[01] Commission proposal enhances the right to liberty and the presumption
of innocence in the European Union as a Common area of freedom, security
and justice.
Today, 29 August 2006, the Commission adopted a Proposal for a Council
Framework Decision allowing non-resident, EU citizens, suspects to go back
to and under control of their home Member States instead of awaiting trial
in custody or being subject to other supervision measures in the Member
State where the alleged offence was committed. Statistical data drawn from
the EU Member States show that non-resident suspects are more often
remanded in custody than resident suspects. The Proposal will therefore
also reduce discrimination against this group and contribute to the
reduction of the prison population.
[02] CO2 emissions from new cars down by more than 12% since 1995
Carbon dioxide (CO2) emissions from new cars sold in the EU-15 have
decreased further. According to the European Commission's annual report on
CO2 emissions from new cars, published today, in 2004 average emissions
were 12.4 % below 1995's level (in 2003 they had been 11.8% below 1995).
The report welcomes this progress but underlines that the industry will
need to make major additional efforts to meet its commitments to cut
average CO2 emissions to 140g/km by 2008/9, a reduction of around 25% from
1995 levels.
[03] Meeting of the Regulatory Committee for Civil Aviation Security
Tomorrow, 30 August, the Commission has called for a special meeting of the
Regulatory Committee for Civil Aviation Security composed of the aviation
security experts of the 25 Member States. The purpose of this meeting,
which will take place in Brussels and will be chaired by the Commission, is
to have an exchange of experiences and views with Member States, based on a
debriefing by the UK authorities, in conjunction with the recent attempted
terrorist plot in the UK. The results of this meeting will be fed into a
further meeting of the Committee, which had already been planned before the
Summer, and which will take place in Brussels on 6 and 7 September.
The Commission will today consult with the aviation industry stakeholders
(in particular airports and airlines) on these issues.
