  • [01] Fiscalité directe : la Commission se félicite de l'adoption d'une directive visant à renforcer la coopération en matière de lutte contre la fraude

    La Commission européenne s'est félicitée de l'adoption par le Conseil d'une directive visant à accélérer le flux d'informations entre les autorités fiscales des Etats membres. Cette directive relative à la fiscalité directe (impôt sur le revenu, impôt sur les sociétés et impôt sur les plus-values), conjuguée à la fiscalité sur les primes d'assurance, permet aux Etats membres de coordonner leurs enquêtes en matière de fraude fiscale transfrontalière et de prendre en charge davantage de procédures pour le compte les uns des autres. Cette directive, basée sur une proposition de la Commission de juillet 2003 (voir IP/03/1226), actualise la directive 77/799/CEE sur l'assistance mutuelle et en pallie les faiblesses. Les technologies modernes et l'intensification des activités transfrontalières font qu'il est plus important que jamais d'améliorer les échanges d'informations et la coopération entre les administrations fiscales. Un rapport du Conseil de juin 2000 sur la fraude fiscale a fait remarquer que les directives et règlements communautaires en vigueur étaient insuffisants pour combattre la fraude, qui prend notamment la forme d'une sous- facturation ou d'une surfacturation (prix de transfert) dans le domaine de la fiscalité directe. Cette directive vient compléter la législation récemment adoptée par l'UE en matière d'échange d'informations, à savoir l'accord sur la fiscalité des revenus de l'épargne (voir IP/03/787) et le règlement sur le renforcement de la coopération administrative dans le domaine de la TVA (voir MEMO/03/36).

    [02] Company law : consultation on board responsibilities and improving financial and corporate governance information

    The European Commission has launched a public on-line consultation on its forthcoming proposals to revise the EU's Accounting Directives in order to clarify the responsibility of members of company boards for financial statements and key non-financial information. The consultation also covers transparency in transactions between companies which are part of the same group and with related parties, as well as improvements to the disclosure of corporate governance practices. Those interested are invited to respond by 4 June 2004 to a quick and user-friendly questionnaire, using the Commission's Interactive Policy Making system and available through the Commission's dedicated consultation site "Your Voice in Europe" at: http://europa.eu.int/yourvoice/consultations

    [03] Le rôle des universités dans la construction de l'Europe de la connaissance

    M. Philippe Busquin, commissaire européen chargé de la recherche, a accueilli aujourd'hui plus de 1000 participants venus d'Europe et d'ailleurs pour assister à Liège (Belgique) à une conférence intitulée "L'Europe de la connaissance en 2020: Vision de la recherche universitaire et de l'innovation". Des ministres, des membres des parlements nationaux et européen, des présidents d'universités, des scientifiques de haut niveau et des chefs d'entreprises figurent au nombre des participants. Le but de cette conférence, qui se poursuivra jusqu'au 28 avril, est de définir le rôle des universités et d'élaborer une vision européenne de la recherche universitaire et de l'innovation pour les 15 à 20 prochaines années. La Commission présentera également une étude sur le "financement de la recherche universitaire et de l'innovation". Maintenant que la compétitivité et la mobilité dominent l'agenda politique, il est clairement nécessaire de soutenir et d'encourager les universités à contribuer à ce que l'Europe atteigne les objectifs définis lors du Conseil européen de Lisbonne en mars 2000 et devienne l'économie de la connaissance la plus dynamique du monde d'ici à 2010. La conférence permettra non seulement aux délégués d'appréhender pleinement la dimension européenne des difficultés auxquelles les universités sont confrontées en matière de recherche, mais également de poursuivre le débat autour de la communication de la Commission intitulée "Le rôle des universités dans l'Europe de la connaissance".

    [04] Commission statement following the outcome of the referendum in Cyprus (24/04)

    "The European Commission deeply regrets that the Greek Cypriot community did not approve the comprehensive settlement of the Cyprus problem, but it respects the democratic decision of the people. A unique opportunity to bring about a solution to the long-lasting Cyprus issue has been missed. The Commission would like to warmly congratulate Turkish Cypriots for their "Yes" vote. This signals a clear desire of the community to resolve the island's problem. The Commission is ready to consider ways of further promoting economic development of the northern part of Cyprus. The Commission will start its internal reflection on the new situation and will present its views to the Council of Ministers meeting to be held in Luxembourg next Monday. We wish to thank the United Nations Secretary General and his Good Offices team who have worked so hard for a comprehensive solution and for their close cooperation with the European Commission in drawing up their Plan."

    [05] Train tragedy in North Korea : Commission announces humanitarian aid of €200,000 for immediate medical support (23/04)

    The European Commission has adopted a humanitarian aid decision to finance urgently-needed medical supplies and temporary shelter equipment for victims of the train explosion in Ryonchon, North Korea. The funds, provided under the fast-track "primary emergency procedure" have been mobilised by the Humanitarian Aid Office (ECHO) which falls under the responsibility of Commissioner Poul Nielson. ECHO has identified the Danish Red Cross as a partner that is ready and able to intervene immediately, using stocks already available close to the disaster zone. The assistance includes basic medical supplies, first aid kits, kitchen sets, water decontamination tablets and tarpaulins for shelter.

    On 23 April, European Commissioner for Development and Humanitarian aid Poul Nielson met Ms Thoraya Ahmed Obaid, Executive Director of UNFPA (United Nations Population Fund) to exchange views on issues linked to the promotion of sexual and reproductive health rights in developing countries. The Commission's efforts in this area are based on the conclusions from the United Nations International Conference on Population and Development (ICPD) in Cairo in 1994. The UNFPA is an important strategic partner for the Commission in its efforts to deliver on the commitments from Cairo.

    [07] "EU brings benefits to Latvian farmers", says Farm Commissioner Franz Fischler

    Speaking at a press conference in Jelgava, Latvia, on 23 April, Franz Fischler, European Commissioner for Agriculture, Rural Development and Fisheries, stressed the advantages of the EU for the Latvian farm community. "My message for the farm community in Latvia is that EU is of course not heaven, but it is far from being hell. Farmers will clearly be better off in the EU. They will see rising levels of income support, more stable prices, and massive support for the necessary restructuring and modernisation process. One should not forget that restructuring and modernisation has to happen with or without the EU!", he said. Mr Fischler also commended the Latvian authorities for the progress made in the preparations to join the EU. "I am impressed how Latvia has risen to the challenge of preparing for enlargement. All parties involved have worked extremely hard", the Commissioner pointed out.
