  • [01] Commission clears acquisition by Matsushita Electric of maker of lighting and other products

    The European Commission has granted clearance under the Merger Regulation to the acquisition of Matsushita Electric Works Ltd, a company that makes lighting products and other home appliances, by Matsushita Electric Industrial Co., Ltd. (The operation, notified on 02/02/2004, was examined under the simplified merger review procedure).

    [02] EU smart construction materials absorb and wash away pollution

    A European consortium of private enterprises, research institutions and the European Commission's Joint Research Centre (JRC) is running a test programme for innovative construction materials set to help in the fight against air pollution. The "smart" construction materials (plaster, mortar, architectural concrete) and coatings are being developed as part of the PICADA (Photo-catalytic Innovative Coverings Applications for De-pollution Assessment) project. Special construction materials and coatings containing titanium dioxide (TiO2) can "capture" and "munch" organic and inorganic air pollutants after they have been exposed to ultra-violet and/or sun rays. The "degraded" polluting substances can then be washed away by rainwater. The new construction materials should help to reduce levels of nitrogen oxides (NOx gases) which cause respiratory problems and trigger smog production, and of other toxic substances such as benzene. The whole project will cost €3.4 million and the Commission is funding up to €1.9 million.

    [03] La Commission lance un projet euro-méditerranéen en matière de migration doté d'une enveloppe de 2 millions d'€

    La Commission européenne a signé un contrat avec l'Institut universitaire européen de Florence en vue de l'exécution d'un projet d'aide concernant l'immigration, la circulation des personnes et l'intégration sociale des immigrants dans la région méditerranéenne. Ce projet, doté d'une enveloppe de 2 millions d'€, est financé au titre du programme MEDA pour une durée de trois ans. Il vise à suivre, analyser et prévoir les flux dans l'UE et dans la région méditerranéenne en vue de soutenir les partenaires méditerranéens dans leurs efforts pour concevoir et mettre en oeuvre des politiques de migration. Le projet réalisera les activités prévues par le troisième volet du programme régional MEDA relatif à la justice, lancé en 2003, pour lutter contre la drogue, la criminalité organisée et le terrorisme.

    [04] Retour de la croissance économique chez les partenaires méditerranéens de l'UE en 2003

    Le rapport de la Commission européenne publié aujourd'hui constate le retour de la croissance dans la région méditerranéenne en 2003, avec un taux de croissance agrégé de l'ordre de 3,5% (1,6% en 2002), et une inflation en baisse, avec un taux d'environ 2%. Un certain nombre de pays méditerranéens ont toutefois éprouvé des difficultés pour atteindre leurs objectifs budgétaires en 2002 et 2003 et leur situation budgétaire s'est encore dégradée. Le rebond des exportations a permis une légère amélioration des soldes moyens des balances commerciales et courantes, passés respectivement à environ -3,4% et +2% du PIB. Depuis 2000, les réformes ont progressé dans certains pays et dans des domaines particuliers, notamment la libéralisation des échanges, la gestion budgétaire, les privatisations et les politiques du marché du travail. Cependant, l'impact positif des réformes économiques est compromis par la dégradation de la situation sur le plan de la sécurité, la faiblesse de la croissance économique et divers facteurs d'ordre intérieur.

    [05] Commission indicator forecasts euro area quarterly GDP growth of 0.3% to 0.7% for both the 1st and 2nd quarters of 2004

    The indicator-based model for quarterly GDP growth for the euro area, developed by the European Commission's Directorate General for Economic and Financial Affairs, forecasts a range of 0.3% to 0.7% for GDP growth in the first and second quarters of 2004, unchanged compared to the previous release. This prediction suggests that growth of the euro area economy is stabilising after the turnaround that took place in the third quarter of 2003.

    Selon les premières estimations publiées aujourd'hui par Eurostat, au cours du quatrième trimestre 2003, le PIB de la zone euro a augmenté de 0,3% et celui de l'UE15 de 0,4% par rapport au trimestre précédent. Au cours du troisième trimestre 2003, les taux avaient été de +0,4% dans les deux zones. En comparaison avec le quatrième trimestre 2002, le PIB de la zone euro a enregistré une croissance de 0,6% et celui de l'UE15 de 0,9%, contre respectivement +0,3% et +0,6% au trimestre précédent. En 2003, le PIB de la zone euro a affiché une croissance de 0,4% et celui de l'UE15 de 0,7%, contre respectivement +0,9% et +1,0% en 2002.

    [07] Iraq : Commission sets priorities for aid in 2004

    The European Commission today adopted a programme setting priorities for re- construction assistance to Iraq in 2004. The three priorities are : restoring the delivery of key public services ; boosting employment and reducing poverty ; strengthening governance, civil society and human rights. Of the €200 million pledged by the Commission at the Madrid Donors Conference for Iraq in 2003-4, €160 million is to be disbursed this year. The money will largely be distributed through the International Reconstruction Fund Facility for Iraq managed by the United Nations and the World Bank.

    [08] Commission will provide over €96 million in 2004 to support democracy and human rights worldwide

    The European Commission has approved €96.35 million for the European Initiative for Democracy and Human Rights (EIDHR) for 2004. This year EIDHR will focus on the support to democracy, good governance and the rule of law, on the prevention of torture and the rehabilitation of victims of torture, on the promotion of international justice and on combating the death penalty. Activities will be carried out in the 32 countries where EIDHR support can achieve the greatest impact and complement other community assistance programme and EU political dialogue.
