  • [01] Towards a global partnership in the information society: way forward for the EU

    The European Commission's view of the Declaration of Principles and Plan of Action agreed by UN Member States as a basis for a common approach to the Information Society are set out in a Commission Communication issued today. This Communication assesses the key results of the December 2003 Geneva World Summit on Information Society (WSIS). It states priorities and proposes ways to organise inputs for the second phase of the WSIS. That second stage will flesh out the Plan of Action with specific programmes and is scheduled to culminate in a WSIS summit meeting in Tunis from 16 to 18 November 2005.

    A stakeholder conference on the development of an EU-wide strategy to ensure that people with disabilities, particularly people with impaired hearing or speech, have improved access to electronic communications networks, services and terminals is taking place in Brussels today. To enable people with disabilities to make the most of new services and devices, such as third generation mobile telephony, digital TV, and on-line services, Europe needs a coherent overall policy, defined with the help of users. This should address regulation, research and standardisation. This conference will be a contribution to the follow-up to the Commission's action plan for people with disabilities (see IP/03/1482). Results from this conference will help to shape a European accessibility policy.

    [03] Commissioner Patten meets Iranian Peace Prize laureate Shirin Ebadi

    External Relations Commissioner, Chris Patten, will meet the Iranian Peace Prize laureate Shirin Ebadi on 26 February 2004. Mrs Ebadi won the award for her untiring efforts to improve the Human Rights situation in Iran, in particular regarding women and children. Mr Patten will exchange views with Ms Ebadi on recent developments in Iran and prospects for improvements on Human Rights. The meeting will take place in Charlemagne building from 15:15 to 15:45 and it will be followed by a VIP corner (Charlemagne).

    [04] Nouvelle décision d'Eurostat sur le déficit et la dette - versements des entreprises à l'État dans le cadre du transfert à l'État de leurs obligations de pension

    Eurostat, l'Office statistique des Communautés européennes, a pris une décision sur le traitement comptable réservé, en comptabilité nationale, aux versements effectués par les entreprises au profit de l'État dans le cadre du transfert à l'État des obligations au titre des régimes de pension avec constitution de réserves mis en place pour leurs propres salariés. Cette décision complète la décision publiée le 21 octobre 2003, qui couvrait les régimes de pension sans constitution de réserves. Elle précise l'incidence sur le déficit/excédent public et la dette publique et est en conformité avec le Système européen des comptes (SEC 95).

    [05] Science et technologie en Europe - L'UE affecte 2 % du PIB à la recherche et au développement ; la Suède et la Finlande en tête

    Le Conseil européen de Lisbonne en 2000 a fixé l'objectif stratégique de faire de l'Union européenne, à l'horizon 2010, l'économie de la connaissance la plus compétitive et la plus dynamique du monde, capable d'une croissance économique durable, accompagnée d'une amélioration quantitative et qualitative de l'emploi et d'une plus grande cohésion sociale. ''Statistics on Science and Technology in Europe'', rapport publié aujourd'hui par Eurostat, l'Office statistique des Communautés européennes, et la Direction générale Recherche de la Commission européenne, décrit comment se situe l'Europe en matière de science et technologie, et comment a évolué sa position en particulier en comparaison au Japon et aux États- Unis.

    [07] WTO arbitrators agree on EU request for sanctions in dispute over US 1916 Anti-Dumping Act

    Today, the WTO arbitrators have accepted the EU request seeking authorisation to impose sanctions on the US given its non-compliance with a WTO ruling condemning the US 1916 Anti-dumping Act in 2000. The sanctions would take the form of a specific legislation applicable to dumped imports from the US and mirroring the US 1916 Anti-Dumping Act. The EU may now adopt a mirror regulation at any time, but it strongly hopes that rapid action by Congress will make such a step unnecessary. EU Trade Commissioner Pascal Lamy commented: "The decision of the arbitrators is a welcome reaffirmation that the WTO is a rule-based system and members may not ignore their obligations with impunity. I welcome the recent move the US Congress to bring legislation forward to implement the WTO ruling. I hope that rapid action from Congress will make sanctions unnecessary."

    [08] Commission suspends EU poultry imports from the USA after avian influenza outbreak in Texas

    Following the confirmation of a highly pathogenic avian influenza (AI) outbreak in Texas (USA), the European Commission adopted the proposal from EU Health and Consumer Protection Commissioner David Byrne to suspend the import of live poultry, eggs and pet birds from this country into the European Union (EU) with immediate effect until 23 March. Avian influenza is a highly contagious poultry disease that can cause severe economic damage to the poultry industry and can, in exceptional cases, be transmitted to humans.
