  • [01] 2005 fish quotas : Commission proposes more stability through the application of long-term strategies to rebuild stocks

    Today, the European Commission tabled a proposal on fishing possibilities and attendant measures for 2005. The objective is to rebuild severely depleted stocks and protect those in sound biological state while maintaining, as far as possible, the economic activities of the fleets concerned. The proposal takes account of the latest scientific advice from the independent International Council for the Exploration of the Sea (ICES) and the Commission's own Scientific, Technical and Economic Committee on Fisheries (STECF), as well as input from stakeholders. The Commission facilitated greater involvement of stakeholders this year by consulting the industry and other interested Parties at an early stage. Essentially, the Commission proposes more stable total allowable catches (TACs), as called for by stakeholders, through the application of multi-annual recovery plans, in line with the long-term approach adopted under the reform of the Common Fisheries Policy (CFP). Thus, the Commission does not systematically follow scientific advice to the letter in terms of TACs, but it builds in additional measures that should deliver the long term sustainability of fish stocks. The biggest cuts in quotas and fishing effort relate to fragile deep-sea species (see MEX 0/4/1129). For depleted cod stocks, the Commission proposes further restrictions on fishing effort mostly through closed areas.

    [02] Protection de la nature : la Commission dresse la plus longue liste jamais établie des zones protégées dans l'UE

    La Commission européenne a encore fait un grand pas en avant dans l'instauration de NATURA 2000, le réseau de sites naturels protégés dans l'UE. Elle décidé d'inclure dans le réseau plus de 7.000 sites naturels des régions atlantique et continentale de l'UE. Les 197 espèces animales, les 89 espèces végétales et les 205 habitats couverts sont considérés d'importance européenne par les scientifiques. Cela signifie que leur protection doit être renforcée afin de préserver une biodiversité précieuse en Europe. Des espèces telles que le loup, la loutre, le saumon, ainsi que certains lagons côtiers et des réseaux hydrographiques, figurent sur ces listes et couvrent la plus grande partie du territoire de l'UE (France, Allemagne, Belgique, Pays-Bas, Royaume-Uni, Suède, Autriche et Danemark).

    [03] Commission clears acquisition of HDPE by BP

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control by BP plc of the UK (BP) of its high density polyethylene HDPE joint venture with Solvay SA of Belgium. BP is the holding company of a multinational oil exploration, petroleum and petrochemicals group. The HDPE joint venture comprises BP Solvay Polyethylene North America Partnership ("HDPE AJV") and BP Solvay Polyethylene Europe ("HDPE EJV"). HDPE AJV is responsible for the production of HDPE resins in the United States, Mexico and Canada and worldwide sales. Solvay owns 51% of the joint venture and BP 49%. HDPE EJV comprises five partnerships and two distribution companies in Europe and is responsible for the production of HDPE resins in Europe and worldwide sales. BP and Solvay each have a 50% interest in each partnership and in each distribution company. In 2003, the HDPE JV realised total sales of €1.36 billion, of which €679 million in the EU. The operation was examined under the simplified merger review procedure.

    [04] Commission clears joint acquisition of Sirti by Techint, Stella International, James Jones, Investindustrial and Clessidra

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Italian company Sirti (active in engineering and construction of telecommunications networks) by Dutch company Techint (making steel pipes and flat steel products), Stella International of Luxembourg (specialised in treated wood poles for electrical and telecommunication networks), UK company James Jones (sawmilling, pallet manufacturing, timber engineering and timber preservation), UK private equity firm Investindustrial and Italian closed end investment fund Clessidra. The operation was examined under the simplified merger review procedure.

    Vladimir Spidla, le commissaire européen responsable de l'emploi, des affaires sociales et de l'égalité des chances, a regretté qu'aucun accord n'ait pu être trouvé concernant la révision de la directive sur le temps de travail lors de la réunion du Conseil qui s'est tenue le 7 décembre, mais s'est félicité des progrès réalisés à cette occasion.
