[01] José Manuel Barroso to attend the United Nations World Summit 2005
The President of the European Commission José Manuel Barroso is scheduled
to attend the UN World Summit 2005 in New York on 14 September. He will be
accompanied by Commissioner for Development and Humanitarian Aid, Louis
Michel and Commissioner for External Affairs, Benita Ferrero-Waldner.

European Commissioner for Development and Humanitarian Aid, Mr Louis Michel,
is going to New York to attend the United Nations Summit on the Millenium
Development Goals (MDGs). Just before he leaves, you will have the chance
to take part in a two-hour chat with the Commissioner, live from Brussels,
on a number of issues : What is the European Union doing about development
and humanitarian aid? What do you think of it? Are we doing enough? How can
you, and the EU, help to achieve the Millennium Development Goals.

[03] Semaine européenne de la mobilité 2005 : "Au travail, autrement !"
Des millions de personnes dans près de 930 villes d'Europe et d'ailleurs
participeront aux initiatives en faveur du transport durable organisées
dans le cadre de la semaine européenne annuelle de la mobilité, se
déroulant cette année du 16 au 22 septembre sur le thème "Au travail,
autrement !". La semaine européenne de la mobilité, qui en est à sa
quatrième édition, vise à convertir durablement les usagers à des moyens
de transport sans danger pour l'environnement et à les inciter à se
déplacer autrement qu'en voiture à chaque fois que c'est possible.
L'édition 2005 de la semaine européenne de la mobilité sera lancée le
16 septembre à l'occasion d'une conférence de haut niveau organisée Ã
l'hôtel de ville de Londres en collaboration avec la présidence
britannique de l'UE. Cette conférence réunira des représentants de tous
les niveaux d'administration publique pour un échange de vues sur la
mobilité et la qualité de l’air en milieu urbain. Tant le vice-
président de la Commission européenne chargé des Transports, Jacques
Barrot, que le membre de la Commission chargé de l'Environnement, Stavros
Dimas, y participeront. Des villes de la République tchèque, de France et
d'Espagne sont en lice pour le prix de la semaine européenne de la
mobilité, qui sera décerné lors de la conférence. Comme les années
précédentes, l'un des moments forts de la semaine dans nombre de villes
participantes sera la journée sans voiture.
[04] Commission launches further support for independent broadcasting in
Belarus
The European Commission has begun preparations for a €2 million project
to increase access in Belarus to independent sources of news and
information. This follows the €138,000 contract already granted to
Deutsche Welle Radio which will begin broadcasting via radio and Internet
on November 1st. Interested broadcasters have until 11th October to signal
their interest in a new contract for co–production and broadcasting on
television and radio in Belarusian and Russian over a period of two years
starting on 1st January 2006. The aim is to provide access to independent
information about events in Belarus and in the outside world, and to
enhance the knowledge of the Belarusian population about democracy,
pluralism, rule of law, freedom of the press and human rights.
[05] Aceh : Commission reconstruction activities post-Tsunami
The European Commission is keeping its promises on the long-term
reconstruction of the Indonesia's Aceh province following the Tsunami.
After a first payment of €30 million last July, it has now approved a
further contribution of €38 million out of the €207 million pledged for
Indonesia. To coordinate the EU reconstruction activities, the Commission
is establishing within the next days the "Europe House" in Banda Aceh. Most
of the Commission funds to the region are channeled through the Multi-Donor
Trust Fund for the post-Tsunami reconstruction.
[06] Aceh : Commission releases €4 million to support the peace process
The European Commission will provide €4 million, under its Rapid Reaction
Mechanism, to help re-integrate into civilian life former political
prisoners and fighters in the long-running conflict in Aceh. The move
follows the signature on 15Â August 2005 of a peace agreement, in the form
of a Memorandum of Understanding, between the Government of Indonesia and
the Free Aceh Movement (GAM), which it is hoped signals the end of this 30-
year conflict. The Commission support will cover the immediate basic needs
of GAM returnees and their families, establishing a solid framework for the
longer-term reintegration process.
[07] Sudan : Commission allocates €15 million to victims of the Darfur
conflict
The European Commission has released an additional €15 million in
humanitarian aid for the victims of the protracted crisis in the Darfur
region of Sudan. This amount will enable partners to continue providing
victims with food and nutritional support, shelter, access to clean water
and sanitation, emergency health care and protection for vulnerable
civilians.
[08] Aftermath of Katrina hurricane : state of play of EU assistance to the
US
For the first time in the history of the EU's Civil protection mechanism,
all thirty countries participating in the mechanism have offered assistance
after a request was made by the United States following the devastation
caused by the hurricane Katrina. The thirty countries have communicated
their offers to the Commission's Monitoring and Information Centre (MIC),
who is coordinating the assistance in close cooperation with the UK
Presidency.
