  • [01] Grippe aviaire : la Commission propose des mesures actualisées pour prévenir les épidémies

    La Commission européenne a adopté aujourd'hui une proposition de directive établissant des mesures communautaires actualisées de lutte contre l'influenza aviaire. Par le passé, la lutte contre les foyers d'influenza aviaire s'est avérée très coûteuse et a posé des problèmes de bien-être animal en liaison avec l'abattage en masse d'animaux. S'ajoute à cela une préoccupation croissante face aux risques pour la santé humaine dans l'éventualité de la mutation d'une souche d'influenza aviaire en un virus transmissible entre les humains. Les mesures actualisées qui sont proposées aujourd'hui reposent sur les leçons tirées des épidémies récentes et s'inspirent des nouvelles connaissances scientifiques. Le texte législatif proposé met fortement l'accent sur l'introduction de nouvelles mesures de lutte contre les virus faiblement pathogènes afin de les empêcher de muter en des formes hautement pathogènes qui ont été responsables des épidémies les plus spectaculaires et qui sont davantage susceptibles de nuire à la santé humaine.

    [02] Commission approves BBVA takeover of BNL and ABN Amro takeover of Banca Antonveneta

    The European Commission has cleared under the EU Merger Regulation the proposed public takeover bids of the Italian bank Banca Nazionale del Lavoro S.p.A. ("BNL") by the Spanish banking group Banco Bilbao Vizcaya Argentaria S.A. ("BBVA") and of Banca Antoniana Popolare Veneta S.p.A. ("Banca Antonveneta") by the Dutch banking group ABN Amro Bank N.V. ("ABN Amro"). The Commission concluded that the transactions would not impede effective competition in the EEA or any substantial part of it.

    [03] Commission clears acquisition of La Rinascente by PRE, DBRE and IA SGR

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of La Rinascente S.p.A. of Italy by Pirelli & C. Real Estate S.p.A. (PRE), DB Real Estate Global Opportunities IB, L.P. (DBRE) and Investitori Associati SGR S.p.A. (IA SGR). PRE is an Italian company belonging to the Pirelli group active in real estate investment management and real estate management. DBRE is a real estate investment fund managed by DBRE Global Estate Management IB, based in the Cayman Islands. IA SGR is an Italian company whose main activity is the management of the closed common securities investment fund Investitori Associati IV. Created in July 2004 ; this fund invests mainly in the Italian market and does not control any undertaking. La Rinascente is an Italian retail store selling clothing and accessories, household products and assorted goods. The operation was examined under the simplified merger review procedure.

    [04] Europe's elderly – how are they?

    The first detailed results of a European survey of health, ageing and retirement in Europe (SHARE) are being presented today in Brussels. The EU's Research Framework Programme awarded €2.9 million over three years to the SHARE research project which collected data on life circumstances of around 22,000 European citizens aged 50 and over in 11 countries, ranging from Scandinavia to the Mediterranean. Among the surprising results : Northern Europeans are healthier and wealthier but people in the South of Europe live longer. However, the main purpose of the survey was to give reliable data to researchers and policy makers in the field of public health, economics and social sciences. Europe has the highest proportion of older citizens of any continent worldwide and the average age of Europeans will continue to increase for many more years.

    [05] Le premier atlas européen des sols montre à quel point il importe de protéger cette ressource vitale

    En remplissant toute une série de fonctions environnementales, économiques, sociales et culturelles, les sols jouent un rôle vital dans la conservation de la diversité biologique et le maintien des écosystèmes mondiaux. Il s'agit d'un système vivant qui une fois détruit est perdu à jamais. L'érosion, la contamination, la réduction de la teneur en matières organiques, la perte de porosité due aux logements et aux infrastructures, les glissements de terrain et les inondations sont autant de facteurs qui contribuent à la dégradation d'une ressource essentielle à notre survie. Pour ces raisons, la Commission a créé le premier atlas européen des sols, qui est destiné à décrire et à expliquer les menaces qui pèsent sur nos sols, et à sensibiliser l'opinion sur la diversité et l'importance des sols pour notre vie. L'atlas contribuera à la réalisation des futures actions pour la protection des sols en Europe, telles que la proposition de stratégie thématique pour à la protection des sols, qui doit être présentée par la Commission avant la fin de 2005.

    [06] Gouvernement d'entreprise : nouveau groupe chargé de conseiller la Commission sur le renforcement des droits des actionnaires et la modernisation du droit des sociétés

    La Commission européenne a institué un groupe consultatif d'experts chargé de lui donner des avis techniques détaillés en vue de l'élaboration de propositions législatives dans le domaine du gouvernement d'entreprise et du droit des sociétés. Ce groupe se compose de vingt experts non gouvernementaux provenant de divers horizons professionnels (émetteurs, investisseurs, représentants des salariés, universitaires, professions réglementées, etc.) et possédant une expérience et des compétences particulières dans ce domaine.

