[01] Commission approves acquisition of Motorpresse by Gruner+Jahr
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of the German publisher Motorpresse by Gruner+Jahr.
The Commission concluded that due to the complementary activities of the
two companies the operation would not significantly impede effective
competition in the EEA or any substantial part of it.
[02] Environmental protection : Commission pursues legal action against
Ireland and Germany for violations of EU law
The European Commission has decided to take further legal action against
Ireland over three cases where EU laws to protect the environment and human
health are being breached. The cases involve aspects of the management of
waste water, assessment of the environmental impact of projects and a
repeated failure to provide information on measures to protect the ozone
layer. The Commission is also pursuing legal action against Germany over
its failure to assess the environmental impact of a power plant burning
hazardous waste.
[03] Commission adopts first package of financial support programmes for
the Western Balkans
The European Commission has adopted its annual programmes for the former
Yugoslav Republic of Macedonia, Serbia and Montenegro, and Kosovo (as
defined by the UN Security Council 1244). In 2005, within the Community
Assistance for Reconstruction, Development and Stabilisation (CARDS)
Programme, €34.5 million will be spent for the former Yugoslav Republic
of Macedonia, €184 million for Serbia and Montenegro (on State Union
level and in the two Republics), and € 54 million for Kosovo. The CARDS
annual programmes for Albania, Bosnia and Herzegovina and the CARDS
regional annual programme are under development and will be approved later
this year.
Bas Berlin.
[05] Commission publishes staff working paper on "Progress towards the
Lisbon Objectives in Education and Training"
Following the conclusions of the Heads of State in Lisbon in 2000 and their
endorsement of the common objectives for education and training in Europe
in Barcelona in 2002, a radically new process of cooperation has been
launched in the education and training areas. The overall objective is to
make education and training systems in Europe a world quality reference by
2010. In its second annual Commission staff working paper "Progress towards
the Lisbon Objectives in Education and Training", the Commission analyses
the performances of 30 education and training systems.
[06] Danuta Hübner meets Philippe Maystadt to discuss EIB's involvement in
the future generation of regional policy programmes
Danuta Hübner, European Commissioner for regional policy, today meets
Philippe Maystadt, President of the European Investment Bank (EIB). The
main aim of this meeting is to discuss the rapidly growing cooperation
between the Bank and the Commission in the area of regional policy. The EIB
already assists the Commission with the appraisal of some 50 European
Regional Development Fund and Cohesion Fund projects per year. The Bank
will be closely involved in the preparation of the next generation of
strategic guidelines and programmes for the period 2007-2013. The
Commissioner and the President will discuss extending cooperation to new
areas, such as assisting Member States with the preparation of major
projects, and providing micro-credit to develop entrepreneurship through a
combination of grant and loan finance.
[07] Janez Potočnik visits Japan
Janez Potočnik, European Commissioner for Science and Research, will visit
Japan between 11 and 13 April, to discuss a range of issues relating to EU-
Japan scientific and technological cooperation. Commissioner Potočnik will
have a number of meetings with representatives of the EU and Japanese
scientific and business communities. He will also meet Minister of State
for Science and Technology, Yasufumi Tanahashi, and the Minister of
Education, Culture, Sports, Science and Technology, Nariaki Nakayama.
Topics for discussion will include the recent Commission proposal for a new
Framework Programme for Research, the EU/Japan scientific cooperation
agreement and global scientific cooperation, including the ITER fusion
reactor project. Japan's success in using knowledge as an engine of growth,
with strong emphasis on research and development, makes it an important
dialogue partner for the EU, at a time when the Commission is proposing
increased support for science and research at European level.
