MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb15/05/06[01] New rules to combat illegal caviar tradeNew EU rules will help combat illegal trade in caviar, which has seriously reduced sturgeon populations in the Caspian Sea. The rules are at a heart of a new Regulation just adopted by the European Commission. They require that all tins of caviar imported, exported or marketed in the EU bear a specific label certifying that it is legally sourced caviar. All repacking plants handling caviar must be licensed. Other provisions will simplify procedures for CITES-listed pets to be taken outside the EU. The new Commission Regulation overhauls, simplifies and replaces an existing Regulation, thus contributing to Better Regulation. It will become binding in all Member States in a few weeks.[02] EU emissions trading scheme delivers first verified emissions data for installationsThe European Commission today released the 2005 carbon dioxide (CO²) emissions data and compliance status of more than 9,400 installations covered by the EU Emissions Trading Scheme. For four Member States – Cyprus, Luxembourg, Malta and Poland – no information has been received as their emission allowance registries are not yet operational. The Emissions Trading Scheme enables greenhouse gas emissions from the power sector and energy-intensive industrial plants to be cut at least cost to the economy.[03] Companies benefit from making better use of their women researchersCompanies with well-managed gender mainstreaming policies often see an improvement in their economic performance. This is a key finding of a report on Women in Science and Technology (WiST), presented today at a conference being held today in Vienna, organised by the Austrian EU Presidency and the European Commission, and based on 12 months of work with multi-national companies. The objective of the conference, and the WiST report, is to examine what can be done to attract more women researchers into industry. While female participation in research is generally quite low in the EU, women are much more under-represented in the private sector (18%) than public (35%). This is despite the increasing number of female university graduates.[04] Commission approves acquisition of AD Cartonboard by KorsnäsThe European Commission has approved under the EU Merger Regulation the proposed acquisition of AD Cartonboard by Korsnäs, both based in Sweden. Since the merger will combine two leading European Economic Area (EEA) producers of liquid packaging board, the Commission's market investigation focused on potential anti-competitive effects arising from a further reduction of competitors in an already highly concentrated market. The market investigation has, however, shown that due to the particularities of the liquid carton packaging board market, the remaining EEA suppliers would face strong competitive constraints and that the transaction would not significantly impede effective competition in the EEA or any substantial part of it.[05] Danuta Hübner signs memorandum on regional policy cooperation in BeijingThe European Regional policy Commissioner Danuta Hübner signed today in Beijing a memorandum of understanding setting up an official forum where the Commission and China will discuss regional policy issues. The Commission’s directorate general for Regional Policy and the Chinese National Development and Reform commission will aim to promote bilateral cooperation and to exchange information on policies contributing to growth, competitiveness and employment. During her visit to China today and tomorrow, Commissioner Hübner is meeting with Chinese national and regional authorities' officials, including Vice-Minister for National Development and Reform Commission, Du Ying. The Commissioner opened today in Beijing the high level "EU-China Regional Development Policy Seminar" where she presented the aim, resources and governance of the EU cohesion policy. She is visiting tomorrow the Shenyang development zone in Liaoning province where she will be received by governor Zhang Wenyue and will open the Liaoning Branch of the European Chamber of Commerce in China (EUCCC).[06] Charlie McCreevy in China (15-19 May 2006) : advancing the international regulatory agendaThe European Internal Market Commissioner Charlie McCreevy starts the first day of a six day visit to China. The Commissioner will visit Beijing, Shanghai and Hong Kong where he will have discussions with the Chinese authorities and business leaders on macro economic and financial regulatory issues, public procurement, accounting and intellectual property rights.[07] "L'Union européenne et les droits de l'enfant" : la Commission invite à Bruxelles les gagnants d'un concours destiné à tous les jeunes de l'UE"L'Union européenne et les droits de l'enfant", tel était le titre d'un concours lancé le 30 mars dernier par M. Franco Frattini, vice-président de la Commission européenne chargé de la justice, de la liberté et de la sécurité. Les enfants et les adolescents européens, âgés de 10 à 18 ans, étaient invités à créer une affiche sur les droits de l'enfant au sein de l'UE. Le concours visait à sensibiliser ces jeunes citoyens européens aux actions de l'UE dans ce domaine. Les meilleurs travaux seront utilisés dans les futures campagnes européennes de promotion des droits de l'enfant. La Commission mettra en place une stratégie de promotion et de protection des droits de l'enfant dans toutes ses politiques internes et externes dès le mois de juin 2006.[08] Dutch journalists win this year's 'For Diversity. Against Discrimination' EU press awardThe first prize of the 'For Diversity. Against Discrimination' journalist award has been won by two Dutch journalists who work for the magazine Vrij Nederland. The winning article deals with ethnic and racial discrimination in the jobs market in The Netherlands. The second and the third prize were won by articles from Poland and Ireland respectively. The award for the photo category also goes to a Dutch journalist of Vrij Nederland.
