  • [01] Romano Prodi et Wim Kok annoncent la mise en place du Groupe à haut niveau sur la stratégie de Lisbonne

    Le Président de la Commission européenne Romano Prodi et M. Wim Kok annoncent la mise en place du Groupe à haut niveau sur la révision à mi- parcours de la stratégie de Lisbonne en 2005. Ce groupe, prévu par le Conseil européen de mars dernier, devra faire des propositions à la Commission pour donner un nouvel élan à la stratégie de Lisbonne, et améliorer la mise en œuvre effective des objectifs définis. Le Groupe présidé par M. Wim Kok, ancien Premier ministre des Pays-Bas, sera composé de personnalités indépendantes et représentatives des différentes parties intéressées (syndicats, entreprises, autorités politiques, universitaires). Il rendra son rapport à la Commission au plus tard le 1er novembre prochain.

    [02] CAP reform continued : EU agrees on more competitive and trade- friendly tobacco, olive, cotton and hops regimes

    The Council of Ministers today decided to profoundly reform the Common Agricultural Policy (CAP) support for tobacco, olive oil and table olives, cotton and hops. These reforms will lead to enhanced competitiveness, stronger market-orientation, improved environmental respect, less trade distortions and stabilised incomes for farmers. For the four sectors concerned, a significant part of the current production-linked payments will be transferred to the de-coupled single payment. For tobacco, before full de-coupling, Member States may decide to maintain coupled elements over a transition period of four years. A part of the current tobacco premia will be used to finance restructuring programmes in affected regions from 2010. For olive oil, the Council decided that Member States may maintain a coupled payment of up to 40%. For cotton, ministers agreed to de- couple 65% of the subsidies, 35% will be maintained as a per hectare payment. The subsidies for hops will be fully de-linked from production, Member States may decide to keep up to 25% coupled. All the reforms will start in 2006.

    [03] La Commission entend renforcer la lutte contre la criminalité organisée dans le domaine financier

    La Commission européenne a adopté une communication visant à renforcer la lutte contre la criminalité financière organisée dans l'ensemble de l'UE. Cette communication, qui contient un récapitulatif des mesures déjà prises, dresse une liste d'actions qui permettront de mieux détecter le produit d'activités criminelles. En renforçant la capacité des services répressifs de détecter, de geler et de confisquer le produit des crimes, il est possible de réduire à néant les gains illicites. Il importe également de recourir davantage aux techniques d'enquêtes financières pour suivre à la trace les capitaux liés à des activités criminelles.

    [04] VAT : Commission calls on Member States to step up cooperation to fight fraud

    The European Commission has presented a report on the use of EU-wide co- operation in combating fraud in the field of Value-Added Tax (VAT). Though the exact amount of money involved in VAT fraud is difficult to quantify, some Member States have estimated their losses at up to 10% of net VAT receipts. There have been some major improvements in cooperation in this area in recent years, with the adoption of strengthened EU legislation (see IP/03/1350), the redesign of national control arrangements as a result of information-sharing on best practices, and improvements in the level and quality of mutual assistance between tax administrations. However, the Commission's report recommends that Member States take further steps to intensify administrative cooperation such as improving the exchange of information, increasing the human resources allocated to this work and removing remaining legal barriers (e.g. legislation on secrecy) to the fight against VAT fraud. The Commission notes that certain national authorities have recently suggested amending the VAT system itself in order to tackle the problem of VAT fraud but concludes that all the suggestions for change would have disadvantages that would outweigh their potential benefits.

    [05] Services : la Commission lance une consultation sur la notification préalable des nouvelles règles et normes nationales

    La Commission européenne vient de lancer une consultation publique en ligne sur l'extension aux services autres que ceux de la société de l'information de la procédure d'information déjà appliquée dans les domaines des normes et des réglementations techniques relatives aux produits et aux services de la société de l'information. Selon cette procédure, instaurée par la directive 98/34/CE, chaque Etat membre doit notifier tout nouveau projet de règle nationale dans ces domaines, afin de permettre à la Commission et aux autres Etats membres de s'assurer que le projet ne présente pas d'obstacles au Marché intérieur. Compte tenu de l'utilité de cette procédure en tant qu'instrument de transparence et contrôle, la Commission envisage son extension aux services autres que ceux de la société de l'information déjà couverts. Avant de faire une proposition législative en ce sens, la Commission voudrait recueillir l'avis des acteurs intéressés, en particulier les administrations nationales, les opérateurs économiques, les organismes de normalisation et les utilisateurs de services.

    [06] Boosting the trans-European transport network : Commission welcomes the new guidelines

    The new guidelines for the trans-European transport network were adopted by the European Parliament on 21 April, only one week after the adoption by the Council of Ministers and just some six months after the European Commission made its proposal. The new guidelines include a list of 30 priority projects which are declared to be of European interest. The cost of these projects is approximately €225 billion. The extension of major European axes to the future Member States should help to make enlargement a success and provide the Union with a new opportunity to reduce congestion, improve accessibility and encourage intermodality. "This rapid adoption of the Commission's proposal by the two co-legislators demonstrates a genuine wish to make enlargement a success and is a warm welcome to the new Member States who will join the Union in a couple of days", said Loyola de Palacio, the Commission Vice-President responsible for energy and transport.

