  • [01] La Commission propose une stratégie pour améliorer l'environnement dans les villes européennes

    La Commission européenne a lancé aujourd’hui une nouvelle stratégie thématique pour l'environnement urbain, visant à aider les Etats membres, ainsi que les autorités régionales et locales à améliorer la performance environnementale des villes européennes. Cette stratégie est une des sept prévues par le 6ème programme d'action pour l'environnement. Son objectif est de faciliter la mise en œuvre des politiques et de la législation communautaire en matière d’environnement au niveau local, grâce à un échange d'expérience et de bonnes pratiques entre les collectivités locales d'Europe. Aujourd'hui, quatre européens sur cinq sont des citadins, et l'état de l'environnement urbain a des répercussions directes sur leur qualité de vie.

    [02] Commission pledges €80 million to fight bird flu in third countries

    At the "International Pledging Conference on Avian and Human Pandemic Influenza" in Beijing on 17-18 January, the European Commission will pledge its external response to the threat of avian flu, including a grant of up to €80 million to combat the spread of the virus in developing countries, particularly in Asia. The conference's aim is to mobilize and co-ordinate the financial support from donors to boost the response to avian influenza and potential flu pandemic at the national, regional and global level. The lion's share of the pledged monies will support integrated national response strategies in third countries in addition to the considerable efforts these countries themselves are making. The Commission's contribution, coming from the external relations budgets and the European Development Fund, will be announced on behalf of the Commission by Health and Consumer Protection Commissioner, Markos Kyprianou. This will add to contributions provided by EU Member States, and will feed into the total pledged by all donors attending the conference. The meeting will gather over 90 countries, as well as 25 organisations, including the World Health Organisation (WHO), the World Organisation for Animal Health (OIE) and the Food and Agriculture Organisation (FAO).

    [03] Louis Michel se rend au Libéria pour l'investiture de Ellen Johnson Sirleaf, la première Présidente élue du continent africain

    Le Commissaire européen au Développement et à l'Aide humanitaire, Louis Michel, assistera lundi prochain à la prise de fonctions de la Présidente du Libéria, Ellen Johnson Sirleaf, qui deviendra ainsi la première Présidente élue du continent africain. M. Michel signera ensuite avec les autorités libériennes le document stratégique et le programme indicatif approuvés par la Commission en novembre 2005. Ces actes permettront d'intensifier la coopération avec ce pays ravagé par 14 ans d'une guerre qui a causé des dizaines de milliers de victimes et a détruit la quasi-totalité des infrastructures du pays.

    [04] GMOs : three maize types authorised for marketing in the EU

    The European Commission today authorised the placing on the market of three genetically modified maize lines. Two of these, GA21 and MON863, were authorised for use as food and food ingredients. The third, MON863x810, was authorised for import and industrial processing, mainly into animal feed. In line with EU labelling and traceability rules, the three maize types and any product containing them will have to clearly indicate that they have been genetically modified. The Commission's decisions follow after Council did not reach a qualified majority to either approve or reject proposals for the authorisation of these GMOs. In such a case, the Commission has to adopt a decision. The authorisations will remain valid for 10 years, and they result from applications submitted by the producer company, Monsanto. GA21 maize is genetically modified to be tolerant of "Roundup-Ready" herbicide, thus improving weed management and crop production, while MON863 is modified to have resistance against corn root borer, a beetle which can cause severe damage to maize crops. MON863x810 has been made resistant to corn rootworm and certain other pests. The three GM maize crops are not authorised for cultivation in the EU. GA21 and MON863 are the last two GM foods to be authorised under the Novel Food Regulation (258/97), which, since 18 April 2004, has been replaced by Regulation 1829/2003 for GM food and feed. MON863x810 is the fifth GM line to be authorised under Directive 2001/18 on the deliberate release of GMOs into the environment.

    [05] Commission clears acquisition of AM by BAM

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of AM N.V. (AM) of the Netherlands by Koninklijke BAM Groep N.V. (BAM), also of the Netherlands. BAM is active in construction, residential property development, commercial project development, civil engineering, contracting, consultancy and engineering and public-private partnership activities. AM is active in residential and commercial project development. The operation was examined under the simplified merger review procedure.

    [06] Commission clears acquisition of AM by Morgan Stanley

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of AM Development B.V. of the Netherlands by Morgan Stanley Real Estate V International Fund (MS) of the UK. AM is active in the development of office and retail real estate. Morgan Stanley is a global financial services company active in investment banking, sales, trading, financing, private equity and real estate. MS is one of Morgan Stanley's real estate private investment opportunity funds. The operation was examined under the simplified merger review procedure.

