[01] Commission President Barroso on Tsunami disaster : European aid around
€1.5 billion
Speaking at the "Special Asian leaders' meeting on the aftermath of
earthquake and Tsunami" in Jakarta today, José Manuel Barroso, President
of the European Commission, announced an additional package of up to
€450 million in humanitarian and reconstruction aid to help in the
relief efforts following the Asian Tsunami disaster. This will bring the
total support from the European Union (25Â EU Member States + European
Commission) around €1.5 billion, or about US$2 billion. In addition, the
President announced a proposal for a €1 billion (US$ 1.3 billion)
"Indian Ocean Tsunami Lending Facility" to be managed by the European
Investment Bank. President Barroso stated : "The people of Europe stand
with the people of Asia in this great tragedy. We mourn for the dead. I
would also like to state our firm commitment to support you in this hour of
need. We will do everything in our power to help you in your efforts to put
this tragedy behind us."

la Commission a approuvé cinq nouveaux plans
La Commission européenne a accepté, fin décembre 2004, une troisième
série de cinq plans nationaux d'allocation de quotas d'émission de CO².
Quatre plans (ceux de Chypre, de la Hongrie, de la Lituanie et de Malte)
ont été acceptés sans condition. Le plan de l'Espagne a été
approuvé sous réserves de modifications techniques. Les plans nationaux
d'allocation de quotas précisent les quotas d'émissions de CO² que les
Etats membres ont l'intention d'allouer aux installations industrielles Ã
haute intensité énergétique, pour que celles-ci puissent participer au
système d'échange de quotas d'émission à partir de janvier 2005. Cette
troisième série de décisions approuve les quotas prévus pour près de
1300 entreprises. En juillet et en octobre 2004, la Commission avait
approuvé les plans concernant plus de 7.800 installations représentant
près de 60% des quotas prévus. Le système communautaire d'échange de
quotas d'émission permettra de réduire les émissions de gaz à effet de
serre des secteurs de l'énergie et de l'industrie au moindre coût pour
l'économie et aidera l'Union européenne et ses Etats membres à atteindre
les objectifs qui leur ont été assignés en vertu du protocole de Kyoto
de 1997.
[03] Cutting red tape for industry : new directive makes life of
manufacturers of electronic devices easier
A revised directive on electromagnetic compatibility (EMC) has been
published in the Official Journal. It will greatly simplify regulatory
procedures and reduce costs for manufacturers, while increasing information
and documentation on products for inspection authorities. The revised
directive abolishes two cumbersome conformity assessment procedures for
producers which required the mandatory involvement of an independent
inspection and verification body, thus reducing costs. Manufacturers will
be solely responsible for establishing the conformity of their products and
for the "CE" marking. The EMC directive governs the electromagnetic
emissions of electrical and electronic equipment and their immunity to
interference. It ensures for instance that a microwave oven does not
interfere with radio reception, or that a radio alarm clock must not come
on if a mobile phone is used nearby. The directive will come into force in
the Member States within the next three years.
[04] L'UE contribue pour 24 millions d'€ à la promotion des produits
agricoles
La Commission européenne a approuvé 20 programmes établis dans 11 Etats
membres pour faire connaître les produits agricoles et pour en promouvoir
la commercialisation dans l'Union européenne. Ces programmes sont dotés
d'un budget total de 48,2 millions d'€, cofinancé pour moitié par l'UE.
[05] December 2004 : further decline of economic sentiment
The economic sentiment indicator (ESI) for the EU fell in December by 0.8
points, following a decline of a similar magnitude in November. In the euro
area, economic sentiment worsened by 0.6 points after a fall of 0.5 points
in November. Despite their recent weakening, the economic sentiment
indicators remain above their long-term average and, moreover, clearly
above their values obtained 12Â months ago. These developments suggest a
continuation of a gradual softening of the near-term growth outlook in both
areas.
[06] December 2004 : Business Climate Indicator in the euro area improved
slightly
The Business Climate Indicator (BCI) for the euro area recorded a small
increase of 0.05 points in December, following its deterioration in
November. The indicator now stands at a value of 0.43, up from a value of
0.38 in November but down from 0.5 in October. This slight increase of the
BCI results predominantly from an improvement in the opinions of industry
managers concerning the production trend in the recent past. It more than
offset the worsening of two others components, export order books and
production expectations. The components total order books and stocks of
finished products remained unchanged and did, therefore, not contribute to
the change in the BCI.

l'UE25
L'indice des prix à la production industrielle dans la zone euro a baissé
de 0,2% en novembre 2004 par rapport au mois précédent, selon les
estimations publiées aujourd'hui par Eurostat. Dans l'UE25, les prix ont
diminué de 0,1% en novembre 2004. En octobre 2004, les prix avaient
augmenté de 0,8% dans la zone euro et de 1,1% dans l'UE25. En novembre
2004, par rapport à novembre 2003, les prix à la production industrielle se
sont accrus de 3,6% dans la zone euro et de 4,4% dans l'UE25.
