  • [01] La Semaine européenne de la mobilité 2006 met l'accent sur la maîtrise du changement climatique

    L'objectif de la cinquième édition de la Semaine européenne de la mobilité, qui se tiendra cette année du 16 au 22 septembre, est d'encourager les citoyens à utiliser des moyens de transport permettant de réduire leur contribution au changement climatique. Au cours de la semaine, près de 165 millions d'habitants de plus de 1.050 villes d'Europe et d’autres parties du monde participeront à des initiatives relatives à la mobilité durable en ville. Dans l'Union Européenne (UE), les voitures sont responsables de plus de 10% des émissions de gaz à effet de serre et de polluants atmosphériques nocifs pour la santé et l'environnement. La Semaine européenne de la mobilité encourage donc les citoyens à recourir plus souvent à d'autres moyens de transport moins polluants : la marche à pied, le vélo, les transports en commun et le co-voiturage. Cette manifestation vise à développer la mobilité durable dans les villes participantes. Celles-ci doivent en effet mettre en place des mesures permanentes, par exemple de nouvelles pistes cyclables ou des services de transport en commun.

    [02] Come face to face with researchers at European Researchers Night, 22Â September 2006

    After the success of 2005, the European Commission is once again supporting events across Europe to celebrate "European Researchers Night". There will be 30 events in 21 European countries, from Stockholm to Naples, from Reykjavik to Izmir, all on 22 September 2006. These special events will give the general public, whether young or old, already interested in science or just wanting to find out more, the opportunity to find out about the fun of science in many different ways. Fly among the stars, turn your kitchen into a lab, travel inside your brain, take part in a volcanic eruption – these are all part of the European Researchers Night experience!

    [03] Commission sets out guiding principles for proposals on fishing possibilities for 2007

    The European Commission has adopted a Communication outlining the principles which it intends to follow when setting annual fishing opportunities for 2007. As usual, these proposals will be based on the most recent scientific advice when it becomes available in October. The overall guiding aim is to attain sustainability in all fisheries, in which European fishermen are involved, in line with the objectives of the Common Fisheries Policy. Common principles are therefore proposed according to the conservation needs of the fish stocks concerned while keeping in mind the need for equity with regard to stakeholders and fishing communities. A gradual but sustained approach would be applied except in cases where more stringent measures are urgently required. Today's Communication is part of the Commission's efforts to improve consultation on European fisheries management as set out in its earlier Communication of 24 May 2006. This exercise, which the Commission intends to repeat each spring, will provide much more time for consultation before Council makes its final decision on fishing possibilities in December.

    [04] Commission launches second consultation on revised draft relating to Research, Development and Innovation

    The European Commission has just published a second draft regarding the state aid framework for Research, Development and Innovation for public consultation. Comments are welcome until 13th October. A first draft was published on 30 May 2006 in order to give all interested parties the opportunity to submit comments on the proposed measure. Following this first consultation period, and a meeting with Member States in June, the Commission has made several improvements to the draft, most notably to better take into account the specific situation of public research entities and innovation intermediaries. In light of the comments received on the first draft, the changes also cover young innovative enterprises, innovation clusters, technology transfer offices and experimental development. The Commission intends to adopt the new state aid framework for Research, Development and Innovation before the end of 2006.     [05] La Commission alloue €10,2 millions d'euros à Haïti pour assainir les finances publiques

    La Commission européenne a adopté un programme d'appui budgétaire d'un montant de €10,2 millions pour favoriser les réformes en Haïti et pour combler le déficit de l'exercice fiscal 2005-2006. Ce programme a été mis sur pied sur base du principe d'appui budgétaire d'urgence agréé lors de la Conférence Internationale sur Haïti, tenue à Bruxelles les 20 et 21 octobre 2005.

    [06] Aide humanitaire : une nouvelle décision de €10 millions pour les réfugiés Sahraouis en Algérie

    La Commission européenne vient d'adopter une nouvelle décision de €10 millions pour répondre aux besoins de base des réfugiés Sahraouis qui vivent dans des camps au Sud-Ouest de l'Algérie. Les fonds transitent par le service d'aide humanitaire de la Commission européenne (ECHO), sous la responsabilité du Commissaire Louis Michel. Cette décision porte sur la provision de nourriture, d'eau et d'autres services essentiels.

