  • [01] Vingt ans de dialogue social européen : les partenaires sociaux contribuent au débat sur le future de l’Europe

    (! embargo 17h30 !) M. José Manuel Barroso, président de la Commission européenne, a déclaré aujourd'hui lors du sommet sur le dialogue social tenu Bruxelles : "Sans solidatiré, il n'y aurait pas d'Union européenne. Pour faire face l'évolution rapide de la globalisation, nous devons travailler intensément avec nos partenaires sociaux, afin de renouveler et consolider les modèles économiques et sociaux de l'Europe". M. Vladimír pidla, commissaire chargé de l'emploi, des affaires sociales et de l'égalité des chances, a souligné que le rôle des partenaires sociaux est devenu plus crucial encore en raison des défis économiques et sociaux auxquels l'UE doit faire face, comme les restructurations industrielles et le vieillissement de la population. Cette rencontre a fourni aux partenaires sociaux l'occasion de contribuer au débat sur l'avenir du modèle social européen, qui sera examiné le mois prochain lors du sommet informel des chefs d'Etat au Royaume-Uni.

    [02] Commission proposes advancing the single market for radio spectrum use

    The European Commission today presented a new EU strategy for an optimal use of radio spectrum in Europe. Radio spectrum is a critical input for many sectors relying on wireless transmission such as broadcasting, transport systems and mobile telephony. How we manage this essential resource in Europe has a significant impact on consumer choices, growth and innovation potential. The proposed EU strategy aims to lower the barriers to access radio resources and to take advantage of the synergies resulting from a common European approach.

    [03] La Commission autorise l'acquisition de Wheelabrator Allevard par LBO France

    La Commission européenne a autorisé, en vertu du règlement CE sur les concentrations, le projet d'acquisition de la société française d'abrasifs et d'outils diamantés Wheelabrator Allevard SA par la société d'investissement LBO France. La Commission a considéré que cette opération n'entraverait pas de manière significative une concurrence effective dans l'Espace économique européen ou dans une partie substantielle de celui-ci.

    [04] Commission clears acquisition of Kerr-McGee by APMM

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Kerr-McGee (G.B.) Limited of the UK and Kerr-McGee AS of Norway by AP Moller- Maersk A/S (APMM) of Denmark. AP Moller- Maersk A/S is an international group based in Copenhagen, with activities in shipping, operation of tankers, supply vessels and drilling rigs, oil and gas exploration and production. Kerr- McGee is active in the exploration and production of oil and natural gas in the UK and Norwegian sector of the North Sea. The operation was examined under the simplified merger review procedure.

    [05] Commission clears acquisition of Nordsee by Nomura and KFRI

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Nordsee GmbH (Nordsee) of Germany by Nomura International plc (Nomura) of the UK and Mr Heiner Kamps, a private investor, and TML-Invest S. .r.l. (TML) of Switzerland, both through Kamps Food Retail Investments S.A. (KFRI) of Luxembourg, a vehicle company established for this transaction. Nomura is a wholly owned subsidiary of the Nomura Group, an international investment bank based in Japan. TML belongs to the Müller Group, a German group active mainly in the production and distribution of fresh dairy products and fruit preparations. Nordsee operates fast-food restaurants and seafood retail outlets in Germany Austria and Switzerland. It is also active in the seafood wholesale business in Austria and recently opened outlets in the Czech Republic and Slovenia. The operation was examined under the simplified merger review procedure.

    [06] Commission clears acquisition of Terreal by LBO

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of the undertakings Clay Tiles Europe SA (CTE) of France and Ludowici Roof Tile INC (Ludowici) of the US, which together own the Terreal group of companies (Terreal) of France, by LBO France Gestion (LBO) of France. LBO manages a number of investment funds and has interests in a broad range of businesses. Terreal manufactures a wide range of clay roofing tiles and bricks for use in residential and office buildings. It has three businesses : clay roofing tiles, clay structural bricks and clay facing and decorative bricks. The operation was examined under the simplified merger review procedure.

