[01] Statement by Olli Rehn, Commissioner for Enlargement, on the outcome
of the Montenegro referendum
"I am pleased to note the reports that the referendum in Montenegro was
carried out in a calm and professional manner and with a high turn-out. It
is important for the legitimacy of the vote. Announced official results
show that the pro-Independence side won. All sides should respect the
result and work together in order to build consensus on the basis of the
acceptance of European values and standards. I now expect Belgrade and
Podgorica to engage in direct talks on the practical implementation of the
results. The European perspective is open to Montenegro - as it is to
Serbia once it fulfils the various criteria, in particular the cooperation
with ICTY. Pending the final confirmation of the results the European
Commission will now prepare two proposals for the Council of Ministers : a
proposal for a new Stabilisation and Association Agreement (SAA)
negotiating mandate for the independent Montenegro and a proposal for a
modified SAA mandate for Serbia, as successor state of the State Union. The
proposals will consolidate the results obtained, and be the basis on which
negotiations continue."
