[01] Aid to the Palestinians: All elements of the Temporary International
Mechanism now operational
The European Commission has started social allowance payments to those in
urgent need in the Palestinian Territories. This means that all three
elements of the Temporary International Mechanism (TIM) developed by the
European Commission, at the request of the European Council and of the
Middle East Quartet (EU, US, UN and Russia), are now up and running. The
three elements agreed in June were support for health services, utilities,
and social allowances. The new allowances (of around €270 each) will be
made to those who have suffered a significant loss of income due to the
financial crisis, to pensioners and other social hardship cases. Earlier
actions under the TIM have included delivery of fuel to hospitals and water
pumps to protect public health, and social allowance payments to
Palestinian doctors and nurses, to enable them to continue to work.
[02] Joint press briefing ASEM Summit
The Finnish Presidency together with experts from the European Commission
will give a press briefing on developments in ASEM and the forthcoming ASEM
Summit on 9th of September.
This year´s tenth anniversary of ASEM provides an excellent occasion to
see how far ASEM has lived up to the expectations of its partners and
consider where the Asia-Europe partnership should be heading in the future.
ASEM has served to build consensus among its membership, thereby
facilitating progress in other multilateral fora. At the trans-regional
level, ASEM interlinks Europe's and Asia’s business communities,
parliaments, NGOs and other representatives of civil society.
At the summit the second phase of TEIN will be launched. TEIN2 is the first
large-scale research and education network for Asia Pacific and links over
30 million users in the region, enabling them to work together on vital
research, including disaster warning systems and telemedicine. As a part of
ASEM it enables faster global collaboration by deploying direct links to
Europe and its users of GÉANT2, connecting it to the world’s most
advanced international research and education network.

[03] Commission clears acquisition of Brenntag by BC Partners
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Brenntag Investor Holding
Gmbh (Germany) by BC Funds (Guernsey) managed by CIE Management II Limited
(CIEM), a company ultimately controlled by BC Partners Holdings Limited.
CIEM is the general manager of BC Funds, BC Funds operates private equity
funds and Brenntag is active worldwide in the processing, storage, trading
and distribution of chemical substances. The operation was examined under
the simplified merger review procedure.
[04] Commission clears acquisition of EDF Energia Italia by Edison
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of EDF Energia Italia Srl
(“EEI”, Italy) by Edison SpA (Italy). Edison is active in the
generation, transmission and supply of electricity, and the production,
transportation, distribution and supply of hydro-carbons, mainly in Italy.
EEI supplies electricity to eligible customers in Italy. The operation was
examined under the simplified merger review procedure.

[06] Mergers: Commission authorises proposed take-over by Saab of Ericsson
Microwave Systems
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition by Saab AB of Ericsson Microwave Systems AB. Both
companies are Swedish. The Commission concluded that the transaction would
not significantly impede effective competition in the European Economic
Area (EEA) or any substantial part of it.
