MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb05/02/07[01] Emissions trading : Commission approves Slovenia's national allocation plan for 2008-2012The European Commission today approved Slovenia's national plan for allocating carbon dioxide (CO²) emission allowances for the 2008-2012 trading period of the EU Emissions Trading Scheme (EU ETS). The Commission accepted the total number of emission allowances proposed by Slovenia – equivalent to 8.3 million tonnes of CO² – since it is consistent with Slovenia's commitment under the Kyoto Protocol, its expected emissions and its potential to reduce emissions. It is also lower than the verified emissions of Slovenia in 2005. The approval is conditional on Slovenia making changes to two aspects of its plan. The ETS ensures that greenhouse gas emissions from energy and industry sectors are cut at least cost to the economy, thus helping the EU and its Member States to meet their emission commitments under the Kyoto Protocol.[02] Sécurité des médicaments : l'UE et le Japon collaborent plus étroitementDès maintenant, l'Union européenne et le Japon sont en mesure d'échanger des informations confidentielles sur l'autorisation et la sécurité des médicaments. (Eddie Bauer) of the US by Sun Capital Securities Group LLC, an affiliate of Sun Capital Partners Inc. (Sun Capital) of the US and Golden Gate Capital Private Equity Inc.(Golden Gate) also of the US. Sun Capital is a private equity investment company, active in a variety of sectors, including clothing, accessories and footwear via its portfolio companies Dim Branded Apparel (DBA) and Lee Cooper. Golden Gate is a private equity investment fund. Eddie Bauer is active in the retail of sportswear, principally in the US, with European sales concentrated mainly in Germany. The operation was examined under the simplified merger review procedure.[04] Avian Influenza : H5N1 virus confirmed in UKOn 2 February, the European Commission was informed by the UK authorities of a suspected outbreak of avian influenza in Suffolk, in the east of England. The outbreak occurred on holding of 159,000 turkeys, and was detected following the death of around 2,500 birds. The disease situation will be reviewed by the Standing Committee on the Food Chain and Animal Health on 6 February. The Committee will review the disease situation in view of its evolution. Actuellement, la capacité est mesurée en termes de tonnage brut du navire (GT) et de puissance de ses moteurs en kilowatts (kW), tandis que l'effort de pêche est exprimé en nombre de jours passés en mer par le navire. Alors que le système de GT est adéquat pour évaluer la capacité totale de la flotte, la méthode utilisée pour certifier la puissance des moteurs présente des faiblesses significatives qui doivent être corrigées. Des indicateurs alternatifs, tels que le type ou la taille des engins de pêche utilisés, sont examinés et la Commission propose un plan d'action visant à approfondir cette approche, qui comprend des études de cas, une consultation ainsi que des projets pilotes.[06] Commission publishes report on prospects for agricultural markets and income 2006-2013This new report covers cereals, oilseeds, sugar, meat, eggs, milk and the main dairy products. The medium-term projections depict an outlook for the EU cereal markets with largely balanced markets with, however, significant risks of regional imbalances and public stocks for maize in Bulgaria, Hungary, Romania and Slovakia. The sugar markets are characterised by growing internal and world markets with the main risks related to the slow take-up of restructuring. The poultry and pig meat sector should also exhibit relatively favourable medium-term perspectives, however with a slower growth than in the last decade. Beef production, on the other hand, is expected to fall as a consequence of the CAP reform and the declining dairy herd, leading to the widening of the trade deficit. The market balance for the major dairy products is expected to improve over the medium term, with increasing cheese production and consumption, but lower availabilities of butter and SMP. The medium-term income projections display a rather favourable outlook as the EU-27 agricultural income would grow by 23.2% between 2005 and 2013 in real terms and per labour unit (9.3% in the EU-15, 37.1% in the EU-10 and 105.1 % in EU-2).
