MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb10/07/06[01] Mauritanie : nouvelles mesures pour éviter l'émigration clandestine vers l'UELa Commission européenne a adopté un ensemble de mesures afin d'aider la Mauritanie à endiguer le flux d'émigrants clandestins vers les îles Canaries. Ce programme, d'un montant de €2,45 millions, financé sur le mécanisme de réaction rapide, se veut une réponse à l'afflux massif d'émigrants dans les îles Canaries. Il a été conçu en coopération étroite avec les autorités espagnoles et l'administration française a également apporté une contribution utile. Les activités prévues viseront essentiellement à aider la Mauritanie à gérer ses frontières maritimes et terrestres et à rapatrier les migrants vers leur pays d'origine, et mettront l'accent sur des mesures destinées en premier lieu à dissuader les candidats au départ de quitter leur pays d'origine pour tenter une traversée maritime périlleuse. Cette initiative s'inscrit dans le contexte plus vaste des efforts que déploie l'Union européenne pour mieux gérer les migrations en partenariat avec les pays tiers, ce qui suppose également des initiatives touchant aux migrations légales ainsi qu'aux migrations et au développement.[02] La Commission incite les Etats membres à prendre des mesures concernant les mini-motosLa Commission européenne a écrit aujourd'hui aux Etats membres afin de les inciter à prendre des mesures pour éviter des accidents graves impliquant des mini-motos. Ces derniers mois, la Commission a reçu des Etats membres dix notifications concernant des mini-motos dans le "Système d'alerte rapide" de la directive sur la sécurité générale des produits (RAPEX). Ces engins ne présentent pas les normes de sécurité requises et sont considérés comme extrêmement dangereux à conduire. Plusieurs accidents mortels ont été recensés ces derniers temps.[03] Commission clears acquisition of Inco by Teck ComincoThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Inco Limited of Canada by Teck Cominco Limited, also of Canada. Inco is an international mining and metals group, producing various nickel products, copper metal, precious metals, cobalt, sulphuric acid and liquid sulphur dioxide. Teck Cominco's primary business activities include the mining, smelting and refining of zinc. It also produces copper concentrate and metallurgical coal and, to a lesser extent, a number of other metals. The operation was examined under the simplified merger review procedure.[04] Capital duty : Commission requests Spain to amend its legislation on the fees for the registration of capital increases in the Commercial RegisterThe European Commission has sent Spain a formal request to amend the way in which the fees for the registration of capital increases in the Commercial Register are applied. The Commission is of the opinion that these fees are not in line with the Capital Duty Directive as they are not calculated on the basis of the cost of the service rendered. This request is in the form of reasoned opinions, the second stage of the infringement procedure under Article 226 of the Treaty. L'Espagne n'a pas modifié sa législation, en dépit de la mise en demeure que lui a adressée la Commission en date du 13 juillet 2005 (<a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/05/933&format=HTML&aged=1&language=FR&guiLanguage=fr">IP/05/933).[06] Commission requests the United Kingdom to end discrimination of foreign charitiesThe European Commission has sent the United Kingdom a formal request to end discrimination of foreign charities. The United Kingdom allows tax relief for gifts to charities, but only if they are established in the UK. Charities in other Member States are excluded from the relief and the Commission considers that this discrimination is contrary to the EC Treaty. The request is in the form of a 'reasoned opinion' under Article 226 of the EC Treaty. If the United Kingdom does not reply satisfactorily to the reasoned opinion within two months the Commission may refer the matter to the European Court of Justice.[07] Statement by José Manuel Barroso, President of the European Commission on the elections in Mexico (09/07)"I congratulate the Mexican people for having carried out a civic act of democracy in an exemplary manner. The European Commission remains committed to its excellent relations with Mexico."[08] Vice-President Günter Verheugen to visit Japan on 13-14 July to boost bilateral economic cooperationEuropean Commission Vice-President Günter Verheugen, responsible for enterprise and industry policy will be visiting Tokyo on 13-14 July to explore new ways of enhancing economic cooperation with Japan. Mr Verheugen is expected to meet with his Japanese counterparts to discuss bilateral issues to enhance competitiveness, in particular ways to promote innovation, the protection of intellectual property rights (IPR) and a more efficient fight against counterfeiting. Also on the agenda are ways to improving the framework conditions for European and Japanese business. During his trip, Vice-President Verheugen will also meet European and Japanese business representatives (the European Business Council in Japan and Nippon Keidanren, the Japanese Business Federation).
