[02] e-confidence policy crucial as many consumers are apprehensive about on-line shopping

E-commerce is still not widely used in the European Union, with a meagre 16% of EU citizens making use of the opportunities it offers. At the same time, consumers continue to be apprehensive about using the electronic marketplace. One in four consumers (25%) who do not use e-commerce do not trust the medium itself. These are the main findings of a Eurobarometer poll which the Commission published today on European Consumer Day. The Irish Council Presidency marks this year's Consumer Day by focusing public attention on the evolving European Online Marketplace.

[03] Commission clears RTL's acquisition of sole control over M6

The European Commission has cleared, under the Merger Regulation, RTL's acquisition of sole control over M6 following the sale on the market by Suez of most of its shareholding in the French TV channel. This change of control does not lead to any competition concerns given that RTL and M6 are relatively small players in the French TV market and that M6 was already jointly controlled by RTL together with Suez.

[04] European industry leaders and EU policymakers call for budget boost for Security Research

A high-level group of 27 top European industry executives and policymakers formally presented their report today to Romano Prodi, President of the European Commission. The report, entitled "Research for a Secure Europe", describes the need for increased European funding and co-ordination in security research. It also outlines 12 recommendations for the future,€? including an urgent call for a minimum of €1 billion to be spent annually to develop technology in this area. The group, chaired by Commissioners Philippe Busquin (Research) and Erkki Liikanen (Enterprise and Information Society), was convened last October in order to present their vision for a future European Security Research Programme from 2007.

[06] Review of capital requirements for banks and investment firms

A response addressing the full range of comments received on the European Commission's third consultation paper (CP3) on a new capital requirements framework for banks and investment firms has been published on the Commission's Europa web site. Approximately 130 responses to the consultation were received and except where respondents requested confidentiality, have already been published in full via the same address. The comments were in general terms supportive of the objectives and approach set out in CP3. These objectives include a more risk-based approach - enhancing financial stability, consumer protection and the single market level playing field - appropriately consistent with the new international framework being developed by the Basel Committee on Banking Supervision. The Commission intends to put forward a proposal for a Directive shortly after agreement is reached by the Basel Committee on the new international framework, expected by the middle of this year. [07] Poul Nielson to visit Bhutan (15-18 March 2004)

Mr Poul Nielson, European Commissioner for Development Cooperation and Humanitarian Aid, will visit the Kingdom of Bhutan from 15 to 18 March 2004. The visit takes place in the wake of important political, economic and social achievements in Bhutan and at the start of the country's New Five-Year-Plan. The visit will offer Commissioner Nielson an opportunity to get a first hand appreciation of on-going efforts to improve the livelihood of the rural population and to discuss the way forward for EC co-operation including the implementation of the first EC Strategy Programme (2002-2006) for Bhutan.
