[01] "Feuille de route" de l'UE en vue d'un partenariat européen pour une économie durable de l'hydrogèneÊtes-vous prêts pour l'énergie du futur ? Aujourd'hui, à Bruxelles, le président de la Commission européenne, Romano Prodi, la Vice-Présidente Loyola de Palacio et le Commissaire chargé de la recherche, Philippe Busquin, ont présenté une communication sur des actions en vue du lancement d'un partenariat européen dans le domaine de la technologie de l'hydrogène et des piles à combustible, guidé par un conseil consultatif, en vue de l'élaboration d'un plan stratégique de recherche sur l'hydrogène. Le partenariat regroupera les principales parties prenantes, privées et publiques, du domaine de l'hydrogène au niveau de l'UE. La Commission financera également des projets de recherche sur le développement et le déploiement de l'hydrogène. Elle encouragera des initiatives publiques- privées destinées à promouvoir la commercialisation et le développement des entreprises. Elle établira un cadre politique cohérent, définira une stratégie de déploiement réaliste, renforcera la coopération internationale dans ce domaine, et promouvra l'éducation, la formation, l'information et la diffusion des résultats dans le domaine de la R&D liée à l'hydrogène. Le calendrier, la définition de la structure, le mandat du conseil consultatif et l'appel à manifestations d'intérêt pour la participation au conseil consultatif seront prêts dès octobre 2003.[02] EU-UN : Commission calls for the EU to renew its commitment to the UN system and multilateralismThe European Commission has presented a new strategy for EU-UN relations. The paper puts forward practical ways in which, by working through the UN system, the EU can strengthen its position as a central pillar of the multilateral system. Commissioner for External Relations Chris Patten commented : "The EU's commitment to a multilateral foreign policy needs to be better reflected in our approach to international institutions, starting with the UN. As the largest financial contributor to the UN, the EU needs to find concrete ways of strengthening our political influence in the UN system. We want to discuss these ideas with the Council and Parliament and hope that they will make a useful contribution to the debate in advance of next week's UN General Assembly in New York."[03] EU-China : Commission adopts new strategy for a maturing partnershipThe policy paper adopted by the European Commission today sets out a framework that is intended to guide EU policy and action towards China over the next two to three years. The paper identifies six priorities for relations in the coming years, including sharing responsibilities in promoting global governance, supporting China's transition to an open society based upon the rule of law and the respect for human rights and promoting China's economic opening domestically and externally. The paper also contains a number of concrete proposals with a view to enhancing EU- China relations in key areas, including economic and trade relations and China's internal reform process.[04] Alexander Tilgenkamp est nommé directeur général adjoint de la DG AgricultureLa Commission européenne a nommé M. Tilgenkamp sera chargé des relations institutionnelles, de la communication et de la qualité, des marchés des produits végétaux et des produits animaux ainsi que des cultures spécialisées et des produits vitivinicoles.[II] Other news - Autres nouvelles[05] Commission welcomes agreement on the revision of the Seveso II Directive to prevent major accident hazardsThe European Commission today welcomed the agreement on the first revision of the Seveso II Directive reached in conciliation yesterday. The Directive is now strengthened in a number of areas. It has more provisions on information of the public, training for emergencies and the involvement of subcontracted personnel. Moreover, the new directive now also obliges industrial operators to produce risk maps showing areas that might be affected by a major accident. Last but not least, the directive requires Member States to provide the Commission with minimum data on all Seveso sites within their territory.[06] EU Cohesion Policy in Lithuania : negotiations of the Single Programming Document will start on 11 September in VilniusThe European Commission today announced the launch of the first round of negotiations with Lithuania on future Structural Funds assistance. Negotiations will start tomorrow in Vilnius. They will aim at finding an agreement on the Single Programming Document (SPD), the document containing the strategy and priorities for action under Objective 1 of the Structural Funds for the years 2004 to 2006. In a letter of 24 July addressed to Dalia Grybauskaitë, Minister of Finance, Michel Barnier, Commissioner responsible for regional policy, set out the main lines of the Commission position on the draft Single Programming Document submitted by Lithuania.[07] Foot-and-mouth disease outbreak in ArgentinaAn outbreak of foot-and-mouth disease in pigs has been reported by the Argentinean authorities in the province of Salta, department of General Jose de San Martin, locality of Tartagal close to the border with Paraguay and Bolivia. The Argentinean authorities reacted immediately to avoid the possible spread of the disease into other Argentinean territories, in particular with vaccination and a ban of the movement of animals in the affected areas. The Commission has been informed immediately and the Standing Committee on the Food Chain and Animal Health now voted in favour of a Commission proposal to suspend the importation into the EU of de-boned and maturated bovine meat from the Argentinean departments of Ramon Lista in the province of Formosa and of General Jose de San Martin, Rivadavia, Oran, Iruya and Santa Victoria in the Province of Salta. Meat from other regions of Argentina which are free of FMD can continue to be imported into the EU in accordance with existing import rules.[08] Poul Nielson to address 5th International Conference of New or Restored Democracies in MongoliaEuropean Development Commissioner Poul Nielson will address the 5th International Conference of New or Restored Democracies (ICNRD) which takes place in Mongolia 10-12 September. The theme of the 5th ICNRD is democracy, good governance and civil society. The general purpose of the ICNRD conferences is to promote universal values of democracy and human rights through the exchange and dissemination of best practices between the participating countries. The first ICNRD was held in 1988. All UN member States are invited. To encourage a wide attendance, the Commission has financed travelling expenses for a number of ACP countries. Following the conference, Commissioner Nielson will pay official visits to Mongolia and China.