    [07] Commission clears acquisition of Prodirest, Discol and Goninet by transGourmet

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Prodirest S.N.C (Prodirest), SA Discol (Discol) and Goninet S.N.C. (Goninet), all of France, by transGourmet Holding AG (transGourmet) of Switzerland, which is jointly controlled by the Rewe Group of Germany and the Coop Group of Switzerland. transGourmet is a holding company for investments in companies active in wholesale trade to the catering industry and related areas. It is also active in the wholesale distribution of foods and hygiene products to the catering industry. REWE is one of Germany's leading groups in food wholesale and retailing. It also pursues interests in the area of tourism. Coop is active in food retailing and to a smaller extent the production of food and hygiene products. Prodirest is active in the wholesale distribution of foodstuffs and hygiene products to the catering industry in France. Discol is mainly a holding company for investments in businesses in the food sector. Goninet specialises in the retail of food and hygiene products in France. The operation was examined under the simplified merger review procedure.

    [08] Commission discusses Africa Strategy with Africa's regional organisations

    European Commissioner Louis Michel meets today Africa's regional organisations to discuss the Commission's proposal for a new EU Strategy for Africa to be adopted on 12 October. The meeting follows on in-depth written consultation over the past two months on the major ideas of the Strategy. This strategy should provide a common, comprehensive, and coherent framework for action for all EU Member States and the Commission to support Africa's efforts to reach the UN Millennium Development Goals (MDGs).

    [09] Olli Rehn on postponement of the vote on the Protocol to the Ankara Agreement by the European Parliament

    Following the postponement of the vote on the Protocol to the Ankara Agreement by the European Parliament on 28 September, the European Commissioner for Enlargement, Olli Rehn, stated : "I regret the decision of the European Parliament today. However, this is a postponement not a rejection. Unfortunately this decision does not strengthen our position in urging Turkey to stick to its commitment, that is following the signature, to ratify and implement the Protocol without delay. The postponement has no impact on the start of the negotiations, since the only conditions related to the Protocol was its signature by Turkey, which has taken place."

    [10] Sécurité aérienne : la Commission et Eurocontrol discutent du futur système de trafic aérien

    M. Janez Potočnik, membre de la Commission européenne chargé de la recherche, rencontre aujourd'hui Bruxelles des hauts fonctionnaires d'Eurocontrol pour discuter des travaux de recherche prévoir dans le prochain programme-cadre de recherche européen (2007-2013) pour répondre aux besoins du futur système de gestion du trafic aérien. La Commission propose d'allouer des ressources importantes du septième programme-cadre au volet recherche d'un système complet de gestion du trafic aérien l'échelle européenne, qui devra soutenir l'initiative du ciel unique européen lancée par la Commission. La qualité de la gestion du trafic aérien est un élément de première importance parmi les facteurs qui permettront de continuer d'assurer la sécurité des passagers aériens en Europe.

    [11] Major conference on how to put risk capital at the service of European innovation and enterprise

    On Wednesday and Thursday next week, the UK Presidency and the European Commission will jointly hold a major conference in London to debate and make recommendations on how risk capital should support the establishment of Europe as a leader in innovation, growth and enterprise. The success of Skype Technologies SA highlights how spectacular technological and commercial breakthroughs can be reached through venture capital investment in start-up companies. Skype is a peer-to-peer phone services provider using Voice over Internet Protocol (VoIP) allowing people to talk to each other by linking their computers. This success story only began two years ago. In 2003, the fledgling company benefited from a European Technology Facility (ETF) start-up investment made by the European Investment Fund (EIF). The ETF Start-up financial instrument, supported under the Commission's Multiannual Programme for enterprise and entrepreneurship (MAP), provides equity to venture capital funds investing in young SMEs with growth potential. This is one of the policies aimed at enhancing the growth of small businesses that will be discussed at the "Risk Capital Summit 2005 - Investing for Growth and Competitiveness in Europe" in London on 4 and 5 October 2005 ; see http://www.riskcap2005.com
