  • [01] Commission clears Austrian system for the disposal of packaging waste

    The European Commission has granted approval with obligations to a series of contracts concluded by the Austrian ARA System, which operates a country- wide system for the collection and recycling of used packaging. This decision concerns the use of the "green dot" trademark and ensures unrestricted access for competing systems to the collection infrastructure. The Commission has already adopted decisions concerning similar systems in other Member States, thereby improving conditions for competition on the growing recycling markets.

    [02] Marché intérieur : la Commission enjoint à douze Etats membres de mettre en œuvre des directives sur les qualifications professionnelles et sur l'assurance

    La Commission européenne a décidé d'adresser à douze Etats membres une demande officielle leur enjoignant de transposer dans leur législation nationale des directives du marché intérieur sur la reconnaissance des qualifications professionnelles et sur la liquidation des entreprises d'assurance. Elle demande à la France, à l'Irlande, à l'Italie, au Luxembourg et au Royaume-Uni de mettre en œuvre une directive de 2001 simplifiant les règles existantes en matière de reconnaissance des qualifications professionnelles. Elle a également décidé d'adresser à la Belgique, à la France, à la Finlande, à l'Allemagne, à la Grèce, au Luxembourg, aux Pays-Bas, à l'Espagne, à la Suède et au Royaume-Uni une demande officielle leur enjoignant de transposer dans leur droit interne une directive de 2001 sur la liquidation des entreprises d'assurance ayant des succursales dans d'autres Etats membres. Ces demandes prendront la forme d'avis motivés, la deuxième étape de la procédure d'infraction prévue à l'article 226 du traité CE. Si un Etat membre qui a reçu un avis motivé ne donne pas de réponse satisfaisante dans le délai fixé (généralement deux mois), la Commission peut saisir la Cour de justice européenne.

    [03] Août 2003 par rapport à juillet 2003 : la production industrielle en baisse de 0,4% dans la zone euro et dans l'UE15

    La production industrielle de la zone euro, ajustée des variations saisonnières, a baissé de 0,4% en août 2003 par rapport à juillet, selon les estimations publiées aujourd'hui par Eurostat. La production industrielle avait augmenté de 1,0% en juillet 2003, après être restée stable en juin. La production de l'UE15 a également diminué de 0,4% en août 2003, après des hausses de 0,7% en juillet et de 0,3% en juin. En août 2003, par rapport à août 2002, la production industrielle a augmenté de 0,1% dans la zone euro, mais a diminué de 0,1% dans l'UE15.

    [04] Commission grants €43 million for food security in Mozambique, Madagascar, North Korea, and Tadjikistan

    The European Commission has approved a total package of €43 million for food security actions in Mozambique (€18 million), Madagascar (€9 million), North Korea (€8 million) and Tadjikistan (€8 million). The interventions in this area are designed to alleviate poverty and are consistent with the EU's overall development policy. They comply with the country and regional support strategies that build on nationally-owned strategies for poverty reduction.

    [05] "Don't reopen accession deal", Franz Fischler says in Prague

    Speaking during an official visit in Prague today, Franz Fischler, European Commissioner for Agriculture, Rural Development and Fisheries, commended the excellent cooperation between the Czech authorities and the Commission in the run up to the Czech accession. "I would also like to congratulate the Czech Republic for the good uptake of Sapard funds. This will allow the Czech agricultural sector to prepare for accession", Mr Fischler continued. But he also urged the Czech Republic to speed up preparations. "The Czech Republic needs to prepare its administration. We are concerned about the Czech Paying Agency in agriculture. Its effective functioning of this Agency is of paramount importance. The bulk of support to the agriculture sector will have to flow via this agency. The potential financial consequences would be severe, if the relevant EU Regulations on Paying Agencies were not satisfactorily implemented on time", he stressed.

    [06] EU nuclear research key in the fight against cancer and illegal nuclear trafficking

    A key player in the fight against cancer and illegal nuclear trafficking, the European Commission Joint Research Centre's Institute for Transuranium Elements (ITU) at Karlsruhe, Germany, today celebrates its 40th Anniversary. The ITU manages projects for nuclear research in fields such as radioactive waste management, nuclear forensics, radiation protection, detecting radiation in the environment, and other nuclear-related activities, including life-saving medical applications, for instance to cure cancer. The ITU also plays a key role in detecting, fingerprinting and tracking down nuclear materials across Europe - and beyond. It therefore contributes to the fight against nuclear smuggling and nuclear proliferation.
