (7.1%) and Bulgaria (5.6%).
