  • [01] Commission clears acquisition of Sireo by DTAG, Corpus and MSBAG

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of existing joint venture Sireo Real Estate Asset Management GmbH (Sireo) of Germany by Deutsche Telekom AG (DTAG), Corpus Immobiliengruppe GmbH & Co. KG (Corpus) and Morgan Stanley Bank AG (MSBAG), all of Germany. DTAG is the ultimate parent company of the Deutsche-Telekom-group which is primarily active in telecommunication services. Corpus is active in asset management, real estate services and project development. MSBAG belongs to the Morgan Stanley group which is active in financial services on a worldwide basis. Sireo is active in real estate investment funds and consultancy services in relation to real estate investment funds. The operation was examined under the simplified merger review procedure.

    [02] L'Europe, l'Amérique latine et les Caraïbes luttent ensemble pour des sociétés plus solidaires

    A l'initiative de la Commission européenne, une conférence de haut niveau sur la lutte contre les inégalités sociales, la pauvreté et l'exclusion dans les pays d'Amérique latine, des Caraïbes et de l'Union européenne aura lieu à Bruxelles du 27 au 28 Mars. La Commission et de nombreux ministres des deux continents débattront des politiques de cohésion sociale et échangeront leurs expériences en la matière. Plus de deux cent représentants de la société civile, des entreprises, des syndicats, des organisations internationales et des universités sont aussi attendus. Les résultats de cette rencontre sont destinés aux chefs d'Etat et de gouvernement des deux régions qui tiendront leur quatrième Sommet le 12 mai 2006 à Vienne. Lors de leur précédent Sommet (Guadalajara, Mexique, 2004), ces derniers avaient fait de la cohésion sociale un objectif partagé et un axe essentiel de leurs relations.

    [03] Commission supports Belarusian University in exile with €2.2 million

    Today the EU's project partner, the Nordic Council of Ministers, is going to sign an agreement with the European Humanities University (EHU). This Belarussian University in exile has been forced to operate in Vilnius since its closure by the authorities in Minsk in 2004. The European Commission is the biggest donor with €2.2 million to an overall agreement worth €2.78 million. In addition to the Nordic Council of Ministers, Finland and Sweden contribute bilaterally to the project. European Commissioner Benita Ferrero- Waldner for External Relations and Neighbourhood Policy comments : "Thanks to EU support, around 350 Belarusian students will have access to higher education with full freedom of expression and thought. They will take home with them the experience of life in a democracy and a fuller understanding of the rights enjoyed by European citizens. This kind of contact is a lifeline to those who yearn for a democratic Belarus."

    [04] Boost for small enterprises in Western Balkan countries

    On their road to Europe, the countries and entities of the Western Balkans have made considerable progress in redressing their entrepreneurial environment for SMEs. In Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Serbia and Montenegro including Kosovo most progress is made in the area of enabling cheaper and faster start-ups. Also education and training for entrepreneurship is offered in all countries and regulatory reform is ongoing in most countries. Since three years the countries of Western Balkan participate in the Charter for Small Enterprises, which calls on subscribing parties to undertake economic reforms in ten policy areas, such as business support services, increasing access to finance, boosting business advocacy structures and adapting taxation systems for a more business-friendly environment.

    [05] Les achats publics avant commercialisation devraient servir à faire le lien entre la recherche et l'innovation, selon le groupe d'experts pour les TIC de la Commission

    Des propositions visant à recourir aux marchés publics pour stimuler l'innovation dans le domaine des technologies de l'information et des communications (TIC) ont été présentées hier à Vienne par un groupe ad- hoc composé d'experts en matière de TIC issus des administrations nationales de tous les pays. Ce groupe, créé le 11 octobre 2005 et présidé par la Commission, propose que les administrations nationales investissent davantage dans l'achat de produits et de services innovants qui nécessitent des efforts de recherche supplémentaires concernant les TIC sur lesquelles ils reposent. Une telle procédure d'achat de produits et services innovants "avant commercialisation" devrait donner un nouvel élan important à la R&D dans les 25 pays membres de l'UE.