[09] Crise du pétrole : la Commission appelle les Etats membres Ã
s'organiser
Vu le prix élevé du pétrole, la Commission européenne a convoqué ce
vendredi 9 septembre le Groupe Approvisionnements pétroliers qui rassemble
les experts pétroliers des administrations nationales des Vingt-cinq.
L'objectif de cette réunion est de passer en revue le niveau des stocks
pétroliers dans les pays européens, estimé actuellement à 117 jours de
consommation, et de coordonner les mesures que les Etats membres devront
prendre. "La montée récente des prix pétroliers, lesquels ont atteint
des niveaux records en termes absolus, est une source d'inquiétude
grandissante pour les perspectives économiques de l'Union européenne", a
expliqué le Commissaire à l'Energie, Andris Piebalgs. "Face à un
phénomène qui risque de perdurer, seule une réponse coordonnée de
l'ensemble des pays européens permettra de dégager des solutions
efficaces. Les Etats membres ne doivent pas céder à la tentation d'amortir
la hausse des prix du pétrole par une réduction unilatérale de la
fiscalité."
[10] Conseils informels des ministres de l'Agriculture et de
l'Environnement - des chiffres concernant l'impact de l'agriculture sur les
émissions de gaz à effet de serre
L'agriculture contribue pour environ 10% aux émissions de gaz à effet de
serre de l'UE25 et en constitue la deuxième source après l'énergie. Si
les émissions imputables à l'agriculture sont restées stables dans
l'UE25 entre 1994 et 1999, elles ont baissé de 6% entre 1999 et 2003.
L'agriculture peut également contribuer à réduire les émissions de gaz Ã
effet de serre générées par le secteur de l'énergie au travers d'une
production accrue d'énergies renouvelables. En particulier, entre 1993 et
2003, la consommation de biomasse dans l'UE25 a augmenté de 47% et compte
pour 4% du total de la consommation intérieure brute d'énergie. Dans le
cadre des Conseils informels Environnement et Agriculture qui se
dérouleront à Londres du 9 au 12 septembre, une réunion conjointe des
ministres de l'Environnement et de l'Agriculture se tiendra le 11Â
septembre qui portera sur les relations entre changement climatique et
agriculture. A cette occasion, Eurostat présente des données sur les
aspects clés, tels que l'origine des émissions de gaz à effet de serre
imputables à l'agriculture ainsi que la contribution positive de
l'agriculture dans la réduction des émissions de gaz à effet de serre
générées par l'utilisation d'énergie via un recours accru aux énergies
renouvelables.
[11] Markos Kyprianou visits Romania
From 11 to 13 September, European Health and Consumer Protection
Commissioner Markos Kyprianou will visit Romania. He will speak on
influenza pandemic preparedness at the World Health Organisation Regional
Committee for Europe’s meeting in Bucharest, and hold bilateral meetings
with Romanian President Traian Basescu and the Minister of Health, Mr Eugen
Nicolaescu. He will also meet Mrs Anca Boagiu, Minister for European
Integration, and Mr Gheorghe Flutur, Minister for Agriculture, Forests and
Rural Development. Commissioner Kyprianou will discuss progress made by
Romania in view of joining the EU in 2007, and encourage Romanian
authorities to speed up the process. He shall in particular address the
implementation of EU laws in areas such as food safety, veterinary issues
(including the eradication of Classical Swine fever), and consumer affairs,
and discuss Romanian participation in European projects in this area. Mr
Kyprianou will hold a press conference in Bucharest on 13 September. This
will be held at the European Information Centre, 88, Calea Victoriei
starting at 12h30.
[12] Margot Wallström, Vice-President of the European Commission,
responsible for Institutional Relations and Communication Strategy, takes
part today in the Global Progressive Forum in Milan
The forum gathers decision-makers and civil society who meet to discuss the
development and reform of policies, institutions and strategies regarding
globalisation. In her speech to the Forum, Margot Wallström said : "The
problem is not the integrated global economy; the problem is the lack of
integrated global governance. Our present institutions and political
systems are not yet adapted to tackle the new circumstances. First, we need
policies that are not limited by national territory. And to carry out that
policy we need to reform and renew our global institutions. Second, we need
leaders who understand that getting global results are more important than
clinging to national power and narrow national interests. Third, I believe
we need new constructive alliances between progressive forces around the
world. I am thinking, first and foremost, of civil society, with all its
networks and associations, including our social democratic movement
together with the trade unions. Alliances must also be made with people in
the corporate sector, which is already a global actor. Under pressure from
these alliances, and guided by national politicians with the right
leadership and insight, I believe the EU can really begin to fulfil its
potential."
