  • [01] Simplification de la législation communautaire sur les détergents et meilleure protection de l'environnement aquatique

    Les agents de surface utilisés dans les lessives en poudre peuvent avoir un effet toxique dans les eaux superficielles et imposer une charge aux stations d'épuration des eaux usées. Afin de réduire ces impacts négatifs sur l'environnement aquatique, cinq directives communautaires qui remontent aux années 1970 disposent déjà que les détergents doivent être biodégradables dans une large mesure. A partir du 8 octobre, un nouveau règlement introduit des méthodes d'essai plus strictes de la biodégradabilité des agents de surface contenus dans les détergents. On met désormais l'accent sur la biodégradabilité finale plutôt que sur la biodégradabilité primaire, et les exigences en matière d'étiquetage visant à protéger la santé des consommateurs sont également renforcées, notamment en ce qui concerne les substances allergisantes présentes dans les détergents. Ce nouvel acte législatif constitue un exemple de plus de l'amélioration de la législation, dans la mesure où il simplifie le droit communautaire en rassemblant en un seul texte cinq directives et une recommandation de la Commission sur l'étiquetage des détergents.

    [02] Commission clears acquisition of SPEED by BLB

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Speed Investments Ltd. (SPEED) of Jersey, the Channel Islands by Bayerische Landesbank (BLB) of Germany. As one of Germany's largest banks, BLB's principal activity is the provision of an extensive range of banking and associated services. BLB is jointly owned by the Free State of Bavaria and the Association of Bavarian Savings Banks. SPEED is a holding company which, through SLEC Holdings, owns the commercial rights in the Formula One Series through control of a number of companies known collectively as the Formula One Group. The operation was examined under the simplified merger review procedure.

    [03] Commission to provide €1.7 million in humanitarian aid for victims of tropical storm Stan in El Salvador and Guatemala

    €1.7 million are being provided by the European Commission to alleviate the suffering of more than 30,000 people affected by natural disasters in El Salvador and Guatemala. The two countries have been badly affected by floods following the passage of tropical storm Stan, and needs in El Salvador have also arisen as a result of the eruption of the Ilamatepec volcano. The funds are being channelled through the Commission's Humanitarian Aid department which falls under the responsibility of Commissioner Louis Michel.

    [04] Commission welcomes adoption of the police reform proposal by the National Assembly of Republika Srpska

    The European Commission welcomed on 6 October adoption of the police reform proposal by the National Assembly of Republika Srpska. This proposal is fully in line with the three principles outlined by the Commission for successful police reform. Enlargement Commissioner Olli Rehn recalled : "This decision is a important step forward ; however it is clear that this agreement now has to be adopted by the BiH and Federation Parliaments in order to achieve the police reform which is a condition to start negotiations on a Stabilisation and Association Agreement. The Commission has reiterated many times why Bosnia and Herzegovina needs efficient police services serving its citizens. Progress of this reform will be closely monitored by the Commission and other members of the International Community. I am also very pleased that after many years the BiH Parliament adopted one of the laws on Public Broadcasting. The PBS system legislation is only the first legislative act necessary for the functioning of the whole structure. In the following months the Commission will expect the BiH authorities to adopt all the necessary legislation and start implementation of public broadcasting reforms."

    [05] Le chômage dans l'UE25 : les taux de chômage régionaux étaient compris entre 2,4% et 32,8% dans l'UE25 en 2004 ; les taux de chômage des jeunes variaient entre 5,4% et 56,6%

    En 2004, les taux de chômage régionaux présentaient de larges disparités dans l'UE25, s'échelonnant entre 2,4% dans la région de Dorset & Somerset au Royaume-Uni et 32,8% dans celle de la Réunion en France. Dans l'ensemble de l'UE25, le taux de chômage est resté stable entre 2003 et 2004, s'établissant à 9,2%. Au niveau régional, les taux ont augmenté dans 57% des 254 régions NUTS 2 de l'UE25. Sur les 254 régions, 44 ont enregistré un taux de chômage égal ou inférieur à 4,6% en 2004, soit la moitié de la moyenne de l'UE25. Il s'agit de 21 régions du Royaume-Uni, 7 régions d'Italie, 6 régions d'Autriche, 5 régions des Pays-Bas, ainsi qu'une région de Belgique, de République tchèque, d'Irlande, de Hongrie et du Portugal. A l'autre extrême, 21 régions ont enregistré un taux égal ou supérieur à 18,4%, soit le double de celui de l'UE25. Il s'agit de 9 régions polonaises, 6 régions allemandes, 4 régions françaises (tous départements d'outre-mer) et de 2 régions slovaques. Les données sur le chômage régional, établies sur la base de l'enquête communautaire sur les forces de travail, sont extraites d'un rapport publié par Eurostat.

    [06] Latest report underlines progress in the EU-Russia Energy Dialogue

    The sixth progress report on the EU-Russia Energy Dialogue, prepared by the Russian Minister of Industry and Energy Victor Khristenko and European Commission Director General François Lamoureux in view of the EU-Russia Summit held in London on October 4, takes note of the steady progress being made in EU-Russia energy relations and underlines the importance for continuing work on bringing energy strategies closer.

    [07] Markos Kyprianou addresses European Health Forum

    Markos Kyprianou, European Commissioner for Health and Consumer Protection, today addressed the European Health Forum in Gastein, Austria, on the subject of fostering stronger partnerships to address Europe's key health challenges. Speaking at a press conference, Commissioner Kyprianou identified preparing for an influenza pandemic as one of Europe's greatest health challenges, and emphasised the importance of partnership between the EU and its Member States in this regard. The Commissioner stressed that Europe's collective defences would only be as strong as the weakest link in the chain, and urged Member States to stockpile anti-viral medicines and make advance purchase agreements with vaccine manufacturers. He also emphasised the importance of a partnership at international level to help the worst affected countries in South East Asia deal with avian influenza, working under the umbrella of the responsible UN agencies and the World Bank.
