[01] Mobilisation of the EU Solidarity Fund agreed in principle
This morning, representatives of the Council led by the Italian State
Secretary Mr Magri, the Parliament represented by the Chairman of the
Budget Committee Mr Wynn, and rapporteur for the budget 2003, Mr Färm, and
European Commissioner for Budget, Ms Michaele Schreyer, met in Strasbourg
to agree on the principle of mobilising the EU Solidarity Fund. This
decision will award €47.6 million to Italian regions hit by earthquakes,
€8.6 million to Spanish regions that have suffered from the Prestige
disaster and €48.5 million to Portugal for fire-related disasters. This
decision confirms what has been proposed by the Commission. Two amending
budgets , n° 5 and 6 of 2003, should consequently be approved, according to
the regular procedure on 8th October.
[02] La Commission souhaite voir l'UE jouer un rôle dans le renforcement
des défenses contre les menaces pour la santé à l'échelle mondiale
La Commission européenne souhaite voir l'UE jouer un rôle central dans les
négociations menées par l'Organisation Mondiale de la Santé (OMS) en vue de
renforcer les règles internationales en matière de contrôle des maladies
infectieuses et autres menaces pour la santé. L'OMS a proposé une révision
majeure de son règlement sanitaire international (RSI) et souhaite lancer
des consultations à ce sujet au début de 2004. La Commission a adopté une
communication dans laquelle elle soutient entièrement les propositions de
l'OMS. Le système renforcé de coopération internationale en matière de
maladies infectieuses proposé par l'OMS est similaire au système qui existe
déjà dans l'UE (voir MEMO/03/155). La Commission se rallie également aux
propositions de l'OMS relatives à une coopération internationale sur toutes
les questions essentielles de santé publique de portée internationale: par
exemple, les épidémies naturelles et la dissémination volontaire d'agents
pathogènes chimiques ou biologiques (bioterrorisme), ainsi que les menaces
pour la sécurité alimentaire. A l'heure actuelle, le RSI ne couvre que
trois maladies : le choléra, la peste et la fièvre jaune. Les foyers ou cas
isolés de ces trois maladies doivent être notifiés à l'OMS et des mesures
de contrôle prises aux ports, aux aéroports et aux postes frontières. La
Commission envisage de mettre au point une position de négociation
communautaire commune sur les aspects du RSI qui relèvent de la compétence
de l'UE. L'OMS s'est fixé pour but de faire en sorte que le RSI révisé soit
adopté en 2005 et mis en œuvre peu après dans le cadre du réseau d'alerte
mondiale en matière de menaces pour la santé. L'UE sera au premier rang
pour aider à renforcer le RSI et pourrait apporter une contribution encore
plus significative à ce processus si le Conseil et le Parlement soutiennent
la proposition de la Commission visant à créer un centre européen de
prévention et de contrôle des maladies (voir IP/03/1091).
[03] Competitiveness Council : Commission welcomes the agreement on free
movement of the EU citizens within the territory of the Member States
On 22 September, the Competitiveness Council has reached a political
agreement regarding a European Commission modified proposal for a Directive
on the right of citizens of the EU and their family to freely move and
reside within the territory of the Union. The basic concept of the proposal
is that EU citizens should be able to move between Member States on similar
terms as nationals of a Member State moving around or changing their place
of residence in their own country.
[04] Commission, eight acceding countries and US sign Bilateral Investment
Understanding
The European Commission, eight acceding countries and the United States of
America have signed a memorandum of understanding which ensure a favourable
environment for investors in acceding countries while making existing
Bilateral Investment Treaties (BITs) between acceding countries and the US
compatible with the European Union's laws and regulations. A number of
provisions in the BITs were contrary to the existing EU legislation, and
needed therefore to be amended prior to accession. The acceding countries
concerned are Bulgaria, Czech Republic, Estonia, Latvia, Lithuania, Poland,
Romania and Slovakia. The Commission is pleased that a satisfactory
solution has been found, showing that EU enlargement can be beneficial to
third countries.