    [07] Personnel : appointment of new Deputy Director-General for Employment and Social Affairs

    The European Commission has appointed Lenia Samuel as the new Deputy Director-General for Employment and Social Affairs and Equal Opportunities. Cypriot Lenia Samuel will take up her post in the coming weeks after having hold the position of Permanent Secretary in the Ministry of Labour and Social Insurance in her native country.

    [08] Commission and Ukraine strengthen energy cooperation in the framework of the EU-Ukraine Neighbourhood Action Plan

    On the occasion of his visit to Kiev, the European Commissioner for Energy, Andris Piebalgs, today met with Ukrainian Deputy Prime Minister, Oleh Rybachuk, and with the Minister for Fuel and Energy, Ivan Plachkov. This visit follows the recent adoption of the EU-Ukraine Neighbourhood Action plan and the recognition of energy as a priority area for strengthened EU- Ukraine cooperation. The talks aimed at providing the political guidance for achieving in the coming months progress on issues of common interest such as Ukrainian energy market liberalisation, energy efficiency, renewable energies, nuclear safety and cooperation on broader infrastructure projects. In addition the two parties signed an Agreement for Cooperation on Peaceful Uses of Nuclear Energy.

    [09] Statement by Benita Ferrero-Waldner on proposed new Iraqi cabinet

    European Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner has made the following statement on the proposed new Iraqi Cabinet : "I am delighted that the Iraqi Transitional Government has now been proposed to the President. The negotiations have taken time, but we understand that they have been an essential part of the process of setting up democratic institutions. With a new government in place, the EU will be able to take the next steps to demonstrate its commitment to helping Iraq build a new future. I am looking forward to discussing with the new ministers : the EU's offer to host in Brussels an international conference to support Iraq's development, in line with the priorities that the new government will spell out ; the EU's offer to support to the drafting of a new constitution, with the UN ; the implementation of the Commission's €200 million assistance programme for 2005, and particularly, the help we can give to boost Iraq's capacity in the all-important trade and energy sectors. I hope too, to discuss with my European colleagues the proposal I made earlier this year for a Troika visit to Iraq. This would be an important step forward in normalizing our political dialogue with this new partner."

    [10] Louis Michel assure le Président Kagame du soutien de l'UE au processus de réconciliation au Rwanda

    Lors de leur rencontre le 27 avril, le Commissaire européen au Développement et à l'Aide humanitaire, Louis Michel, a assuré le Président du Rwanda, Paul Kagame, du soutien de la Commission à toute démarche visant à réinsérer les milices ex-FAR/Interahamwe, qui opèrent dans l'est de la République Démocratique du Congo. Louis Michel a réitéré l'appui de la Commission à "la reconstruction du Rwanda sur une base non ethnique, avec un processus de réconciliation qui rende justice aux victimes du génocide et une démocratie stable et pluraliste, dans le respect des droits fondamentaux".

    [11] REACH : High Level Group meets to assess new impact studies

    Under the joint chairmanship of European Commission Vice-President Günter Verheugen and Commissioner Stavros Dimas, the High Level Group on further work on the impact assessment of REACH met on 27 April to discuss the results of impact studies which were commissioned by industry within the framework of arrangements agreed with the Commission. These studies look into the impact on supply chains on the basis of data supplied by individual firms in the chemicals, automobile, flexible packaging and inorganic (metals, cement, paper and pulp, etc.) and electronics sectors. The results of the fourth sector, electronics, will also soon be finalised. The Group also heard a report giving a general survey of the situation in the new Member States, and that this work will be complemented by a further report on the results of case studies involving individual firms in Poland, the Czech Republic and Estonia.

    [12] Résultats préliminaires pour 2004 : l'UE25 a enregistré un déficit des échanges courants de €21,8 milliards en 2004 ; déficit de €2,3 milliards au quatrième trimestre 2004

    Selon les dernières révisions, la balance des opérations courantes de l'UE25 avec les pays tiers a enregistré un déficit de €2,3 milliards au quatrième trimestre 2004, par rapport à un déficit de 0,6 milliard au quatrième trimestre 2003 et à un déficit de 10,6 milliards au troisième trimestre 2004. Au quatrième trimestre 2004, par rapport au quatrième trimestre 2003, un excédent plus élevé a été enregistré dans le compte des services (+9,0 milliards contre +8,0 milliards) et celui des revenus (+10,6 milliards contre +0,1 milliard), tandis que la balance des biens s'est détériorée (-10,4 milliards contre +1,9 milliard). Le déficit structurel du compte des transferts courants a légèrement augmenté (-11,4 milliards contre -10,6 milliards). Les résultats préliminaires pour 2004 révèlent une augmentation du déficit des échanges courants de l'UE25 par rapport à 2003 (-21,8 milliards contre -13, 8 milliards), à la suite de déficits plus importants dans le compte des biens (-26,9 milliards contre -9,1 milliards) et dans celui des transferts courants (-41,7 milliards contre -38,2 milliards), ceux-ci ayant plus que compensé la hausse de l'excédent du compte des services (+41,1 milliards contre +37,2 milliards) et l'amélioration de la balance des revenus (+5,5 milliards contre -3,6 milliards). Ces données provisoires, publiées par Eurostat restent sujettes à révision.
