Following this decision, the European Commission has adopted a new 3-year "Integrated Guidelines Package" for 2005 to 2008 designed to spur growth and jobs in Europe. Recommending concrete priority actions it lays out a comprehensive strategy of macroeconomic, microeconomic and employment policies to redress Europe's weak growth performance and insufficient job creation. The new integrated guidelines bring a simpler, more focused EU economic governance by reducing the number of guidelines and by concentrating on core measures to create growth and jobs. This package will give guidance to Member States to establish their newly established "national reform programmes" by Autumn 2005.[02] La Commission adopte des propositions pour augmenter le volume et l'efficacité de l'aide au développementLa Commission européenne a adopté des propositions visant accélérer les progrès vers les Objectifs du Millénaire pour le Développement (OMD), en augmentant le volume et en améliorant l'efficacité de l'aide au développement de la Commission et des Etats membres. Une augmentation significative de l'aide publique au développement (avec un nouvel objectif intermédiaire de 0.56% du RNB en 2010, pour atteindre le but de 0,7% en 2015), une cohérence accrue des politiques communautaires, une meilleure coordination entre Etats membres et l'UE et une appropriation soutenue de cette aide par leurs bénéficiaires sont les piliers des trois communications approuvées.[03] Emissions trading : Commission approves Czech allocation planThe European Commission has unconditionally accepted the Czech Republic's plan allocating CO² emission allowances to Czech companies for the 2005- 2007 trading period. This follows a recent amendment of the plan by the Czech authorities to lower the amount of allowances allocated, a move that the Commission warmly welcomes. The EU Emissions Trading Scheme allows for greenhouse gas emissions from the power sector and from energy-intensive plants to be cut at least cost to the economy.[04] Emissions trading : Commission formally rejects UK request to increase emissions allowancesThe European Commission has formally rejected the request from the United Kingdom to increase the number of CO² emission allowances to be granted to UK companies, over the amount already approved by the Commission in July last year. The Commission declares the request inadmissible as it falls outside the scope for amendments allowed by its decision of last July. Prior to taking this decision, the Commission had already conveyed its view that the UK request could not be accepted, both in meetings with the UK authorities and publicly.[05] La Commission lance un programme de travail sur cinq ans pour renforcer le partenariat euro-méditerranéenLa Commission européenne a dévoilé un vaste programme de travail destiné renforcer le partenariat euroméditerranéen (processus de Barcelone) au cours des cinq prochaines années. Le programme de travail de la Commission fixe un ensemble de points discuter pour faire progresser le processus de Barcelone en cette année de son dixième anniversaire, tant dans le cadre de la réunion des ministres des affaires étrangères Euromed, prévue Luxembourg au mois de mai, que dans celui de la conférence spéciale du dixième anniversaire, qui doit se tenir Barcelone en novembre.[06] Serbia and Montenegro : Commission confirms sufficient progress to open negotiations on a Stabilisation and Association AgreementThe European Commission has approved a Feasibility Report assessing the readiness of Serbia and Montenegro to negotiate a Stabilisation and Association Agreement (SAA) with the EU. Serbia and Montenegro has made sufficient progress in meeting the prerequisites and developing the capacity to negotiate. This agreement will establish the first contractual relationship between Serbia and Montenegro and the European Union.[II] Other news - Autres nouvelles[07] Commission approves creation of fish farming joint venture between Nutreco and Stolt-NielsenThe European Commission has cleared under the EU Merger Regulation the proposed transaction whereby the Dutch company Nutreco Holding N.V. and the Luxembourg company Stolt-Nielsen S.A. intend to create a full function joint venture, Marine Harvest N.V., incorporating the fish farming activities of both companies. After examining the operation, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part or it and has therefore approved the concentration.[08] La Commission ouvre une enquête approfondie sur l'entreprise commune entre Sasol et Total dans le secteur des cires base de pétroleLa Commission européenne a ouvert une enquête approfondie, en vertu du règlement sur les concentrations, sur le projet de création d'une entreprise commune de plein exercice entre la société Sasol Wax International AG et la société française Total S.A. (DDE) of the US by E.I. du Pont de Nemours and Company (DuPont) also of the US. DuPont is a diversified company operating worldwide in a variety of innovative product and service markets, including agriculture, nutrition, electronics, communications, safety, construction and architecture, transport and fabrics. DDE is a joint venture formed in 1996 (and approved by the Commission) ultimately controlled by DuPont and The Dow Chemical Company (Dow) each with 50% of the shares. It is active in the elastomers sector. This result confirms the report drawn up by MEP Terry Wynn (PSE/UK) and closes the accounts for the budget year 2003. Commissioner Kallas welcomed the positive vote of the Parliament, its broad support for the Commission's efforts and achievements and Mr Terry Wynn's constructive approach on the core political issue of the Declaration of Assurance delivered each year by the Court of Auditors.[12] DG Agriculture launches newsletter on agricultural trade policyDG Agriculture & Rural Development has today launched the first edition of 'MAP' (Monitoring Agri-trade Policy), a quarterly newsletter that will provide in-depth analysis on relevant agricultural trade and agri-trade policy issues. "Most energy supply scenarios predict a share of fossil fuels of more than 85% for several decades. The technology of CO² capture and storage would enable the world to continue to use fossil fuels but with much reduced emissions of CO², whilst preparing for the eventual switch to a fully decarbonised energy economy", says European Commissioner for Research Janez Potočnik. "Introducing alternative energy systems requires knowledge, experience, planning, investment and political will. This Conference is therefore very timely and can be instrumental in giving an important impulse to this priority in energy research, which will be considerably reinforced in the future Framework Programme".