    [07] July 2006 : Euro area external trade surplus €1.5 billion ; €12.8 billion deficit for EU25

    The first estimate for the euro area trade balance with the rest of the world in July 2006 gave a €1.5 billion surplus compared with €7.4 billion in July 2005. The June 2006 balance was also €1.5 billion, compared with €6.8 billion in June 2005. In July 2006 compared with June 2006, exports, seasonally adjusted, fell by 2.2% while imports rose by 1.8%. The first estimate for July 2006 extra-EU25 trade was a deficit of €12.8 billion, compared with €-3.6 billion in July 2005. In June 2006, the balance was €-12.0 billion, compared with €-2.3 billion in June 2005. In July 2006 compared with June 2006, exports, seasonally adjusted, fell by 4.5% and imports by 0.6%. These data are released by Eurostat.

    [09] "Cohesion policy 2007-2013 : a real opportunity for mountain areas", Danuta Hübner tells Mountain Convention in Portugal

    European mountain areas stand to benefit from territorial cohesion in 2007- 2013, noted European Regional Policy Commissioner Danuta Hübner in her speech during the 5th European Mountain Convention in Chaves, Portugal. The Commissioner added that the territorial dimension in the new cohesion policy requires that particular attention be paid to the impact of the programmes in terms of promoting balanced sustainable development in cities, rural areas and areas with natural handicaps. During her visit to Portugal Ms Hübner will also have working meetings with Minister for Environment, Territorial Planning and Regional Development Francisco Nunes Correia and Secretary of State for Regional Development Rui Baleiras. The Commissioner will be visiting projects around Chaves in north Portugal.

    [10] Louis Michel participe aux réunions annuelles de la Banque Mondiale et du FMI

    Le Commissaire européen au Développement et à l'Aide humanitaire, Louis Michel, participe aux réunions annuelles de la Banque Mondiale et du Fonds Monétaire International qui se déroulent à Singapour les 17 et 18 septembre. Il interviendra notamment au Comité du Développement de la Banque Mondiale (l'organe directeur de la Banque, intégré par les ministres du développement ou des finances) sur le sujet de la gouvernance. Louis Michel présentera l'approche de l'UE sur la gouvernance et la communication sur ce sujet, adoptée le 30 août dernier par la Commission européenne et qui sera discutée le mois prochain par le Conseil de ministres de l'UE. En parallèle à cette intervention, le Commissaire Michel aura plusieurs réunions bilatérales, y compris avec M. Paul Wolfowitz, Président de la Banque Mondiale, pour discuter notamment de la gouvernance dans les pays en développement et de l'aide au commerce, avec M. Gobind Nankani, vice-Président de la Banque Mondiale pour l'Afrique, et avec M. Pascal Lamy, Directeur général de l'OMC.

    [11] European Fisheries Control Agency : first meeting of the Advisory Board

    The Advisory Board of the Community Fisheries Control Agency is holding its first meeting today. The Advisory Board, which is made up of representatives from the Regional Advisory Councils (RACs), will be presenting the views of the RACs on the role and functions of the Agency as well as the priorities and actions to be undertaken during 2007. Their advice will feed into the development of the first work programme for the newly created Agency. The Control Agency, which will become operational from 1 January 2007, is led by an Administrative Board, composed of representatives of the Member States and the European Commission. Its main objective is to contribute to achieving more effective and uniform application of the rules of the Common Fisheries Policy through the coordination of operational control and inspection activities by the Member States (see IP/04/556). The Advisory Board was created as an integral part of the Agency to advise the Executive Director and to ensure close cooperation with stakeholders. Mr Harry Koster, the newly nominated Executive Director of the Agency, will chair the meeting (IP/06/783). Invitations have been sent to the existing RACs (the North Sea RAC, the Baltic Sea RAC, the Pelagic RAC and the North Western Waters RAC) as well as to those that are in the process of being set up (the South Western Waters RAC, the Long Distance RAC and the Mediterranean RAC). The Chairman of the Administrative Board of the Agency, Mr Vasconcelos de Sousa, will attend, as well as representatives of the Commission.
