[01] La Commission libéralise la vente centralisée des droits de
retransmission des matches de la Bundesliga ; prépare première décision-
compromis
La Commission européenne est arrivée la conclusion préliminaire
qu'elle pouvait clôturer son enquête concernant l'Association de la ligue
de football allemande (Ligaverband) après que cette dernière a modifié
le mode de vente des droits de retransmission des matches de la Bundesliga,
le championnat de football allemand. La modification de l'accord conclu
avec l'Association apporte de nouveaux progrès dans la libéralisation des
droits de retransmission, notamment dans le domaine des nouveaux médias,
comme l'UMTS et l'internet haut débit. Les supporteurs allemands se
verront ainsi proposer davantage de matches retransmis en direct. En
conséquence, la Commission publie aujourd'hui, pour la première fois, un
projet de compromis-décision l'abri de l'Article 9 du nouveau règlement
de concurrence entré en vigueur le 1er Mai qui permet l'adoption d'une
décision contraignant une entreprise ou groupe d’entreprises respecter
leurs engagements.
[02] Commission clears north England passenger rail JV between Serco and
NedRailways
The European Commission has cleared a joint venture called Northern Rail JV
between Serco Group plc and NedRailways BV for the operation of local and
regional passenger rail services in the north of England.
[03] Commission clears KKR/DLJ joint control of Jostens, Van Hoffmann and
Arcade
The European Commission has granted regulatory clearance under the Merger
Regulation to plans by Kohlberg Kravis Roberts & Co. L.P. (KKR, USA) and
DLJ Merchant Banking III, Inc. (USA), which belongs to the Credit Suisse
group (Switzerland), to acquire joint control over the undertakings Jostens,
Inc. (USA), The Von Hoffmann Corporation (USA) and AKI, Inc. (Arcade, USA).
DLJ currently exerts sole control over the three target companies. (The
operation, which was notified on 18 August, was examined under a simplified
procedure)
[04] Open Days 2004 : Jacques Barrot et Peter Straub annoncent la
présentation de la politique régionale
Jacques Barrot, membre de la Commission européenne chargé de la politique
régionale, et Peter Straub, président du Comité des régions, ont
présenté aujourd'hui Open Days 2004, une manifestation qui rassemblera
plus de deux mille acteurs de premier plan Bruxelles entre le 27 et le 30
septembre. Articulées autour de la gestion des fonds structurels et de la
politique de cohésion venir, ces journées portes ouvertes concernent
une bonne centaine de régions et de villes.
[05] Fifth meeting of the EU's Kosovo SAp Tracking Mechanism
The fifth meeting of the Stabilisation and Association process (SAP)
Tracking Mechanism for Kosovo (STM) took place in Brussels today. The
purpose of the STM is to support Kosovo in EU-compatible reforms to keep it
on track in its progress towards Europe. The meeting brought together
officials from the European Commission, the UN Mission in Kosovo (UNMIK)
and the Kosovo Provisional Institutions of Self Government (PISG) to
discuss the European Partnership which sets out short and medium term
priorities for the province and the follow-up to the Thessaloniki Agenda,
which helps all parts of the region prepare for closer European
integration. Participants discussed issues related to the environment,
economic development and participation of Kosovo in regional initiatives
such as the Regional Energy Market, the South Eastern European Transport
Network and Free Trade Agreements. The meeting emphasised the need to
tackle the conditions which contributed to the tragic events of March 2004
and democracy, the rule of law, the rights of minority communities and
local self-government were important items on the agenda. This is the first
time that the STM has met in Brussels.
[06] July 2004 compared to June 2004 : industrial production up by 0.4% in
euro-zone ; EU25 up by 0.1%
Seasonally adjusted industrial production rose by 0.4% in the euro-zone in
July 2004 compared to June 2004, Eurostat estimates today. Production fell
by 0.2% in June after a rise of 0.6% in May. Output in the EU25 grew by
0.1% in July 2004, after a fall of 0.1% in June and a rise of 0.5% in May.
In July 2004 compared to July 2003, industrial production increased by 2.4%
in the euro-zone and by 2.3% in the EU25.
[07] HIV/AIDS : EU and neighbouring countries pledge common action to
counter resurgent epidemic
Health ministers, AIDS experts, industry and civil society representatives
from across the EU and its eastern neighbours are meeting today in Vilnius
to pledge action to counter a growing HIV/AIDS epidemic. The Vilnius
conference will adopt a declaration committing participants to a
coordinated continent-wide effort to fight the disease with all involved
working together in partnership. A package of measures set out in a paper
presented by the European Commission (see <a href="http://europa.eu.int/rapid/pressReleasesAction.do?reference=IP/04/1076&format=HTML&aged=0&language=EN&guiLanguage=en">IP/04/1076)
will be endorsed as a key element of this effort. Commissioner Pavel
Telička, who opened the conference with Lithuanian Prime Minister Algirdas
Brazauskas, hailed the declaration as a crucial first step. "The challenge
now is to turn the political commitments into concrete action over the next
eighteen months", said Mr Telička. The proportion of newly reported HIV
cases has doubled in Western Europe since 1995. In certain of the countries
that joined the EU on 1 May and in the EU's eastern neighbours the rates of
new infections are the highest in the world.
[08] Rage : cinq personnes sont toujours activement recherchées par les
autorités françaises
Les autorités sanitaires françaises ont retrouvé trois des huit
personnes identifiées plus tôt dans le mois (voir : <a
href="http://europa.eu.int/rapid/pressReleasesAction.do?reference=IP/04/1068&format=HTML&aged=0&language=EN&guiLanguage=en">IP/04/1068)
comme ayant été en contact avec un chien enragé dans le Sud-Ouest de la
France. Les cinq autres personnes, y compris trois enfants, doivent
désormais être retrouvées de toute urgence. Il s'agit: - d'une famille
francophone, probablement d'origine nord-africaine, comprenant deux enfants
(un garçon et une fille), âgés de cinq ans. Les deux enfants ont joué
avec le chien tard un soir de la mi-août (la date exacte n’est pas
connue) sur la rive gauche de la Garonne, Bordeaux, près de la place de
la Bourse; - d'un garçon âgé de dix ans, qui a joué avec le chien
malade l'occasion du festival Fest'Art de Libourne (Gironde, France), le
12 août dernier, pendant la représentation de la compagnie "Theatre
group" sur le parking du Rialto. Ces personnes pouvant avoir été
infectées par la rage, doivent subir un traitement médical dans les plus
brefs délais. En effet, la rage est une maladie mortelle lorsqu'elle
n’est pas traitée temps. De plus, trois chiens qui ont été en
contact avec l'animal infecté sont également recherchés. Il s'agit : -
d'un petit caniche gris qui a joué avec le chien malade lors du festival
Mimos de Périgueux (Dordogne) le 5 ou le 6 août dernier; - d'un chien de
type croisé berger allemand / beauceron, vu avec l'animal enragé pendant
le festival Fest'Art de Libourne (du 12 au 14 août); - d'un chiot
épagneul français avec des taches marron, que ses maîtres transportaient
dans un panier les 7 et 8 août derniers, Miramont de Guyenne. Pour toute