    [07] Décharge 2002 : Michaele Schreyer se félicite du vote positif du Parlement européen

    Le Parlement européen a voté le 21 avril à une vaste majorité afin de donner décharge à la Commission européenne pour le budget communautaire 2002. Ce résultat confirme le rapport établi par le député Bayona et clôture les comptes pour l'année budgétaire 2002. Il s'agit d'une reconnaissance de la réforme effectuée par la Commission dans le domaine de la gestion financière et la commissaire Michaele Schreyer s'en est réjouie. "Au cours du mandat de la Commission Prodi, le Parlement a été en mesure chaque année d'octroyer la décharge pour la mise en oeuvre budgétaire. Cela prouve que nos actions de réforme ont été convaincantes et je tiens à remercier le Parlement européen pour son soutien", a-t-elle déclaré.

    [08] Commission advertises first enlargement senior management posts

    In line with the European Commission's decision of 18 February reserving certain senior management functions for recruits from the new Member States, the first eighteen posts were published in the Official Journal on 15 and 16 April. Adverts will appear in print media of all the new Member States from 18 to 28 April. Two of the functions concern Director-General posts, six are for Deputy Director-General posts and ten are at Director level. The deadline for applications is 14 May 2004. It is important to note that applications must be handed in electronically. Further publications of senior management functions will follow in the coming months. The first competitions at middle management level will be launched before the end of April.

    [09] Customs : Commission welcomes signature of agreement with United States on expanding cooperation to trade security

    (! embargo 3.30 pm !) The signature of an agreement to extend the EU/US Customs Agreement to include trade security cooperation has been welcomed by the European Commission. The new agreement was signed in Washington on 22nd April 2004 by the Irish Minister of Finance, Charlie McCreevy, on behalf of the EU's Council of Ministers and by US Customs and Border Protection Commissioner Robert Bonner. The agreement aims to improve cargo security on a reciprocal basis for both the EU and the US, whilst ensuring equal treatment of US and EU ports and operators. For example, the new agreement will provide for the exchange of relevant information and best practices and the establishment of common standards of risk assessment, inspection and screening methods.

    [10] Développement de l'infrastructure de l'Afrique : la Commission investit plus de 230 millions d'€ dans les transports et les accès à Internet

    Dans le cadre de son engagement constant à combattre la pauvreté et à promouvoir le développement économique en Afrique, la Commission européenne a approuvé aujourd'hui des programmes pour un montant de plus de 230 millions d'€ consacrés à la reconstruction de grands axes routiers, à l'amélioration de l'entretien des routes et à une aide visant à combler le fossé numérique dans plusieurs pays africains. Des tronçons clés des principaux axes du Mali, du Niger et de l'Ouganda seront améliorés ou reconstruits, tandis qu'un programme régional de technologies de l'information et des communications pour l'Afrique orientale et australe y étendra l'accès à Internet, augmentera les vitesses de connexion et aidera les administrations nationales à élaborer des politiques en matière de technologies de l'information.

    [11] Commission proposes agreement with Russia to ease issuing of short stay visas for EU and Russian citizens

    The European Commission has today adopted a recommendation to the Council to conclude an agreement with the Russian Federation that contains, on the basis of reciprocity, clear and legally binding rights necessary to ensure simplified visa issuing procedures for Russian and EU citizens. Such an agreement would represent a first step in the process that may, in the long term, lead to the establishment of visa-free travel between Russia and the EU, as declared at the St Petersburg summit of May 2003.

    [12] February 2004 compared to January 2004 : industrial new orders up by 0.5% in euro-zone ; EU15 up by 0.6%

    The euro-zone industrial new orders index increased by 0.5% in February 2004 compared with the previous month, Eurostat. The index decreased by 2.9% in January 2004 after an increase of 2.6% in December 2003. EU15 new orders also increased, by 0.6% in February 2004, after a fall of 2.8% in January and a rise of 2.2% in December. In February 2004 compared to February 2003, industrial new orders increased by 2.8% in both the euro- zone and the EU15.

    [13] Fonds structurels : neuf régions remportent le concours européen de l'innovation régionale

    La liste des gagnants du premier "Concours européen de l'innovation régionale" a été divulguée aujourd'hui à Bruxelles. Lors d'une séance plénière du Comité des régions qui s'est tenue au Parlement européen, les prix ont été décernés aux régions ayant présenté les projets les plus innovateurs. Le concours était organisé par la direction générale de la politique régionale de la Commission européenne et s'adressait aux régions qui explorent de nouvelles idées et de nouveaux moyens destinés à promouvoir l'innovation à l'échelle régionale grâce aux programmes régionaux d'actions innovatrices bénéficiant d'un cofinancement du Fonds européen de développement régional.

    [14] Electronic communications : EU ministers take stock of progress in stimulating demand for higher speed Internet connections ("broadband")

    Fresh impetus for the drive to roll out high-speed broadband connections, and boost the quality of the content and services they carry to businesses and citizens across Europe, should come from a Ministerial Conference held by the EU's Irish Presidency in Dundalk today. Developing content and services to stimulate the take-up of broadband connections is viewed as vital to the take-up of information and communication technology, and hence to competitiveness and productivity growth, across the EU. A little over a year after the first EU-level discussions on broadband issues, Member States will compare progress in rolling out broadband networks at home. They will also discuss issues hampering the development of innovative content with CEOs spanning the broadband value chain across Europe.
