MIDDAY EXPRESSNews from the Press and Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Presse etbCommunication21/09/05[I] Résultats de la Commission de ce jour - Outcome of today's Commission meeting[01] La Commission présente un arsenal de mesures sur la lutte contre le terrorismePoursuivant son approche globale et équilibrée de la lutte contre le terrorisme, la Commission européenne a présenté quatre initiatives, à savoir une proposition de directive sur la conservation de données relatives au trafic des communications électroniques ; une décision financière en vue de l'allocation de €7 millions à un projet pilote dans le domaine de la prévention des attaques terroristes ainsi que de la préparation et de la réponse à ces dernières ; une proposition de décision autorisant la signature de la convention du Conseil de l'Europe relative au blanchiment d'argent et au financement du terrorisme ; une communication intitulée "Le recrutement des groupes terroristes: combattre les facteurs qui contribuent à la radicalisation violente".[02] Commission proposes rules on communication data retention which are both effective for law enforcement and respectful of rights and business interestsThe European Commission has adopted a proposal for a Directive on the retention of communications traffic data. The proposal provides for an EU- wide harmonisation of the obligations on providers of publicly available electronic communications, or a public telecommunications network, to retain data related to mobile and fixed telephony for a period of one year, and internet communication data, for six month. The proposed Directive would not be applicable to the actual content of the communications. It also includes a provision ensuring that the service or network providers will be reimbursed for the demonstrated additional costs they will have. For its adoption, the proposal requires the approval both of the European Parliament and the Council. The Council is currently discussing an alternative text, a Framework Decision which would allow for data retention of up to three years and could be adopted by the Council alone.[03] La Commission présente ses projets pour le futur programme de rechercheLa Commission européenne a présenté en détail sa proposition relative à un nouveau programme de financement des activités de recherche et développement pour la période 2007-2013. Les programmes spécifiques proposés par la Commission mettent en œuvre les grandes lignes présentées par la Commission en avril 2005 sous le nom de septième programme-cadre, lequel s'articule autour de quatre grandes parties : coopération, idées, personnel, capacités. Ils vont être examinés par le Parlement européen avant d'être soumis à la décision du Conseil.[04] La Commission propose une stratégie en faveur de la pureté de l'air en vue de protéger la santé humaine et l'environnementLa Commission européenne a proposé une stratégie ambitieuse qui permettra d'obtenir de nouvelles améliorations notables de la qualité de l'air dans toute l'Europe. La stratégie thématique en matière de pollution atmosphérique vise à réduire, de près de 40% d'ici 2020 par rapport aux chiffres de 2000, le nombre de décès prématurés provoqués chaque année par des maladies liées à la pollution atmosphérique. Elle vise également à réduire sensiblement la superficie des forêts et des autres écosystèmes qui est endommagée par des polluants atmosphériques. Tout en couvrant la totalité des grands polluants aériens, la stratégie accorde une attention particulière aux poussières fines, également appelées particules, et à la pollution par l'ozone troposphérique puisqu'ils sont les plus dangereux pour la santé humaine. Dans le cadre de la stratégie, la Commission propose de commencer à réglementer les particules atmosphériques, connues sous le nom de PM2,5, qui pénètrent profondément dans les poumons chez l'homme. La Commission propose également de rationaliser la législation relative à la qualité de l'air en fusionnant les instruments juridiques existants en une directive unique sur la qualité de l'air ambiant, une démarche qui contribuera à l'initiative "Meilleure réglementation" visant à améliorer le cadre réglementaire.[05] Commission adopts report on the United Kingdom's budgetary situationThe European Commission has adopted a report on the budgetary situation of the United Kingdom following notification by the UK authorities last month that the general government deficit reached 3.2% of GDP in the 2004/05 financial year. Under EU rules, the Commission must draft a report when the 3% deficit limit is exceeded. As required by the Treaty, the Commission will wait for the opinion of the Economic and Financial Committee before making its opinion on whether the UK deficit is excessive and whether recommendations ought to be issued.[06] La Commission lance une consultation publique sur des mesures visant à améliorer les aides d'Etat à l'innovationLa Commission européenne lance une consultation sur les améliorations à apporter aux règles communautaires en matière d'aides d'Etat pour ce qui est des projets encourageant l'innovation, dans le but de connaître l'avis des personnes intéressées avant de procéder à l'adoption de mesures définitives. Au nombre des améliorations proposées figurent l'élaboration de règles applicables aux aides à l'innovation et de critères visant à aider les autorités publiques à mieux cibler leurs aides, la clarification des règles en vue d'une sécurité juridique accrue, ainsi qu'une simplification du cadre réglementaire. Les propositions concernant les aides à l'innovation couvrent six grands domaines, à savoir les entreprises innovantes en phase de démarrage, le capital investissement, l'intégration de l'innovation aux règles existantes en matière d'aides d'Etat à la recherche et au développement, les intermédiaires en innovation, la formation et la mobilité entre chercheurs universitaires et PME et enfin, la constitution de pôles d'excellence pour des projets présentant un intérêt européen commun.[II] Other news - Autres nouvelles[07] Commission welcomes CFI ruling in EDP/ENI/GDP caseThe Court of First Instance has today approved the European Commission's decision to prohibit the proposed acquisition of Gás de Portugal (GDP), the Portuguese gas incumbent, by Energias de Portugal (EDP), the Portuguese electricity incumbent, and the Italian energy company ENI. In December 2004, the Commission prohibited the merger as it considered that the deal would significantly impede effective competition and deprive domestic and industrial customers from the benefits of competition. The Court's judgement confirms that the Commission was right to block this merger in the absence of adequate remedies.[08] Commission clears acquisition of Bonna Sabla by Industri KapitalThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Bonna Sabla SA of France by Industri Kapital B.V., a European private equity investment firm working out of offices in London, Stockholm, Hamburg and Oslo. Industri Kapital manages and controls investments made by its private equity funds. Bonna Sabla is a group of companies active in the manufacturing of pre-cast concrete products for construction and civil engineering, notably concrete pipes and railway, tram and metro sleepers. The operation was examined under the simplified merger review procedure.[09] Commission clears acquisition of Herlitz by AICThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Herlitz AG (Herlitz) of Germany by Advent International Corporation (AIC) of the US. AIC is a private investment company acting as a general partner in a number of investment funds organised as limited partnerships (Advent Funds). Herlitz produces and distributes stationery and office supplies and provides related services. The operation was examined under the simplified merger review procedure.[10] Second quarter 2005 compared to second quarter 2004 - Euro-zone labour costs up by 2.3% - EU25 up by 2.6%Total hourly labour costs in the whole economy of the euro-zone grew by 2.3% in nominal terms in the second quarter of 2005 compared to the second quarter of 2004. In the first quarter of 2005 the increase was 3.0%. In the EU25 the annual rise was 2.6% in the second quarter of 2005, compared to +3.4% in the previous quarter. Among the Member States for which data are available in the second quarter of 2005, the smallest annual rises were recorded in Germany (0.8%), Malta (1.1%), Poland (1.8%), Portugal (2.5%), France and Sweden (both 2.7%). The largest increases were observed in Latvia (14.2%), Estonia (10.4%), Slovakia (7.6%), Slovenia (7.2%) and Lithuania (7.0%). In industry, hourly labour costs rose by 2.3% in the euro- zone and by 2.2% in the EU25. Among the Member States for which data are available, annual changes ranged between +0.8% in Germany and +15.3% in Latvia.