    [07] eTwinning : Linz accueille une conférence sur le bilan des partenariats scolaires "virtuels"

    Lancée en janvier 2005, eTwinning - une initiative européenne qui encourage les partenariats scolaires sur l'Internet - s'est rapidement affirmée comme un outil majeur de la coopération scolaire en Europe : plus de 11.300 écoles y participent déjà . C'est dans la ville autrichienne de Linz que seront récompensés aujourd'hui, pour la première fois, les meilleurs projets eTwinning. Les prix seront décernés par Ján Figel', commissaire européen responsable de l'éducation, de la formation, de la culture et du multilinguisme, et par Mme Elisabeth Gehrer, ministre fédérale de l'Education d'Autriche. L'initiative eTwinning est la principale composante du programme européen eLearning.

    [08] Quarterly euro-area GDP growth projections in the range of 0.4% to 0.8% for the last and the current quarter and 0.4% to 0.9% for the second quarter of 2006

    The dynamic factor model for quarterly GDP growth in the euro area, developed by the European Commission's Directorate General for Economic and Financial Affairs, projects the following ranges for quarterly growth : 0.4% to 0.8% in the fourth quarter of 2005; 0.4% to 0.8% in the first quarter of 2006; and 0.4% to 0.9% in the second quarter of 2006.

    [09] Deuxième estimation pour le troisième trimestre 2005 : le PIB de la zone euro et celui de l'UE25 en hausse de 0,6% - +1,6% et +1,8% respectivement par rapport au troisième trimestre 2004

    Au cours du troisième trimestre 2005, le Produit Intérieur Brut (PIB) de la zone euro et celui de l'UE25 ont augmenté de 0,6% par rapport au trimestre précédent, selon les estimations révisées publiées par Eurostat. Au cours du deuxième trimestre 2005, les taux de croissance avaient été de +0,4% dans la zone euro et de +0.5% dans l'UE25. En comparaison avec le même trimestre de l'année précédente, le PIB de la zone euro a augmenté de 1,6% et celui de l'UE25 de 1,8% après respectivement +1,2% et +1,5% au cours du trimestre précédent. Au cours du troisième trimestre 2005 et parmi les Etats membres pour lesquels des données sont disponibles, la Finlande (+2,9%) a enregistré le plus fort taux de croissance, suivie de l'Estonie (+2,6%) et de la Lituanie (+2,4%). Seul le Portugal (-0,9%) a enregistré une baisse.

    [10] Taxation des produits énergétiques et de l'électricité - procédures d'infraction contre la France et l'Allemagne

    La Commission européenne a décidé d'adresser à la République française un avis motivé, deuxième étape de la procédure d'infraction prévue à l'article 226 du traité CE, pour non communication des mesures de transposition en droit interne de la directive 2003/96/CE restructurant le cadre communautaire de taxation des produits énergétiques et de l'électricité. Elle a également décidé de saisir la Cour de justice à l'encontre de l'Allemagne pour défaut de transposition de cette même directive.

    [11] Direct tax : Commission acts against Germany over legislation concerning the pension-savings grant

    The European Commission has sent Germany a formal request to amend its legislation on the pensions savings grant that is available to individuals in order to encourage them to make provision for their old age. The Commission considers that the unequal treatment of residents and non residents by certain aspects of this legislation is contrary to the EC Treaty provisions on the free movement of workers and persons. The request is in the form of a Reasoned Opinion under Article 226(1) of the EC Treaty. If Germany does not reply satisfactorily to the reasoned opinion the Commission may refer the matter to the Court.

    [12] Energy taxes : infringement procedures against Germany for not implementing two Court judgments

    The European Commission has decided to take legal action against Germany for failure on two counts to comply with EU rules on energy taxation (Directive 2003/96/EC) and rulings of the European Court of Justice. It will send Germany a "letter of formal notice", the first stage of the infringement procedure laid down in Article 228 of the EC Treaty, over Germany's failure to follow a 2004 ruling by the Court on the range of products which should be taxed as "heating fuels" under the Directive. It will also send Germany a reasoned opinion, the second stage of the infringement procedure under Article 228, because Germany taxes certain fuels used for navigation in Community waters which should be tax exempt in accordance with the Directive, as confirmed in a second Court decision.
