  • [01] Medical devices: Commission consults public to improve public health and safety

    Medical devices comprise any instrument, appliance, software, etc. used for the purpose of disease prevention (e.g. vaccine-delivery devices), screening (e.g. mammography for breast cancer), diagnosis (e.g. use ultrasound system) or treatment or alleviation of disease. Recent public concern about breast implants, dialysers etc. shows that the medical devices sector represents a high profile activity and that the public expects enhanced safety standards. Consequently, a coherent EU regulatory framework and an effective implementation is crucial to maintain the highest level of public confidence. The European Commission has now invited the public to comment on its draft proposal to amend the rules on medical devices (MDD) and on active implantable medical devices (AIMDD) . The Commission is considering to relax confidentiality to allow certain information on all devices to be publicly available, thus improving transparency..

    [02] Concentrations: la Commission autorise la création d’une entreprise commune entre Belgacom et Swisscom

    La Commission européenne a donné le feu vert, en application du règlement sur les concentrations de l’UE, au projet d'entreprise commune entre Belgacom et Swisscom concernant les services de portage de télécommunications internationales. La Commission a conclu que cette opération n’entraverait pas de manière significative une concurrence effective dans l’EEE ou une partie substantielle de celui-ci.

    [03] Justice pénale : la reconnaissance mutuelle des décisions de justice nécessite le renforcement de la confiance mutuelle entre les Etats membres.

    La Commission a adopté hier et transmis au Parlement européen et au Conseil une communication « sur la reconnaissance mutuelle des décisions de justice en matière pénale et le renforcement de la confiance mutuelle entre les Etats membres ». La Communication développe un des messages forts du plan d’action adopté le 10 mai dernier pour réaliser le « Programme de La Haye » : le renforcement de la confiance mutuelle..

    [04] eHealth: Commission calls for better use of technologies that empower patients, improve healthcare and save lives

    Commissioners Markos Kyprianou, (Health and Consumer Protection) and Viviane Reding (Information Society and Media), are calling on governments and the private sector to make better use of information and communication technologies (ICT) in Europe’s healthcare systems. Health ministers and IT experts from across Europe are due to meet in the Norwegian town of Tromso on 23 and 24 May to debate how the potential of “eHealth” can be realised. This third European ministerial conference on eHealth is jointly organised by the Commission, Luxembourg Presidency and the Norwegian government. The event also encompasses an exhibition of best practices in healthcare drawn from across Europe (see MEMO/05/164).

    [05] Danuta Hübner discusses in Luxembourg the Community priorities for cohesion policy after 2006

    The European Commissioner responsible for regional policy, Danuta HÜBNER, will address today and tomorrow the Informal Ministerial Meeting on Regional Policy and Territorial Cohesion in Luxembourg. Chaired by the Luxembourg Minister of the Economy and Foreign Trade, Mr Jeannot Krecké, and following a presentation of an outline of ‘Community Strategic Guidelines on Cohesion’ for the 2007-2013 period by Commissioner Hübner, the meeting will discuss the new strategic approach for the next generation of Structural and Cohesion Funds’ programmes. For territorial cohesion, the debate will be based on two documents prepared by the Presidency and presented by the Luxembourg Minister of the Interior and for Spatial Development, Mr Jean-Marie Halsdorf.

    [06] European research - accelerating innovation and entrepreneurship

    Janez Potocnik, European Commissioner for Science and Research, will today tell the joint congress of European innovation networks and science parks in Nantes that the Commission's proposal for a new Framework Programme for Research and Development is relevant to industry and its ability to innovate. He will particularly detail the ways in which the Seventh Framework Programme and the complementary Competitiveness and Innovation Programme will support and promote small and medium-sized enterprises, and draw attention to the importance of investing in Europe's future growth and prosperity...

    [07] Commission clears acquisition of FTE by PAI

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of FTE Verwaltungs GmbH (FTE) of Germany by PAI Partners S.A.S. (PAI) of France. PAI is one of the largest private equity investors in Europe. PAI’s managed funds hold controlling stakes in a large number of companies, which operate in different fields of business, primarily within the consumer goods and services and general industrial sectors. FTE produces and sells car components, in particular transmission and brake systems. The operation was examined under the simplified merger review procedure..

    [08] Invitation for public comment on working document on Directive 2004/39/EC on the markets in financial instruments (“MiFID”)

    This working document has been drawn up following technical advice given to the Commission by the Committee of European Securities Regulators (CESR). Publication of the document is part of the open and transparent regulatory process the Commission follows for drawing up technical implementing measures in line with the procedures agreed to implement the March 2001 Stockholm European Council Resolution to improve decision-making concerning securities markets (see IP/02/195). Since this working document is not a formal Commission proposal, the period for the European Securities Committee to vote on the measures, and for the European Parliament to consider them, is not triggered at this stage. This working document is available on the European Commission's website: The document covers only part of the implementing measures that the Commission intends to adopt. It is related to the following Articles 13 and 18 of Directive 2004/39/EC. All comments sent to the Commission will be made public and posted on the above-mentioned website, unless authors specifically request the contrary. The Commission will draw up its formal proposal at a later stage.

    [09] Higher Education: 45 Ministers and the European Commission agree on the Bergen communiqué

    This morning, in Bergen (Norway), 45 Ministers responsible for higher education and the European Commission concluded a conference on the Bologna process.

    In his closing remarks, Commissioner Ján Figel’ said: “These two days in Bergen have demonstrated once more the strength of the Bologna Process as a voluntary process, led by the governments, who are responsible for organising their education and training systems, but implemented and co- organised by the higher education sector: institutions, students and staff. A process based on trust. The strength of this process implies that we must enable universities to adapt their curricula, their courses, their teaching methods. We must encourage the take-up of bachelor degrees, and ensure that employers (including, as the communiqué says, the public service) understand the value they represent, and provide the appropriate jobs. We must make sure that recognition works for students across borders, so that they can use the work they have already done. Quality Assurance agencies already exist: so we must support them as they train their staff and develop their capacities. We must have the debates on the wider qualifications framework, and on the ECTS and credits for lifelong learning, so that we can adapt the ECTS system to the new world of learning outcomes and competence-based degrees”.
