  • [01] Internal Market : big disparities between Member States in implementing and applying rules

    Member States are still failing to implement many EU Internal Market laws correctly and on time. According to the latest figures released by the European Commission, 131 Directives (around 8.5% of Internal Market Directives) have still not been implemented into national law in every Member State, though the deadlines agreed by the Member States themselves when they adopted the Directives have passed. Some Member States, notably Denmark, Spain, Finland and the UK, have organised themselves to ensure that they have a generally good record of implementing Directives on time. Those four countries have again achieved the target set by the European Council of keeping their implementation deficit below 1.5%. Ireland now also meets the 1.5% target after more than halving its deficit since May 2003. However, others, such as France, Germany, Luxembourg, Greece and Italy, have persistently had a deficit of more than double the target. Belgium, whose implementation deficit has almost doubled since May 2003, has joined this group of Member States which is lagging behind. It now has over ten times the number of Directives overdue as the best performer, Denmark. Big disparities also exist in the number of infringement procedures against Member States for misapplication of Internal Market rules. For example, Italy alone has almost as many infringement cases against it as Denmark, Sweden, Finland, Luxembourg and Portugal combined. The number of cases open against France is more than double that against the UK. The Commission will issue an updated set of figures in its next "Internal Market Scoreboard" in July.

    [02] Accidents industriels majeurs : la Commission ouvre une procédure contre l'Espagne

    La Commission européenne a envoyé à l'Espagne un dernier avertissement écrit dans lequel elle l'exhorte à transposer correctement en droit national le droit communautaire sur la lutte contre les accidents industriels majeurs impliquant des substances dangereuse. Le droit communautaire dans ce domaine est connu sous le nom de "Directive Seveso II". Il vise à éviter ou à minimiser les conséquences d'accidents industriels majeurs grâce à toute une série de mesures préventives. La Commission estime que le droit espagnol ne protège pas suffisamment le public et l'environnement. Il ne remplit notamment pas les exigences de la directive relatives aux plans d'urgence, à l'aménagement du territoire, à l'information du public et aux inspections. En l'absence de réponse satisfaisante à sa lettre, la Commission pourrait poursuivre l'Espagne devant la Cour de justice européenne.

    [03] Commission publishes report on agricultural situation in Turkey

    The European Commission has published a report on the main developments in the agricultural sector and rural areas in Turkey. It completes the series of short country reports on Accession and Candidate Countries. The report, which has been prepared within the Directorate-General for Agriculture, provides key statistical and economic information on the agricultural situation in Turkey and is primarily based on statistical information available from Eurostat, OECD and the State Institute of Statistics (SIS) in Turkey, as available in October 2003. Following on from a general country description and a section on economic development, the report analyses the structure of farming and the value of agricultural production as well as describing crop, livestock and tobacco production. Furthermore, the report describes, under the heading 'Foreign Trade', the characteristics of general and agricultural trade in Turkey. The chapter on agricultural policies and support deals with issues such as domestic support measures and the "Agricultural Reform Implementation Project" which aims to restructure the farm sector and public support in Turkey. Finally the report concludes that even if agricultural employment and the number of holdings have significantly decreased over the last decade, agriculture, with its 33% share, is still the most important source of employment in Turkey.
