MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb01/06/07[01] La nouvelle Agence européenne des produits chimiques débute ses activités au moment où REACH entre en vigueurLa nouvelle législation européenne des produits chimiques, REACH (enregistrement, évaluation, autorisation et restrictions relatifs aux produits chimiques, en anglais "Registration, Evaluation, Authorisation and restrictions of Chemicals") entre en vigueur aujourd'hui et, avec elle, la nouvelle Agence européenne des produits chimiques débute ses activités à Helsinki. Le règlement REACH améliorera de manière significative la protection de la santé humaine et de l'environnement tout en encourageant l'innovation et en préservant la compétitivité de l'industrie chimique de l'UE. L'Agence qui est responsable de la gestion de la mise en Å“uvre des nouvelles exigences lancera un site internet qui donnera les principales informations telles que les documents d'orientation, les services d'assistance et les autres outils relatifs à REACH. Dès le 1er juin 2007, l'Agence devra accomplir un effort considérable pour devenir pleinement opérationnelle le 1er juin 2008 lorsque les entreprises commenceront la soumission en ligne de pré enregistrements et de dossiers d'enregistrement. Le directeur exécutif par intérim de l'Agence est M. Geert Dancet qui a été détaché par la Commission pour diriger l'équipe chargée du démarrage de l'Agence.[02] Commission vice-President Günter Verheugen welcomes Member States approval of proposal on Advanced TherapiesThe Member States of the European Union unanimously endorsed on 31 May a proposal of the European Commission to regulate new medical products based on genes, cells and tissues. These advanced therapies herald revolutionary treatments of a number of diseases or injuries, such as skin grafts for burn victims, Alzheimer, cancer or muscular dystrophy. Harmonized EU rules are urgently needed to ensure uniform patients’ access to treatments and support the development of this emerging biotechnology industry. After endorsement by the European Parliament last month at first reading, the Council of Ministers approved the Commission proposal to address all advanced therapies within a single European framework.[03] EU Health Strategy : consultation shows support for increased EU cooperation to improve and protect healthThere is general support for a new overarching European Health Strategy and a desire for more cooperation between the European Commission and EU Member States to further improve and protect health in Europe, the results of a public consultation process reveal. The Commission published today a report on the consultation on the forthcoming EU Health Strategy that sums up more than 150 responses received during the process, which closed in February. The strategy, an attempt to rise to the challenges Europe will face in the coming years, will set broad objectives for health during the next decade. It will also aim to promote health across all policies and to tackle global health issues.[04] Semaine européenne de la jeunesse 2007 : l'inclusion sociale et la diversité seront au cÅ“ur des débats alors que deux cents jeunes se réuniront à BruxellesL'inclusion sociale et la diversité occuperont une place de choix lors de la troisième édition de la Semaine européenne de la jeunesse, qui se tiendra du 3 au 10 juin 2007. Des débats politiques, des événements culturels et autres se dérouleront aux quatre coins de l'Europe, tous liés au lancement du nouveau programme "Jeunesse en action" (2007-2013) dans toute l'Europe. A Bruxelles, quelque 200 jeunes se rassembleront pour l'événement "Jeunesse en action !", dans le prolongement direct du récent sommet de la jeunesse qui s'est tenu à Rome et de la manifestation pour les jeunes, organisée par la présidence allemande à Cologne. Le débat de Bruxelles, qui fait partie intégrante du dialogue structuré avec les jeunes, culminera en un débat politique (le 6 juin) avec les commissaires Ján Figel' et VladimÃr `pidla, ainsi qu'avec des hauts représentants d'autres institutions de l'UE.[05] Environment : EU looks for further progress in the regulation of international trade in wildlifeThe European Union will be pushing for effective regulation of international trade in certain species of sharks, eels and timber at the 14th Conference of Parties to the Convention on International Trade in Endangered Species (CITES) on 3-15 June in The Hague. The EU will also continue to press for the implementation of adequate mechanisms to monitor developments in illegal killing of elephants before any further commercial ivory trade should be allowed. The EU believes CITES can make an important contribution to achieving the global target of significantly reducing the rate of biodiversity loss by 2010, by ensuring that international trade in wildlife and wildlife products is sustainable. For the ministerial segment of the conference on 13 June, the European Commission will be represented by Mogens Peter Carl, Director-General for Environment.[06] Commission to decide on Finnish national allocation planOn Monday 4 June 2007, the European Commission is scheduled to take its decision on the national allocation plan submitted by Finland under Directive 2003/87/EC, which establishes the EU emissions trading scheme for greenhouse gases. The legal decision will be posted on the DG Environment emissions trading website at the time of the announcement being made: <a href="http://ec.europa.eu/environment/climat/2nd_phase_ep.htm">http://ec.europa.eu/environment/climat/2nd_phase_ep.htm [07] Commission clears acquisition of Walki Wisa by CapManThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Walki Wisa, comprising Walki Wisa Oy (Finland), Walki Wisa GmbH (Germany) and Walki Wisa Ltd (UK), by Ramvais Oy of Finland, belonging to the Finnish group CapMan. CapMan is a private equity fund group. Walki Wisa produces wrappings and composite materials for industrial applications. The operation was examined under the simplified merger review procedure.[08] Commission clears acquisition of WKE by BridgepointThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of the education division of Wolters Kluwer N.V. (WKE) of The Netherlands by Bridgepoint Capital Group Ltd. (Bridgepoint) of the UK. Bridgepoint is a private equity company. WKE is the education division of Wolters Kluwer and is active in the publication and marketing of educational material for teachers, students and parents. The operation was examined under the simplified merger review procedure.[09] Euro area and EU27 unemployment down to 7.1%Euro area (EA13) seasonally-adjusted unemployment stood at 7.1% in April 2007, compared with 7.2% in March. Compared with the first quarter of 2006, seasonally adjusted GDP rose by 3.0% in the euro area and by 3.2% in the EU27, after +3.3% and +3.5% respectively for the previous quarter.[12] Turkey and the EU : Together for a European Energy Policy - High-level conference in Istanbul on 5 JuneUnderlying the strategic importance of EU-Turkish co-operation in energy, Commissioner for Enlargement Olli Rehn and Commissioner for Energy Andris Piebalgs will address a high-level Energy Conference on Tuesday, 5 June in Istanbul, organised jointly by the Commission and the Turkish authorities. Chief Negotiator Ali Babacan and Energy Minister Güler will also participate to the conference.[13] Joe Borg pays a visit to Hong KongEuropean Commissioner for Fisheries and Maritime Affairs, Joe Borg, will leave Japan on 3 June 2007 for a two-day visit to Hong Kong where he will meet with political leaders, fisheries managers and shipping stakeholders. He will also visit maritime and fisheries facilities. On the first day of his visit, Mr Borg will participate in the bi-annual meeting of BIMCO (the Baltic and International Maritime Council), where he will speak on a future EU maritime policy, the pivotal role of shipping in the maritime economy and its impact on society at large. BIMCO is the world's largest private shipping organisation with 2720 members world-wide and represents the major part of the merchant fleet. On the second day, he will have meetings with Hong Kong's Secretary for Health, Welfare and Food, Mr York Chow, the Secretary for Environment, Transport and Works, Ms Sarah Liao, and the Director for the Marine Department, Mr Roger Tupper. In these meetings, EU/Hong Kong bilateral relations, the ongoing consultation on the EU maritime Policy Green Paper and fisheries related issues will be discussed. Mr Borg's programme also includes a visit to the Aberdeen Fishing Port and the Hong Kong Harbour.
