  • [01] Commission welcomes Council agreement on phthalates

    The European Commission welcomes Friday's (24/09) political agreement by the Council to ban a group of chemicals known as phthalates from use in toys and childcare items. After five years of debate, this decision marks a major step forward in protecting children's health and ensuring at the same time the efficient functioning of the single market. Three of these substances (DEHP, DBP and BBP), which are used to soften certain plastics which would otherwise be rigid and brittle, have been classified as toxic for reproduction and would be banned in all toys and childcare articles under the agreement. Three other phthalates (DINP, DIDP and DNOP) would be banned from use in toys intended for children under three years of age and which could be placed in their mouth. Once the Council's common position is adopted formally at a forthcoming Council session, it will be transmitted to the European Parliament for its second reading.

    [02] Commission clears full control of Guipuzcoana/DHL by Deutsche Post

    The European Commission has granted regulatory clearance, under the Merger Regulation, to plans by German postal services operator Deutsche Post AG (DPAG) to acquire sole control of Guipuzcoana/DHL, a postal services operator in Spain and Portugal currently jointly controlled by DPAG and Investgi S.L. (The operation, which was notified on 25 August, was examined under a simplified procedure).

    La Commission européenne a autorisé la société canadienne Magna, un fabricant mondial de pièces détachées pour automobiles, à racheter la société américaine New Venture Gear, détenue auparavant par Daimler Chrysler. Bien que les activités des parties se chevauchent dans le secteur des pièces détachées pour véhicules à quatre roues motrices, il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun.

    [04] Commission clears TeliaSonera's acquisition of Orange's Danish mobile telephony business

    The European Commission has granted regulatory approval to the acquisition by the Swedish telecommunications company TeliaSonera of Orange's Danish mobile telephony business. The operation does not raise any competition concerns given the presence of strong competitors in the mobile telecommunications services market in Denmark.

    [05] Loyola de Palacio launches interconnectivity of Mashrek gas market to EU internal market and supports reforms in Egyptian energy and transport sector

    Loyola de Palacio, Vice-President of the European Commission in charge of Transport and Energy, paid a visit to Egypt from 25th to 27th September 2004 to underline the importance of practical steps to increase regional integration of energy and transport networks, within the framework of Euro- Mediterranean cooperation and the European Neighbourhood Policy. Ms de Palacio also inaugurated the Galileo office in Cairo.

    [06] Galileo : strengthening of the cooperation between the European Union and the Mediterranean Countries

    On 27 September 2004, an important step in the cooperation between the European Union and the MEDA countries was taken when the European Commission inaugurated the Galileo Euro-Med Cooperation Office and launched the MEDA GNSS project. Vice-President Loyola de Palacio and Mr Shafik, the Egyptian Minister of Civil Aviation both attended the ceremony held in Cairo. Welcoming this event, Ms de Palacio said : "I believe this cooperation will allow the MEDA countries to find the place they deserve in the Galileo programme. I expect that our cooperation will build bridges between European and MEDA industrialists in the GNSS market."

    [07] Journées Portes Ouvertes 2004 : conférence à Bruxelles sur la politique de cohésion

    Les Journées Portes Ouvertes 2004, événement qui réunit à Bruxelles plus de 2000 experts de la politique régionale du 27 au 30 septembre, ont été inaugurées aujourd'hui par MM. Péter Balázs, membre de la Commission européenne, et Peter Straub, président du Comité des régions. Plus de 100 régions et villes sont associées à cette initiative, centrée sur la gestion des Fonds structurels et sur l'avenir de la politique de cohésion.

    [08] Europe strengthens its defences against disease: David Byrne in Stockholm to start up new agency

    Senior health officials and politicians from around Europe, North America and Asia are in Stockholm today ember to attend a start up event for the European Centre for Disease Prevention and Control. This new EU agency will network Europe’s health knowledge so as to enable: better preparation for, and response to, future epidemics; more effective continent wide disease surveillance; better cooperation between Europe and its international partners. David Byrne, the European Commissioner for Health and Consumer Protection and Morgan Johansson, Swedish Minister for Health and Social Affairs hold a press conference on Monday at 14h30 in the Rosenbad building in Stockholm (office of the Swedish Prime Minister). The official Start up Event will take place in the same venue at 15h00 and will be open to the media. Full details are given below. The Start up Event takes place ahead of the inaugural meeting of the Centre’s Management Board, which will be held in Stockholm on Tuesday 28 September. The Management Board is expected to appoint its President and start work on building up the new agency. The Management Board is made up of representatives nominated by the EU Member States, the European Parliament and the European Commission.

    [09] Aide électorale : les grands acteurs mondiaux en examinent les résultats et les défis

    Les 28 et 29 septembre 2004, la Commission européenne accueillera à Bruxelles une conférence sur l'aide électorale apportée par l'UE, qui permettra d'évaluer les résultats obtenus et de mettre au point des recommandations pour de futures missions d'assistance et d'observation électorales. Le président de la Commission Romano Prodi, le président du Parlement européen Josep Borrell, le commissaire chargé des relations extérieures Chris Patten, et le vice-président du Guatemala, Eduardo Stein Barillas, s'adresseront notamment à plus de 160 participants issus de grandes organisations internationales, gouvernementales et non gouvernementales engagées dans l'aide électorale à travers le monde. La conférence sera l'occasion d'aborder un certain nombre de questions importantes, comme celle des élections dans des contextes de conflit ou d’après conflit, celle du rôle de la société civile et des organisations régionales dans les élections, ou encore celle de l'impact de l'aide électorale.

    [10] Pascal Lamy en Tunisie pour la conférence Euromed sur l'avenir de l'industrie textile et de l'habillement

    Le commissaire européen au commerce Pascal Lamy se rend en Tunisie le mardi 28 septembre pour assister à la conférence euro-méditerranéenne sur l'avenir de l'industrie textile et de l'habillement qui sera présidée par le ministre tunisien du commerce, M. Mondher Zenaïdi. L'événement regroupera les ministres du commerce de l'UE et du bassin méditerranéen pour examiner les défis auquel l'industrie du textile et de l'habillement sera confrontée après la disparition le 1er janvier 2005 des quotas restants à l'OMC. Avant le départ pour Tunis, Pascal Lamy a déclaré : "Pour rester compétitif dans le secteur textile et habillement, il faut créer une zone de libre-échange et d'investissement intégrée autour du bassin méditerranéen. C'est en unissant nos forces que nous ferons du 1er janvier 2005 le début de nouvelles opportunités pour ce secteur industriel important."
