MIDDAY EXPRESSNews from the Press and Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Presse etbCommunication17/03/06[01] L'UE s'attaque la résistance aux antibiotiquesUn nouveau réseau scientifique, soutenu au titre du programme-cadre de recherche de l'UE, est lancé aujourd'hui pour faire face au problème croissant de la résistance aux antibiotiques utilisés dans le traitement d'infections des voies respiratoires inférieures, telles que la bronchite ou la pneumonie. Ce réseau d'excellence, appelé GRACE, rassemblera les compétences et l'excellence européennes dans ce domaine afin de renforcer les connaissances, d'assurer l'application pratique des résultats de la recherche, de mettre au point de nouveaux tests diagnostiques et d'améliorer l'éducation et la formation. Le réseau rassemble dix-sept groupes universitaires de neuf Etats membres de l'UE. Les infections des voies respiratoires touchent des millions de personnes chaque année, en particulier les très jeunes et les personnes âgées, et représentent un coût important pour la société européenne.[02] Commission to pay €379 thousand to support Lithuania in dealing with storm disaster in 2005The European Commissioner for Regional Policy and the Solidarity Fund, Danuta Hübner, and the Lithuanian Minister for the Environment, Mr Arūnas Kundrotas signed an agreement to pay €378,910 to Lithuania to reimburse emergency costs incurred after the severe storm of January 2005. The grant is being made available through the European Union Solidarity Fund (EUSF). It will reimburse public funds spent on the immediate emergency response, in particular on cleaning-up operations in affected areas.[03] Commission unlocks a further €178 million to improve access to safe drinking waterAs the world gathers to discuss the importance of good water policies at the World Water Forum in Mexico (18-22 March), the European Commission is announcing that a Call for Proposals for a second allocation of €178 million from its Water Facility will be launched on 31 March. With the first batch of projects worth €230 million, the funding will mean access to clean water - a basic human need - for more of the world's poor. At the same time, the Commission is presenting in Mexico a review of past and on- going projects dedicated to improving the management of water funded by the EU's Research Framework Programme. Le rapport confirme également que la directive de 1999 sur un cadre communautaire pour les signatures électroniques reste, pour l'instant, un fondement valable en matière de signatures électroniques dans le marché intérieur.[05] Commission clears acquisition of Hornschuch by DZ Equity and L-BankThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Konrad Hornschuch AG (Hornschuch) of Germany by DZ Equity Partner GmbH (DZ Equity) of Germany, controlled by DZ Bank AG, and Landeskreditbank Baden-Württemberg - Förderbank (L-Bank) of Germany. DZ Equity is active in the financing of medium-sized companies. DZ Bank is a commercial bank. L-Bank is the state bank of the Federal State of Baden-Württemberg. Hornschuch manufactures and markets films, coverings and substrates for final customers and industry. The operation was examined under the simplified merger review procedure.[06] Fourth quarter of 2005 compared to fourth quarter 2004 : Euro-zone labour cost up by 2.4% ; EU25 up by 2.9%Total hourly labour costs in the euro-zone rose at an annual rate of 2.4% in nominal terms in the fourth quarter of 2005, up from 2.3% in the third quarter. In the EU25 the annual rise was 2.9% in the fourth quarter of 2005, up from 2.2% in the previous quarter. The two main components of labour costs are wages and salaries and non-wage costs. In the euro-zone, wages and salaries grew at an annual rate of 2.1% in the fourth quarter of 2005, and non-wage costs by 2.5%, compared to 2.2% and 2.4% in the third quarter. In the EU25 wages and salaries rose by 3.2% and the non-wage component by 2.1%. In the previous quarter the corresponding rates were 2.1% and 2.5%. A breakdown by economic activity shows that in the euro-zone hourly labour costs rose by 2.2% in industry, by 2.4% in services and by 2.6% in construction in the fourth quarter of 2005. In the EU25, labour costs grew by 2.6% in industry, by 3.0% in services and by 3.3% in construction. Ces estimations sont publiées par Eurostat.[08] Commission signs agreement on Croatia's participation in the 'Intelligent Energy - Europe' programmeThe European Energy Commissioner, Andris Piebalgs, and Croatian Vice Prime Minister, Damir Polančec signed today in Brussels a Memorandum of Understanding which paves the way for Croatia's participation in 'Intelligent Energy – Europe', the EU's programme to promote energy efficiency and the wider use of renewable energy sources.
