  • [01] Célébration de la journée mondiale contre la peine de mort

    La Commission européenne s'associe aujourd'hui à la célébration de la journée mondiale contre la peine de mort. Une conférence de presse commune a été organisée par le vice-président de la Commission européenne, M. Franco Frattini, et le secrétaire général du Conseil de l'Europe, M. Terry Davis, afin de marquer cette célébration.

    [02] Entry into force of key asylum law creating a "level playing field" in asylum policies throughout Europe hampered by failure of timely transposition by most Member States

    The deadline for the implementation of the Qualification Directive, which determines the criteria for the recognition of persons in need of international protection and the content of the protection status granted to them by Member States, expired today. By 9 October, only six Member States had notified measures taken for its transposition. The European Commission Vice President Franco Frattini called this delay in the implementation of the Directive by the majority of the Member States "particularly regrettable, given that this Directive is a cornerstone of the first phase of the Common European Asylum system".

    [03] La Commission publie la liste des bénéficiaires de subventions communautaires pour une plus grande transparence budgétaire de l'UE

    Dans le cadre de l'initiative européenne en matière de transparence qui vise à améliorer le degré d'ouverture et d'accessibilité des institutions communautaires, la Commission européenne a décidé de publier sur son site web Europa des informations sur les bénéficiaires finaux des fonds communautaires gérés de manière centralisée. A partir de ce 10 octobre 2006, deux sites web contenant des informations sur les subventions communautaires et les marchés publics seront mis à la disposition des citoyens. Cette décision fait suite à une communication de novembre 2005 demandant une amélioration de la transparence dans le contexte de l'exercice des compétences de l'UE et de la gestion des fonds qui lui sont confiés par les citoyens européens.

    [04] The European Union and its neighbours

    A Eurobarometer Special Report on the European Neighbourhood Policy shows that Europeans believe that encouraging and supporting reforms in neighbouring countries will bring benefits for the EU's neighbours in terms of economic and social development as well as good governance. They also expect that promoting stability and a favourable economic environment, as well as the mutual opening of markets, will contribute to prosperity within the EU. They see overall benefits to cooperation with neighbours, particularly working together to tackle mutual challenges such as security (tackling terrorism and organised crime), environmental protection, energy and migration.

    [05] Commission clears acquisition of Sisal by APHL, PHL and Clessidra

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Sisal SpA of Italy by Apax Partners Holdings Ltd (APHL) of the UK, Permira Holdings Limited (PHL) of the UK and Clessidra SGR SpA (Clessidra) of Italy. APHL and PHL provide investment management and advisory services to private equity funds. Clessidra is a private equity fund. Sisal is primarily active in the field of management of gaming and betting. The operation was examined under the simplified merger review procedure.

    [06] La Commission autorise le projet d'acquisition du contrôle en commun de l'entreprise CFL Cargo par Arcelor Profil Luxembourg et la SNCFL

    La Commission européenne a autorisé, en vertu du règlement sur les concentrations, le projet d’acquisition du contrôle en commun de CFL Cargo, entreprise récemment créée, par Arcelor Profil Luxembourg et la SNCFL, par achat d'actions. La Commission est parvenue à la conclusion selon laquelle l'opération n'entraverait pas de manière significative l'exercice d’une concurrence effective dans l'Espace économique européen ou dans une partie substantielle de celui-ci.

    [07] At G8 meeting, Vladimir Å pidla calls for stronger support to promote decent work and the social dimension of globalisation (Moscow)

    In the framework of the G8, Ministers of employment and social affairs, Vladimír Špidla, European Commissioner for Employment, Social Affairs and Equal Opportunities and representatives from both the OECD and the ILO meet today in Moscow. The theme of the meeting is "Productive Employment as a Factor of Economic Growth and Social Integration". It covers employment issues, in particular the challenge of creating better labour market opportunities, investing in human capital and improving the interplay between labour market and social policies. Investing in skills and lifelong learning have been an important part of the discussions as a way to address changes in population trends as well as changes in labour market structures generally. Ministers looked at how a more integrated and inclusive labour market approach can contribute to strong economic growth, greater social cohesion and sustainable development. They underlined the importance of coordinating economic policies with effective employment and social policies as well as combining flexibility and security. Ministers also held consultations with the social partners to discuss employment and social issues. At the meeting, the OECD presented its new Jobs Strategy which reflects the EU's emphasis on more and better jobs and inclusive labour markets. The ILO's contribution focused on the need to revive employment- rich growth at a global level. Finally, the G8 meeting recalled the importance of promoting decent work and reinforcing the social dimension of globalisation.

    [08] Visite de Joe Borg en Roumanie

    Joe Borg, membre de la Commission européenne chargé de la pêche et des affaires maritimes, arrive ce soir en Roumanie pour une visite de deux jours. Le commissaire Borg sera ainsi en mesure de constater par lui-même les progrès considérables réalisés par la Roumanie dans l'intégration de l'acquis en ce qui concerne la politique commune de la pêche. Il félicitera également les autorités roumaines pour la conclusion du processus d'adhésion qui verra la Roumanie devenir membre de l'UE en janvier 2007. Cette visite mènera tout d'abord le commissaire Borg à Bucarest où il rencontrera le premier ministre roumain, M. Calin Popescu Tariceanu, ainsi qu'un certain nombre de ministres. Il se rendra jeudi dans le port de Constanţa avant de quitter la Roumanie dans l'après- midi pour entamer une visite en Bulgarie qui le conduira à Varna et à Sofia.

    [09] Andris Piebalgs visits two of Europe's largest underground gas storage facilities in Germany

    European Energy Commissioner Andris Piebalgs will visit today two of the largest underground storage facilities of the European Union, located in Rehden and Doetlingen (Lower Saxony, Germany). In his visit, Mr Piebalgs will be informed about the way these facilities operate and on their importance for security of gas supply. "Gas storage facilities play a capital role in maintaining the flow of gas in the transmission and distribution systems. It is essential for the internal security of supply that this infrastructures are appropriately fed, operated and maintained", said Commissioner Piebalgs.

    [10] Seveso, 30 years on : joint European Commission-European Parliament seminar on industrial accident policy, 11 October, Brussels

    Thirty years after a cloud of dioxin released by a chemical plant in the town of Seveso, Italy, poisoned 2000 people and forced thousands to leave their homes, the European Commission and the European Parliament are jointly holding a seminar on 11 October in Brussels on industrial accident policy – what has Europe achieved in this area ? What needs to be improved? What challenges lie ahead? Key note speakers include the Commissioner for Environment, Stavros Dimas; the Chairman of the European Parliament's committee for the Environment Karl-Heinz Florenz; the Finnish Minister for the Environment, Jan-Erik Enestam; and the Italian Minister for the Environment, Alfonso Pecoraro Scanio. The Seveso accident prompted the adoption of EU legislation on the major accident hazards of certain industrial activities – the "Seveso" directives, the scope of which is regularly widened to take into account the most recent accidents and new knowledge for the handling of emergencies. Today almost 8 000 establishments in the EU are subject to "Seveso" safety requirements. However, industrial accidents are not a thing of the past and there is room for improvement in the way the relevant legislation is implemented, particularly at local level. The EU also has to rise to new challenges – following the recent terrorist attacks in Europe, security is emerging as an issue on a par with safety; and up and coming EU policies, such as the one on chemicals, will again affect the scope of the "Seveso" legislation.
